We operate a modern office from Abuja, from where we serve our clients all over the
nation.
With operations spanning over a decade, Profile Technologies has made its mark in the
local ICT industry.
We have worked with a few Higher Institutions, locally, in their adaptation of the
extensive use of ICT to improve their workforce performance and organizational
management.
Building upon the success of our earlier work in the education industry, we hereby
propose a model solution, for the uniquely placed Gombe State University.
The model was constructed from requirements gathered from a study on user community
requirements of ICT in Higher Institutions in Nigeria and Africa, carefully integrated
with concepts of the management paradigm, which form the core of this proposal.
We present a turnkey solution, completely taking the weight off you; our proposal
includes the planning, development, implementation, utilization, exploitation,
management, control and maintenance of information systems, plus its complete
integration in the administrative and pedagogical activities of Gombe State University.
The use of ICT in education is irrevocable in a knowledge economy and mandatory for
sustained development.
It is against this background that Profile Technologies has designed this solution to
enable Gombe State University advance its place in the very competitive education
industry of the 21st century.

Meanwhile, among the universities, the University of Jos (UNIJOS) is blazing the trail
for content development and e-learning in addition to campus networking. UNIJOS has
developed e-learning programs for several departments.
One notable achievement is the medicine by e-learning Web site of the Department of
Anatomy of UNIJOS that permits students to undertake virtual electronic dissections – a
phenomenon believed to be the first of its kind in medical training worldwide. Under a
collaborative program, lecturers from the Universities of Oxford and Cambridge have
facilitated courses as part of the ICT initiative.
It is upon the foundation of the recommendations of the NUC, the advances made
by other Nigerian Universities in the area of ICT development and the uniqueness of
Gombe State University that the bespoke ICT solution contained in this proposal
has been designed by Profile Technologies Limited.
1.1 Introduction
ICT has caused a paradigm shift introducing the age of network intelligence, reinventing
businesses, governments and institutions.
Kaufman (1977) observes, “the traditional bureaucratic paradigm, characterized by
internal productive efficiency, functional rationality, departmentalization, hierarchical
control and rule-based management is being replaced by competitive, knowledge
based requirements, such as: flexibility, network organization, vertical/horizontal
integration, innovative entrepreneurship, organizational learning, speed up in
service delivery, and a customer driven strategy, which emphasize coordinated
network building, external collaboration and customer services” all of which are
supported by ICT.
Profile Technologies Limited reviewed the current development strategy of Gombe State
University which was designed to be developed in five stages of five years each, thus
becoming fully developed in twenty-five years. Therefore, the proposed ICT design
includes an extended state model (ESM), which will enable easy expansion of ICT
facilities as GSU grows.
This proposal is premised on the fact that Gombe State University (GSU) is composed of
3 Faculties and 12 Departments and located on a single campus in Gombe State.
In order to deliver a ‘silver bullet’ solution, our approach to the project is to define the
operational network infrastructure, which is largely obsolete, and provide an array of
options to GSU via their education on the implication of executing each solution. Major
options include having a Fibre Distributed Data Interface, FDDI made up of a number of
LANs connecting the various departments; the topology has to be designed to fit the
requirements. The choices of a ring or star topology are available.
The location of the Gombe State University in and around the capital city makes
accessing the mainone line through fibreoptic cabling a relatively expensive choice. This
might leave us with the option of installing VSAT applications. Both options consist of
networking; access to the World Wide Web (WWW) and the Internet will be a given.
Objectives

To create, develop, implement, utilize and sustain an information and computing
infrastructure that is in line with GSU’s vision, mission and strategies.
CAPABILITY BUILDING:
To assist the users in understanding and utilizing the full range of information
services that will be made available and to foster the acquisition of skills necessary
for independent learning
To provide the University Executive with ICT market intelligence to support good
decision making on service development and further capital investment
To define processes that will assure GSU that the technology being adopted is
secure, flexible and scalable, managed effectively and fit for purpose.
To deliver flexible and responsive technical support services fit for GSU’s
developing University Campus.
To develop and maintain all service standards at the highest possible levels, with
emphasis on quality, customer care and cost-effectiveness using available
resources.
Scope

teaching, research, outreach and networking at Gombe State University.

