1. Introduction
This method statement describes the sequence of activities related to the installation of the Line in Line
out at Sinaw GS in respect of the subject project.
It gives details of how the work will be carried out and what health and safety issues and controls are
involved. The content of this method statement reflects the finding of the relevant risk assessment.

In close interaction with site personnel (foremen, surveyor and crews from
different trades), will ensure that the all works are carried out as per the
Foreman project requirement. He is also responsible for the day to day planning and
arrangement for the job, distribute resources and inspections (RFIs) through
Q/C dpt at appropriate stages of the work.
Responsible for the implementation and control of the quality procedures as
per the approved ITPs and project specification. He will be assisted by
trained technician and will be responsible to carry out all the tests on material
QA/QC engineer as per the specifications. As per of the quality assurance and control system,
he will have in place strict procedures to monitor and control the works,
surface preparation and all work activities to deliver a high qualitative
product as project specification.

Prior receiving shutdown of existing 132 KV Izki-Mudaybi Transmission Line, following activities will be
completed or will be made ready to avoid delays in activities during Shutdown :
i) Eastern Line – Stringing work at both the circuits till tower No. 48E will be completed with Final
Sag. Balance stringing between Existing Tower No. 142(in Izki-Mudaybi Line) and 48E will be done
under shutdown.
ii) Western Line – Conductor Paying out will be completed between Tower No. 41W till Suspension
Tower No. 47W. The conductor son the roller in all the Cross arms at Tower No. 47W will be held at
Clamp using Concrete Block. Complete Stringing with Final Sag between Tower No. 41W to 48W
will be done under Shutdown.

iii) Ground Assembly of Tower No. 48W will be done, followed by final coat of painting on ground so as
to make the tower ready for crane erection during Shutdown period.
i) Upon receiving of shutdown Permit from Authorizing Authority by the Competent Person, Line
under shutdown will be checked with Voltage Detector for shutdown confirmation / presence of
residual voltage / voltage through induction.
ii) Line will be effectively earthed using earth rod by discharging the line through discharge rod. Line
earthing will be provided at both side (Izki as well as Mudaybi side on the line). The respective
earthing towards Izki side will be done at existing Tower No. 140 and towards Mudaybi side will be
done at existing Tower No. 142.
iii) Post grounding of the line, Guys will be provided at existing Tower No. 142(Tension Tower) as
shown in the figure for providing support to the towers against the thrust load which will occur after
cutting the line in between the respective mentioned towers.
iv) At Tower No. 140, all the phase conductors will be de-clipped from suspension clamps and will be
placed on roller with other side effectively held on clamp and concrete.
v) After all the conductors are held at clamps, the conductors of all phases of both the circuits(L1 and
L2) will be cut near the existing Suspension Tower No. 141(as shown in the figure).
vi) After cutting, the conductors will be properly rolled and kept at respective side.

i) The assembled and painted tower No. 48W will be erected using crane and further bolts tightened.
iii) In the East Line - Stringing of Conductor between Tower No. 48W and Existing tower No. 142 will
be completed. Thereby completing all the stringing work in the Eastern Line. However jumpers at
Tower No. 48W will not be done as the same to be done considering temporary connection of the
Line.

i) All Conductors from Tower No. 47W will be released from concrete blocks and will be held on
clamps at 48W.
ii) All conductors from 47W to 42W will be on Rollers till final sag.

i) All Conductor from Existing Tower No. 140 to be marked after removing from Blocks and shall be
installed on tension clamp after dead end compression on tensión fittings and connected on Tower
No. 48W thereby completing final sag of Conductor from Izki end to Tower No. 48W
ii) Clipping of Conductors at existing Tower No. 140 will be done and rollers will be released.

i) Final Sag of each phase between Tower No. 41W and 48W to be done at 48W. Thereby completing
stringing work in Western Line.
ii) Clipping work between Tower No. 41W to 48 W will be completed in next three days (while Tie-Up
connection is in progress).
i) Tie-Up connection of L1 Circuit from Tower No. 48W to Tower No. 48E to be done. One side cross
arm of existing Tower No. 141 will be used as support to this tie up connection. Conductor on
tensión fittings will be used for installing the Tie-Up as shown in red color, in the figure above.
ii) For above Tie-Up, jumber will be provided at box cross arm of Tower No. 48W and 48E so as to
have electrical continuity of L1 Circuit from Conductor of L1 Circuits to installed Tie-Line and vice
versa.

