Atmospheric, Geophysical and Astronomical Serviccs Administration (DOST-
PACASA) Climate outlook forthe Philippines for lune to Novcmber 2020 and
Department of Health Administrative Order No. 2020-001S also known as
the Cuidelines on the Risk-Based Public Health standards for C0VID-19
Mitigation, Local ChiefExecutives areenjoined to perfonn the following:

1. Convene th€lr LDRRMCS and conduct pre-dlsaster rlsk assesshent


(PDRA) for floods, flashnoods, rain-induced landslides, debris flow,
storm surga, and strongwinds to ascenain the appropriatc responsc
actions. The scaled geo-hazard maps of the Depanment of
Environment and Natural Resources-Mines and Geosciences Bureau
(DENR-MCB) will guide decisions, especially for areas with high to
very suscepobility to these hazards.

The PDRA should also take into account new evacuation pmtocols,
taklng lnto conslderation minimum publlc health standards to
prevent and control infection, such as proper hand hygiene, whlch
requires the steady supply and Row of clean water, sufficicnt
quantities of hand soap, and proper and adequate dminage; the
proper wearing of face masks, includinB the proper washing and
drying of reusable facemasksi the proper disposal ofdisposable face
masks and other personal protective equipmenr (PPE), and related
infectious wastes (such as tissue paper, cotton balls, dlsposable
syrlnge and needles, etc.); and ensuring that every person in the
cvacuarion ccntcr will be able to maintain at least one [1) rneter
distancc trom other persons atall times. The Camp Coordination and
Management (CCM) Teams should b€ directed to conduct simulation
exercises to determine Saps and recommend solutions. Preemptive

6. Conduct monthly assessment and ensure top shape funcdonality, ,n


collaboration with DOST Regional omcc, of all establishcd tiarly-
Warning Systems (EWS) such as automated rain gaugcs, water level
sensors, and other local and indigenous early-warninS systems

Idendry and ensure that the main and sub arterial supplyroutes are
passable, coordinate with the local police on the operation of security
and quaranllne checkpolnts, and the adlacent l,0lJs to ensure
unhampered movements of cargo, 8oods, and supplies. Revlew and
update the inventory of reliefgoods and other resources (e.&, food
and non-food items, such as milled nce, hygiene kits, medicine,
beddings; transport and logisticsj stockpile of PPE, etc.). Given any
identified supply 8aps, undertake advance procurement, subiect to
existing accounting and auditinS rules and re8ulations;

9. Mutual Aid Repons€. LCES are enioined lo work with barangays, as
well as for8. mutual aid aSreenents with other neighboring LCUS, for
the voluntary sharing of resources, such as evacuation centers,
community isolatlon facllltles, emer8ency seMces, suppllos, funds,
and crowd-sourced lnformatloD ahd solutlons to help each other
mitigat€ and rcspond to the impacts of thc rainy season, while at the
same time addressing the most immediate chrllenges relating to
health, food security, wat€r and sanit tion, protection, risk
communication, amont others.

They shall also coordinate and work closely with the DPWH and
DSWD RegtonalOmces, and develop mechanisms forsharlnS the use
of thc cvacuation facilities constructed and maintained by these
agencies:

11. Utilize the Local Disaster Risk Reduction and Management Funds
(LDRRMF) - both the annual allocation and balances accruingto the
LDRRMF Special Trust Fund. Note that LCus are allowed to exceed
30% of the amount appropriated for the Quick Response Fund, as
promulSated by the Department of Budget and ManaSement Local
EudgetCircular o.124. LCUS mayneed to updatethe Local Disaster
Risk Reduction and ManaSement lnvestment Progrrm (LDRRMIP)
and tie Annual I nvestment ProSram to maxlmlze the LDRRMF. LGUS
may also see the need to discuss with the LDcal Finance Committee
other sources of funds that may complement preparedness, response
and early recovery. For example, social, infrastructure and health
programs and projects and those funded by t]te Local Development
Fund and the SaFnihan Grantto LCUS. Explore non-regular sources
offunds accesslble to LGUS, such as new revenue resources, savlngs
and augmentatlon, nauonal govemment transfers, perfonnance-
based funds, inter-Lcu fund transfers, grants,loans, etc. j and

12. Maintain transparency and accountability in the utilization of Funds


especially in the expedient procurement procedures through direct
neSotiations as per Covemment Procur€ment Policy Board
Resolulion No. 03-2020.

ACTION
RIQUIRED All City Dircclo6 are hcrcby directed to cause the immediate and widest
dissemloation of the Memorandum Clrcular and ensure tle compliance of
LcUs.