Community of Users
The community of users include key representative users from across Gombe State
University.
Our Approach
A huge challenge that results in Higher Institutions of learning not achieving their ICT-
related goals is a lack of coherence between the processes, the commitment of the
community of users, the ICT model and ICT management.
Our approach is to start up a conversation with the users, understand the existing
structures & systems, before designing a final model.
We propose a treatment that is generic enough to apply to the broad notion of higher
education – not just the administration of the University – but all functions of the
University, in a bid to deeply realize the fundamental mission of the University.
Profile Technologies proposes a model that will ensure firm structured processes for all
aspects of ICT management and in conformity with the strategic development of the
University’s objectives.
Partnership
This plan reflects how we will continue to shape this service working directly with the
executive of GSU.
We recommend and are able to provide regular scheduled consultation services and will
endeavor to maintain a firm understanding of the ICT requirements of GSU for academic
services and the integration of business information systems.
This will be achieved through mutually agreed formal service level agreements, covering
all stages from routine maintenance, problem solving, and upgrade of systems, through to
major enhancements. The SLAs will also include agreed system performance measures,
reporting schedules, and clear communication routes.
We will also advise on technology solutions for specialist projects and new service
development. This advisory service will assess associated market trends and options, and
prepare an investment appraisal including whole life costing to ensure best value for GSU
Phase 2: Acceptance and Installation (AI) i.e. The ICT plans are accepted by the
project management team composed of representatives of GSU and Profile Technologies
Ltd. and installation is executed. Installation involves the acquisition of ICT resources,
training and laying of the infrastructure. The testing and acceptance of ICT by the GSU
team will also take place in this phase.
Phase 3: Utilization and Exploitation (U/E) of ICT i.e. operational uptime of ICT to
meet user requirements and agreed preconditions from Phase 1. This should visibly
reflect reduced paperwork, reduced operational costs, advantage of new ICT, improved
customer service and competitive advantage.
Phase 4: Minor reviews of ICT infrastructure M1: This will be initiated from states
U/E respectively.

analysis to establish the gaps and user requirements.

The following are tentative indicative roles of Profile Technologies and Gombe State
University. The final scope of the roles and responsibilities will be stipulated in the
contract agreement after discussions.
1. Conduct the ICT situation analysis through visits and consultation with users.
2. Develop a work plan and approach to the situation analysis in consultation with
the project team from Gombe State University for undertaking the assignment.

