Council of Organizations of the Ateneo
Central Board Elections 2011-2012: Electoral Form

1) Developing the F&M ExTeam and Strengthening Current Systems

• Early training for the ExTeam – A big Exteam that will be trained and will be given special tasks
• Open applications for Chief Deputy for Finance (in charge of all the internal financial procedures), Chief
Deputy for Marketing (in charge of marketing for the special projects), Chief Deputy for Organizational
Services (in charge of accommodating organizations that seek help from the F&M ExTeam)
• Consolidated Marketing Database and Logistics Database – There will be a database of all the
companies that accept sponsorships and contacts (such as caterers, transportation services, etc) and this
will be available to all organizations.

2) Transparent and Consistent Information Dissemination

• Constant Updates to Finance Officers – This includes reminders of deadlines for OSA requirements,
changes in financial procedures, and other announcements.
• Budget Hearings – Budget proposals of all the projects and other expenses of the council will have to be
approved by the entire executive board and all the CHeSTs. (Before a project enters a budget hearing, the
project must have been approved by the organizations as well.) There will definitely be a budget hearing at
the start of each semester.
• Semestral updates of expenses of the council

3) Dialogues for Cluster and Organizational Empowerment

• Consultancy Services – If ever elected, my office will be open to clusters and organizations that seek help
such as in marketing their organizations, in reviewing their code of financial procedures, etc.
• FO’s Best Practices Sessions – This will not just be about sharing of best practices, but this will also be an
avenue where finance officers can air their concerns.
• Early Project Grant – I hope to start the project grant system earlier this coming year so that the
organizations with good proposals will receive the grants early.

4) Consultation and Proper Representation to Partner Offices

• Disclaimer: I guarantee that all the different concerns of the organizations will be raised to these offices, but
their respective final procedures are beyond the council’s control.
• Central Accounting Office (CAO) and Office of the VP for Finance and Treasurer – I will push for
evaluation of the current financial systems such as the reimbursements, order for a check, etc.
• Food Quality Assurance (FQA) – I will push for a review of the FQA guidelines and formalization of the
deduction system due to violations.
• Revolving Fund Proposal – I suggest that each organization will be given a Php 10000 revolving fund

5) Providing Opportunities Through Networking

• Repackaging of Marketing Packages – If all the dates and details of the special projects of the council are
finalized early, I may opt for a year long marketing package. Meetings with companies will also be set if
possible.
• COA Privilege Card – My team will tap businesses that can partner with the council. This will include
privileges such as discounts on venues, printing, food for meetings, etc.
• Credit Line – My team will also partner with companies that would allow organizations to get purchases
even if checks for payment are delayed.
