 FOR THE PROBLEM, In cooperation with the Philippine National Police (PNP), the
Government narcotics agents, and other allied law enforcement and investigating agencies
recovered nearly P55 million worth of drugs in the first six months of the year 2020 in
Bohol. (Philippine Information Agency, 2020) . Talibon, Bohol is a first class municipality in
the province of Bohol. This municipality was under in the leadership of Mayor Janet Garcia.
Last May 2020, a total of P40 million worth of ‘shabu’ were seized by police in two
connected anti-drug operations in Tagbilaran City and Talibon on Monday in what have
been the largest drug busts in Bohol in recent years. (a report from Bohol Chronicles) The
usage of these illegal drugs has been increasing even before Duterte's administration and
up until now. Even though, the government officials of the locality did their best to fight the
battle.

 FOR THE MEASUREMENTS. In the year 2018, of the 301,397 households all over Bohol, 236,
835 households have been given the drug free seal, the police accomplishing some 78.58%.
According to the Philippines National Police (PNP), based on their Seal of Good
Housekeeping Project, 86.8% of Bohol’s households have been declared free from drug use
during 2019. Some of the recent drugs arrests are from the members of drug-abuse free
households, while several drug arrests lately have been from former ‘Tokhang’ identified
drug surrenderers.

 FOR THE MAGNITUDE. The use of illegal drugs already affects the family. Last June 27, 2020
from the report of Allen Doydora in Bohol Chronicles, ‘another’ batch of family members
allegedly working together in the narcotics trade were nabbed by police in Talibon, Bohol. A
father and three of his sons including a teenager were arrested by police for sale and possession
of Shabu. From this source, we can already tell the extent of the problem in Talibon. The selling
and using of illegal drugs was already a family profession. Another magnitude of the problem
was found when 3 females and 2 males have been arrested on the buy bust operation on May
2020 in Talibon. It means that the illegal drugs are not up to extent of using female sellers and
deliverers for this illegal business. It was also found, according to Police Brigadier General
Albert Ingnatius Ferro, director of Police Regional Office in Central Visayas, that the illegal
drugs came from the Chinese triad which means the drugs are not originally from the locality
because he noted that the packaging of the illegal drugs are the same with those confiscated from
buy busts at the National Capital Region in 2019. This makes up that the drugs in Talibon are
already an export-import of the Chinese Triad already.
 FOR THE CAUSE, Caught in an informal economy where income opportunities are scarce and
living conditions are harsh, shabu allows the youths to stay awake and work at night, gives them
energy, alleviates their hunger, and provides them with moments of euphoria amid their difficult
lives. The environment that a person has been exposed to can influence and trigger drug use.
Growing up in poverty or in households with drug addiction, abuse, crime or other negative
factors can create a high risk for substance abuse in those exposed to these conditions. While
some of them exhibit signs of addiction (they have gaunt, hollowed-out faces, for instance), most
remain functional. And while some of them admit to resorting to crime (such as stealing mobile
phones), the only crime most commit is taking drugs. Educational and economic opportunities
can help them move away from drug use – and prevent many others from using drugs in the first
place.

 FOR GOALS AND OBJECTIVES. The focus is for person who deals with drugs and their
affected family to recover holistically and provide support and guidance in preventing
the recurrence of drug abuse in the place. To lessen the number of people who uses the
illegal substance. To minimize the issues regarding about this and bring back the good
reputation of the municipality. To help and make the place drug free.

 IN CONCLUSION. The young people are the hope of the country, according to Rizal.
Educating them all about the illegal substances can help them to be more cautious and
builds awareness. They have to be informed about the facts regarding on the substances.
Warn them with the possible effect of using these. This will help them to not committing
to any illegal drug operation. Punish and don’t give any warnings to the people who got
caught. Because if you will give them another chance, they will take that as an
opportunity to do it again. Punishment must not be an imprisonment but rehabilitation.
Increase awareness on the place. Implements policies and programs with regards to Drug