Gombe State University is a huge and complex organization, whose operations and
strategic focus could be greatly enhanced by the well focused application of Information
and Communication Technologies (ICT) to support improvements in productivity,
management effectiveness and ultimately, the quality of services offered to its
community.
This proposal contains a world class model for the administrative and pedagogical
integration of ICT in Gombe State University, generic in excellence but tailored to the
peculiar needs of GSU. This type of integration implies the routine use of ICTs in
administration, teaching and learning processes.
Working with GSU’s potential student population of 50,000 to 249,000 students and the
Nigerian Universities Commission (NUC) recommendation of 1 personal computer to
every 4 students, this will amount to over 12,000 PCs within the network. We propose to
start with 10% of the projected total requirement. This will mean a network of 1,200
Computers; and grow it from there.
We do not make generalizations about costs because the key issue is usually the local
opportunity cost, not the cost of the technology.
While the benefits of ICT in a University cannot be disputed, there are several key
strategies to be adopted to ensure the successful implementation of systems. The
characteristic challenges that develop, which make ICT implementation fail, are
identified and the unique steps applicable to mitigate such situations are outlined in this
proposal. This is what makes this proposal so unique from others.
Drivers that will encourage or reinforce the successful implementation of this project
proposal include: vision and strategy, user participation, change management, lack of
bureaucracy.
Therefore, we present a proposal that first outlines the undeniable benefits of the project,
guiding principles for better usage of ICT across all functions are outlined; next, we
define the models proposed for the integration of ICTs into Gombe State University.
Following that, we identify critical success factors & their incorporation into the
proposed model, which majorly includes a proper analysis of the existing system, a
seamless integration of the present system with ICT requirements and finally, the
trainings required for staff members; who are the users and adopters of this innovative
project.
It is clear that ICTs will continue to significantly impact all societies worldwide, in all
economic, social, and cultural aspects especially education.
The knowledge economy is demanding new types of learners and administrators. New
technologies are changing modes of learning, collaboration and expression. Widespread
social and political unrest, locally, compels Nigerian educational institutions to think
more concertedly about their role in promoting individual and civic development.
According to many documents and authors (UNESCO, 2004; Grégoire, Bracewell &
Laferrière, 1996; Karsenti & Larose, 2002; Tardif, 1998), ICTs in an educational context
refers to a set of combined technologies that enables not only information processing but
also its transmission for purposes of learning and educational development.
Institutional and pedagogical innovations are needed to confront these dynamics and
insure that the canonical activities of universities -- research, teaching and engagement --
remain rich, relevant and accessible.
Education should be able to prepare the 21st century students for today’s realities, and this
is paramount. The educational system must also prepare students for tomorrow’s realities.
ICTs utilization for online learning (e‐learning) is one way to bridge gaps; it would
provide broader access to higher learning. Distance education has become increasingly
common, particularly in adult learner communities in various University programs. In
many Nigerian Universities and training schools, ICTs utilization in this context fosters
self‐training and successful cyberspace initiatives that are independent of time or
location.
Thus, ICTs enable coaching and tutoring outside regular class hours.
This opens the way to a new approach to the concept of time units, learning locations and
learning activities.
Profile Technologies proposes the creation of a Cyberinfrastructure for GSU. This is the
combination of information and communication technology (ICT); the services provided
by GSU, the policies of GSU, and central functions that under gird an increasing range of
knowledge-based activities in the GSU community.
By definition it includes facilities and services that are largely taken for granted until they
are missing, but it is often the most complex undertaking. The prefix “cyber” denotes the
emphasis on ICT-based infrastructure, both hardware and software.

These tools are powerful when used alone but even more so, when combined
functionally.
Respond to the needs and demands of the younger generation (especially the
digital natives) for better and increased access to University services and
information through the web.
With advanced scanning technology, completed application forms can be read into
the databases in a matter of seconds.
The increasing student population in GSU further authenticates the need for ICTs to
process, store and retrieve data in a fast, systemic and accurate fashion.
The 2008 edition of Education at a Glance revealed that an average of 57% school-
leavers went on to University in 2006, compared with the much lower 37% in 1995 i.e.
10 years earlier. The numbers of students in higher institutions of learning keep
increasing.
Profile Technologies provides bundled technologies that will support GSU to manage this
increasing student intake and monitor students' progression through the education system.
The solution offering of ICT for research in GSU is particularly powerful and
uncontroversial. Three areas are particularly important:
1. The increase in bandwidth and computing power available will make it possible to
conduct complex calculations on large data sets.
2. Communication links will make it possible for research teams to function easily
and collaborate with peers around the world.
DATA PROCESSING
The increased bandwidth and computing power, as a result of the execution of this
project, provide opportunities for analyzing/processing huge amounts of data and
performing complex computations on them in a manner that is extremely fast, accurate
and reliable.
This not only frees GSU’s staff from the cumbersome task of manually analyzing data
but more importantly facilitates quick and accurate analysis of huge amounts of data from
samples covering tens of thousands of respondents.
Analysis and projections of climate change, by Geologists; using vast amounts of weather
data that would have been impossible even five years ago can now be performed
routinely.
The strength of computers in teaching is their power to manipulate words and symbols -
which is at the heart of the academic endeavor.
With the cyberinfrastructure in place and the emergence of Open Educational Resources
(OERs), these will easily support the growing trend to introduce eLearning or online
learning for both courses on campus and in distance education.
THE LIBRARY –
The teaching need of library patrons include textbooks, journals, bibliographies, indexes,
abstracts, and dictionaries, and inter-library loan services.
Electronic equivalents of these are also required in order to make teaching curricula
current, deep, and very effective.
In the last couple of years, students in Nigerian tertiary institutions have demanded access
to the Internet from their respective libraries. Internet access is used for electronic
mailing services, electronic on-line chats, and group activities.
This demand by students has led to the development of computer laboratories in various
institutions. The University of Lagos has a 120-seater complete computer laboratory fully
furnished. The laboratory is an electronic reference library.
The Library will be most profitable for students in terms of carrying out assignments and
further reading. Their other need from the library include: past examination papers,
reserved books (by lecturers), past final-year research projects and theses/dissertations,
journals, government and non-governmental publications, local history collections,
encyclopedias, dictionaries, and other reference resources.
Profile Technologies will mediate the connection of and access of the community of
users in GSU to EbscoHost. This will enable the library to offer Selective
Dissemination of Information (SDI) service to the academic community.
The records and data produced are searchable and quickly retrievable.
Digital books save space, which has been a premium cost to Gombe State
University.

