1.0 INTRODUCTION

NTH Consultants, Ltd. (NTH) was retained by 6556 McNichols LLC to provide
environmental consulting services related to removal of three underground storage tanks
(USTs) from the 6556 East McNichols Road property in Detroit, Michigan.

NTH completed a Phase I Environmental Site Assessment (ESA) for the property, dated
January 5, 2018. The Phase I ESA identified three USTs under the canopy area near the
southwest corner of the building. Review of the UST Facility File obtained from the
Michigan Department of Licensing and Regulatory Affairs (LARA) indicated that the USTs
were each 1,000 gallons in capacity and were installed in 1957. The USTs were reported to
contain cutting oil, lubrication oil and waste oil, and remained in use until the early 1990s.

Prior to removal, the USTs were gauged and each contained approximately two feet of liquid.
The approximate locations of the USTs are indicated on Figure 1 in Appendix A. A site
showing the property layout is included as Figure 2 in Appendix A.

On February 5, 2018, HM Environmental Services, Inc. (HM) submitted a composite sample


of the UST contents to be analyzed for waste characterization parameters for offsite disposal
purposes. Results of laboratory analysis determined that waste from the USTs would be
considered hazardous due to the presence of vinyl chloride. A copy of the laboratory
analytical report is presented in Appendix D.

2.0 INITIAL REGULATORY FILINGS

On April 23, 2018, NTH submitted an Intent of Removal form for the USTs to the LARA.
The Intent of Removal form also registered 6556 McNichols LLC as the new owner of the
USTs. LARA responded by email on April 24, 2018, approving the tank removal activities to
commence after May 24, 2018. Copies of the Intent of Removal form and LARA response
are included in Appendix B.

3.0 SUMMARY OF FIELD ACTIVITIES

On May 29, 2018, NTH visited the site to observe HM remove the USTs. The USTs were of
single-wall steel construction. Prior to excavation, HM used a vacuum truck to remove
residual liquid from the USTs. Once the USTs were exposed, HM created an opening in the
top of each UST. Oily sludge remaining in the bottom of each UST was placed into drums.
The UST interiors were then cleaned using water spray. HM used an excavator to remove the
USTs from the ground. Multiple corrosion holes were visible in the bottom of each UST.
Stained soil with petroleum odors was observed in the excavation.

Approximately 800 gallons of liquid were removed and transported to Environmental Geo-
Technologies LLC of Romulus, Michigan for disposal. Copies of the disposal manifests are
included in Appendix C. The USTs were transported to McNichols Scrap Iron and Metal
Company upon removal.

Prior to backfilling, three floor samples were collected, one from beneath each fill port as
depicted on Figure 1. These samples were not analyzed as the analysis was not expected to
yield additional relevant data based on the known contents of the USTs and results of
previous Phase II ESA. The UST excavation was backfilled with excavated soil followed by
a layer of crushed stone.

4.0 DOCUMENTATION OF RELEASE AND REMOVAL

Based on visual and olfactory evidence observed during the UST removals, a release to the
environment was evident. As such, NTH submitted a Confirmed Release Report to LARA.
The report was submitted at 11:19 am on May 30, 2018. LARA assigned confirmed release
number C-0087-18. A copy of the Release Report is included in Appendix B.

To document removal of the USTs to LARA, NTH also completed an amended Registration
of Underground Storage Tanks form. This form was submitted to LARA on June 26, 2018.
A copy of the amended registration form is also included in Appendix B.

NTH submitted a Baseline Environmental Assessment (BEA) report to MDEQ on behalf of


the current property owner, 6556 McNichols LLC, within 45 days of property acquisition. As
such, the current property owner is not liable for remediating the contamination associated
with the former UST and is not required to pursue Part 213 UST closure activities as they
were not the owner/operator of the former USTs. However, the current owner has due care
obligations under Section 7(a) of Part 201 rules.