iii) For Continuity of L2 Circuit, the outside circuit of Western Line will be connected through Jumper at
tower No. 48W with L2 circuit of existing Tower No. 140.
iv) Both the Circuit of Western Line will be electrically connected using conductor tie-UP with T-
Connectors. Minimum sagging of conductor will be ensured for this tie-up between two circuits of
same towers. Further, such connection will be preferred near to selected tower in order to have
minimum swing effect on this tie-up connection.

v) At appropriate place Tie-Up No. “III” will be implemented. Two nearest Tower in parallel line will
be selected and Tie-Up will be done by connecting their nearest cross-arm with conductor using
tension fittings and insulators. Jumpers at both the towers will be made so as to have electrical
continuity with the tie-up connection (No.III) and conductors at both cross arms.

i) Subsequently, similar to Tie-Up No. ‘II’; Tie-Up No. ‘IV’ will be installed by electrically connecting
Conductors of both the circuits of Eastern Line using Conductors and T-Connectors. . Minimum
sagging of conductor will be ensured. Further, such connection will be preferred near to selected
tower in order to have minimum swing effect on this tie-up connection.
ii) Jumper at 48E will be installed at the sharp cross arm of 48E so as have electrical continuity from
Conductor of Eastern Line and L2 Circuit of Izki –Mudaybi Line. With this connection, the Electrical
Supply of L2 Circuit will have continuity at indicated in the above figure.
iii) The Jumpers at Tower No. 41 in both the Transmission Line viz. Western as well Eastern will be kept
open. Thereby there would exist voltage of 132 KV at Tower No. 41E & 41W but being open circuit,
no current will flow.

i) All the installed temporary tie-Up and Jumper loops will be removed.
ii) All the required jumpers for LILO connection of the line will be installed.
iii) OPGW from existing junction box at Tower No. 142 will be disconnected and after clipping out
from Tower No. 141 will be spliced at installed splicing box at Tower No. 48W.
iv) Splicing of OPGW of Eastern Line will be spliced at existing Junction box at Tower No. 142
thereby completing splicing work. All required testing of the line will be executed subsequently.
v) Jumpers at 41W and 41E will be connected so as to have continuity of supply to Sinaw 132 KV
Substation.
Task risk assessment is according to the methodology established by OETC. See Annex I
For all the construction related activities also involving the connection of the new system equipment to the
existing network, hazard identification and risk assessment will be carried out by Inabensa’s line supervisors in
consultation with his team. This will be reviewed by contractor Project Manager in consultation with his HSE
Officer and finally approved by OETC supervision consultant.

Guidelines for Likelihood
Risk evaluation
The process of risk evaluation involves decisions on which risks need treatment to bring the risk within an
acceptable level (low risk), and the priority for the risk treatment implementation. The output of the risk
evaluation process is a prioritized list of risks.
To determine the priority of action the priority score shall be utilized. Higher the priority score the higher the
priority for risk treatment action.
- Basic PPEs including safety helmet, safety goggles, insulated safety gloves, safety shoes (see section 9) will
be worn at all time.
- Whenever work is conducted at a height of more than 2 m from ground level, the opportune measures shall
be adopted to prevent falls of persons or objects. Scaffolds adapted with wheels and brakes will be used in
favour of ladders whenever possible.
- Electrical Risks shall be specially controlled. Five golden rules shall be absolutely mandatory.
- Necessary PTW to be obtained from client for the activity and Inabensa PTW system to be followed were
ever applicable.
- Tool Box talks will be conducted periodically and will include topics of relevant activity and about health,
environment and safety.
- Equipment and tools shall be of suitable capacity and in good working condition.
- HSEO shall be responsible to monitor the HSE compliance of this method statement during work.
and adequate supervision by Safety Officer and Site Supervisor to ensure the
job is carried out in the safest way possible.
Warning tape
- Whenever the performance of tests and inspections pose a potential risk for other organizations involved
in the project, the appropriate safety measures will be taken, by issuing written notifications regarding the
commissioning of equipment and installations, and requesting proof of receipt.
- Shall be ensured that, upon completion of work, all check list sheet is filled and inspected by Engineer.
12. Records
- Installation status report to be provided by responsible personnel (project engineer / supervisor)
supervising the installation activity at site.
- A complete file of network test records, checklists and setting of the racks will be fully documented.
In case of any emergency while executing the job, project approved emergency response plan will be
followed.