The mushrooming capabilities of the Learning Management Systems will allow more
effective class management for lecturers through the use of virtual space in interacting
with students, supporting learning needs, monitoring student progress and maintaining an
account of student performance and results.

Clerks and others who provide the interface with students in GSU, will be understandably
nervous at the prospect of a change in the IT systems that they use all day long.

such that users are comfortable with the new system, while ensuring that the system
delivers well on their deliverables.
Profile Technologies doesn’t only provide ICT tools, we also support our partners with
the preparation of their in-house team through training; bringing to life the success
anticipated in the deployment of these solutions.
Our trainings are carried out in conjunction with our offshore partners.
An integrated monitoring and evaluation plan will ensure timely collection of user and
stakeholder feedback, and any needs for further system/software adjustment and
enhancement.
A pilot phase or dummy runs to iron out any likely bugs and glitches will be organized.
Phased roll-out, which is easier for managing results, would be the course since the
change is wide-ranging and far-reaching.
The wide adoption of ICTs calls for mindsets and skill sets that are adaptive to change.
The proposal addresses the people related challenges & trainings required.
CONSOLIDATION
Profile Technologies expects that several areas of GSU may already deploy some ICT
systems but with the cyberinfrastructure, we will ensure that they’re connected into a
single function by deploying a University wide personal identity application which will
enable us link together many different critical data sources to improve personally
orientated services to students and staff.
INNOVATION
The goal for integrating ICT into the current systems of Gombe State University is for
seamless transfer of data from the point of student registration to registry, finance,
student services, human resources and pedagogy; the respective systems or databases
involved in the process must be able to communicate with each other intelligently.
ICT has proven its value in that it can process voluminous records quickly, meticulously
and impeccably. This will significantly improve the capability of the Gombe State
University administration.

will enable us link together many different critical data sources to improve personally
orientated services to students and staff.

In our experience, ICT exhibits complexities to users and management staff alike, both in
its utilization and as separate components.
The curriculum will consist of information on the cyberinfrastructure and its management
in GSU. These factors relate to the separate ICT components, their interrelations and their
usage.
In addition, the hardware, software and network components will be made well known to
users.
It is instructive to note that an implemented information system need not necessarily have
a technical aspect; however, when it does have a technical aspect, it is the social part that
plays a crucial role in determining how ICT is utilized.
Acquisition of ICT resources without accompanying user training might result in the
consequences of underachievement since the full potential of the cyberinfrastructure will
not be exploited.

