On 12/11/2015 I, Ofc McDowell was dispatched to 8225 N Lake Shore Dr.

for a report of Harassing Text Messages. Upon arrival I spoke with Noreen
Wellwerts (Complainant) who stated that her husband, Andrew Wellwerts (Charged)
has been sending her several text messages, as well as leaving candy and CDs on
her vehicle while it's parked in her driveway.
Noreen has an active Protective Order against Andrew that was delivered
on 11/18/15 (45D031511P0000244). A photo of the order was taken and sent to
Noreen by Andrew via text message on this date. Since the Protection Order was
issued, Noreen has received approximately two hundred (200) text messages from
Andrew. The first message was received on 11/18/2015 at 6:19 PM and the last
message received was on 12/11/15 at 1:48 AM. These messages were observed on
Noreen's cell phone by this officer.
Noreen also stated that several days ago she found Reese's Peanut Butter
Cup Christmas tree candy, and a Compact Disc in a clear plastic case on her
vehicle. Noreen stated that she believes that the items were left on her
vehicle by Andrew, but did not view the contents of the CD. She provided me
with digital photos that she took of the candy and CD, however she was unable to
locate the CD at this time.
I was also informed of text messages sent to Noreen's friend, Katrina
Morris (Involved) from Andrew. Noreen provided both digital and printed photos
of these messages, all of which are directed to or about Noreen. The digital
photos were of messages sent before the Protection Order was issued, but Noreen
does have printed photos of messages sent since the Protection Order was issued.
The digital photos of the messages send to Katrina Morris as well as the
photos of the candy and CD left on Noreen's vehicle were uploaded to the
Department's Case Photos File. I informed Noreen that a reoprt would be made
and kept on file at the Cedar Lake Police Department, and cleared without
further incident. Charges were filed on Andrew Wellwerts for Stalking
(35-45-10-5) and sent to the Lake County Prosecutor' s Office. MAM

 On 12/17/2015 Noreen came to the Cedar Lake Police Department to notify
me, Ofc McDowell that she was able to find the CD that was left on her vehicle.
She also said that in the days since she reported Andrew 's violation of his
protective order he has continued to leave candy and photographs at her
residence. I informed Noreen to keep everything that is being left, and to
continue to not communicate with Andrew. Any Continuing contact needs to be
documented and reported to the Police. MAM

I Dt. C. Brittingham was assigned to investigate invasion of privacy / stalking

committed by Suspect Andrew Wellwerts against his wife Victim Noreen
Connolly-Wellwerts. Noreen had made reports to the Cedar Lake Police on
12/11/2015 (15CL4128) with Officer M. Mcdowell and on 12/26/2015 (15CL4351) with
Officer D. Corbin, both of which provided detail of violations committed by
Andrew Wellwerts against a protection order detailed in this report (attached).

On 11/13/15 Noreen filed for divorce Cause #45D03-1510-DR-00703 and on

11/17/2015 an Ex Parte Order of Protection (IC 34-26-5) Cause
#45D03-1511-PO-00024 was granted to Noreen as the Protected Person and Andrew as
the Respondent / Defendant (order enclosed). Said order was served to Andrew on
11/18/2015 at 4:00 PM by Officer Garcia of the Lake County Sheriff. This order
also lists their children Angelina Wellwerts (DOB 7/14/2005) and Julia Wellwerts
(DOB 7/14/2005) as protected household members, except as necessary for the
exercise of Respondent's parenting time.

On 11/18/2015 at approx. 06:19 PM Andrew used his cell phone (219-576-2900) to

send text messages to Noreen's cell phone, the first of which was an image
(photo) of the protection order, this was followed by approximately 200 messages
of typed conversation and web links which directed Noreen to photos Andrew
posted on the web of himself and Noreen these have since been deleted. These
message span a time frame to 12/11/2015 during which time Andrew scanned and
posted personal photos of Noreen and himself from photos of their time together
to include wedding photos. During this ongoing texting Noreen only replies once
at the beginning indicating "family wizard" which is a web site setup
specifically used to communicate about their children of which the court has
ordered joint custody and "parenting time". These messages / photos / web links
are all in violation of the protection order and did not pertain to "parenting
time" or the kids. I took a video to capture Noreen's cell phone scrolling
through all of these text messages to preserve them as evidence in this case
(attached DVD).

During this time between 11-18-15 and 12-11-15 Noreen found items left on her
vehicle while it was parked at her residence 8225 N Lake Shore Drive. These
items were Reese peanut butter candies, which were known by Andrew to be a
favorite of Noreen's, a Memorex CD labeled "Crazy Love" with music Noreen
indicated came from her home where Andrew is currently living . Noreen also
recovered a note on her vehicle windshield with "Craze" written on it which is
her nickname for Andrew. Inside was a note written by and signed by Andrew, the
content is basically about how much he loves her and wants to fix things (copy
attached). Noreen also found on her vehicle personal photographs of her and
Andrew from their time together. These photographs were identified by Noreen of
items kept at her home where Andrew is currently living (digital photos were
taken of these items).

In addition to the items above Noreen also found a black plastic case with a
strong magnet attached to it on her driveway near her vehicle. Noreen was also
familiar with this case stating that when she was together with Andrew he showed
it to her and would place it on her vehicle, inside the box contained an
electronic device used to track her location (GPS). The electronic device was
not inside as the box was open, it is believed to have fallen off, or was taken
by Andrew while the case / box was dropped. This box was turned over to me and
logged as evidence and photographed (attached to case). During this time Noreen

indicated Andrew was placing videos on YouTube showing her vehicle driving
around while being followed, the YouTube was in Drew Wellwerts name, Andrew had
sent her the links to the videos, at some point the videos have been deleted.
Noreen stated Andrew always knew where she was at while they were together
because he used this device and others to track her. Noreen lived in fear with
Andrew and was always mentally abused and controlled.

Between the time of 11-18-15 to 12-26-15 Andrew has also been sending message
through a service "The Our Family Wizard" which is a web service used to
facilitate between couples going through divorce to deal with their children and
court ordered "parenting time". Noreen paid for this service and set it up
specifically to discuss parenting time and to avoid having conversation with
Andrew outside of this and in compliance with the protection order. Andrew
however has been using it to send unwanted messages to Noreen that have nothing
to do directly with parenting time or the children. A number of these messages
were printed by Noreen and show a clear violation of the protection order based
on the content (attached to case).

The information provided has shown continuing harassment towards Noreen

immediately after Andrew was served the protection order . Noreen has expressed
she feels terrorized, frightened, intimidated and threatened by Andrew based on
what he has done and continues to do since she filed for divorce and more
specifically after he was served with the protection order. Items left on
Noreen's car suggest a pattern of his continued effort to terrorized and harass
Noreen. - CEB

On 01/05/2015 I Dt. Brittingham met with Prosecutor Mike Greener who would not
file the Stalking charge. A charge of Invasion of privacy was filed as a class
A Misdemeanor. Cause #: 45D08-1601-CM-00008 - CEB