We offer KU & C-band with more emphasis on C-band because it operates in the lower
frequency bands, and it is fairly tolerant of adverse weather conditions. It has larger
waveforms, so it doesn't suffer as much disturbance as do smaller waveforms in the

CONFIGURATION MANAGEMENT
After the initial installations by Profile Technologies, the process will greatly assist the
technical staff involved in the management of ICT in GSU in determining the status of all
ICT services and resources at any given time.
CONF involves identifying the configuration and descriptions of hardware and software
at given points in time, systematically controlling changes to the configuration. All
hardware and software resources are stored in the form of configuration items (CIs). All
CIs will be stored in the Configuration Management Database (CMBD).
Since CONF is an integral part of all other processes it has relationships with other
processes including change management, software control and distribution, help desk and
problem management.
Although various departments in public universities keep inventories of ICT and other
resources, they vary in form, quality and content. The process will introduce an element
of structure and uniformity, which, when enforced, can lead to improvement in
maintaining records of ICT resources and services in GSU.

To meet this demand, given the ICT services and resources available, a well-devised
strategy is critical if disappointment of users is to be avoided or minimized. The process
CAPM offered by Profile Technologies proffers such a strategy.
The purpose of hardware and software control and distribution (HSCD) is to deal with the
acceptance, management, and distribution of operational hardware and software. It can,
in this sense, be viewed as an extension of the configuration management.
HSCD involves management of the hardware and software library, acceptance tests,
distribution, implementation and reporting.
As in other cases, HSCD bears relationships with other processes including service level
management, change management, configuration management, and operations.
The purpose of the helpdesk (HLP) as a process is to offer support to users of ICT
services in GSU. This process will be put in place by Profile Technology entirely
managed by the

The purpose of problem management (PRB) is to classify incidents and investigates the
cause of the problem. PRB involves:

Error management and reporting.
Once a fault or error has been identified a change request has to be drawn up to overcome
the problem or failure. As with other processes PRM is related to several other processes
including service level management, configuration management and change
management.
The purpose of contingency planning (CONT) is to ensure that there are effective
technical, financial and organizational provisions, so that the continuity of ICT services
can be guaranteed in case of some calamity.
The entity MCM is defined as entailing the management, control and maintenance of
implemented ICT in accordance with the requirements and preconditions imposed.
The entity offers services most effectively and efficiently, and will positively influence
the goals of GSU.
Profile Technologies will design 3 forms of MCM and will provide training for the ICT
office at GSU to enable easy post-installation monitoring and management. They include:
Functional Management: This involves all management tasks that are necessary to
support and advise user environments within the framework of the utilization of ICT.
The main objective of this function is to specify the future situation of ICT at GSU. This
will allow for a seamless expansion of ICT activities in GSU.

The application of the model consists of, in each sub-case study, four functions, namely,
the depiction of the IST situation in which ICT related issues identified in the model
described according to the criterion of existence. This is followed by qualification of the
IST situation in which the existing issues were assigned values low, medium or high
according to whether they are considered so, based on the dual criteria efficiency and
effectiveness.
The final step consists of statements of recommended actions to transform the IST
situation to the SOLL situation by taking measures that will ensure as change in the
current situation on the issues that are shown to require transformation.
PROJECT UNITS
A CYBER CAFÉ
The projects include a Cyber Café that provides Internet services to the University user
community. The structure in many ways reflects a highly centralized form of
management of ICT facilities within GSU. This can also serve to generate revenue for
maintenance of the ICT infrastructure of GSU.
They include:
Service delivery
Service support
Software support
Networks
Computer operation
9.0 Conclusion
The communication needs of GSU are growing rapidly and in addition, the current ICT
and communication infrastructure can only be described as inadequate to meet the
requirements.
Specific strategies, activities and timeframes have been worked out and detailed in
relevant documents, to achieve these objectives.

GSU can achieve these objectives by harnessing the power of the modern technology,
interactive and computer –based technologies, to benefit from some of the highest quality
academic faculty, library resources, and laboratory experiences found elsewhere in the
world.
5. GSU can tap the potential offered by technology to overcome existing barriers
such as declining budgets, outdated equipment, and limited space and facilities
that prevent increased access to higher education for a significant number of
students.
