FROM 2020 SK ANNUAL BARANGAY YOUTH INVESTMENT PLAN (ABYIP
2020) AMOUNTING TO ONE HUNDRED SIXTY-FIVE THOUSAND PESOS ONLY
(P 165,000.00) TO BE USED BY THE SANGGUNIANG KABATAAN ON IT’S
PROGRAMS, PROJECTS AND ACTIVITIES AGAINST CORONAVIRUS (COVID-
19”

WHEREAS, Republic Act 10742 also known as “SK Reform Act of 2015” provides
for the establishment of Sangguniang Kabataan. Its main purpose is to afford the
youth a medium to effectively express their views and opinions and to participate in
barangay governance. In order to fulfill its mandate to uplift the general welfare of
youth, it should assume the role as active, supportive and participating partner of the
government in formulating programs, projects, strategies and other initiatives. It is
provided with powers and resources to become partners in nation-building;

WHEREAS, Proclamation No. 922, s. 2020, was issued by President Rodrigo R.

Duterte declaring a State of Public Health Emergency throughout the Philippines due
to Corona Virus Disease 2019 (Covid-19), enjoining all government agencies and
local government units (LGU’s) to render full assistance and cooperation and
mobilize the necessary resources to undertake criticial, urgent, and appropriate
response and measures in a timely manner to curtail and eliminate the threat of
Covid-19;

WHEREAS, Proclamation No. 929. S. 2020 was also issued by the President

“Declaring a State of Calamity Throughout the

Disease 2019” thereby authorizing the National Government and LGU’s ample latitude
to utilize appropriate funds including calamity funds, among others to continue to
provide basic services to the affected population;

WHEREAS, Republic Act 11469 or the “Bayanihan to Heal as One Act”, was enacted
to give the government an immediate response to mobilize assistance in the provision
of basic necessities to families and individuals affected by imposition of Community
Quarantine, especially indigent families;

WHEREAS, DILG Memorandum Circular No. 2020-74 states that the Sangguniang
Kabataan may realign and/or augment their funds through adopting the pertinent
provisions of RA 7160 and its IRR in affecting changes in their Annual Budgets;

WHEREAS, Sec. 8 (c), (d) and (j) of R.A 10742 also known as “SK Reform Act of
2015”, empowers the Sangguniang Kabataan to promulgate resolutions necessary to
carry out the objectives of the youth in the barangay as well as initiate programs and
projects designed to promote general welfare, development and empowerment of the
youth;

WHEREAS, the following portions of fund of 2020 Annual Barangay Youth

Investment Plan (ABYIP 2020) are hereby reprogram to wit;

 Seminar on HIV Prevention/Blood Letting Activity -------- P 2,000.00

 Seminar on Disaster Risk Reduction -------------------------- 2,000.00
 Symposium on Anti-Drugs Abuse ------------------------------ 2,000.00
 2% SK Annual Dues ----------------------------------------------- 12,028.00
 Mr. and Miss GMA -------------------------------------------------- 35,000.00
 Linggo ng Kabataan ------------------------------------------------ 20,000.00
 Mayor’s Cup ---------------------------------------------------------- 30,000.00
 Live Band and Comedy Show ------------------------------------ 40,000.00
 SK Capability Building ---------------------------------------------- 21,972.00

GRAND TOTAL: P 165,000.00

WHEREAS, the said amount shall be allocated under the HEALTH participatory
governance to wit;

 Provision of Food Packs for Indigent Youth and Children

WHEREAS, it is the noble intention of the Sangguniang Kabataan to deliver services at its
maximum degree pursuant to Sec. 16 of RA 7160 or the general welfare clause;

NOW THEREFORE, on motion of Hon. Angelo M. Reyes and duly seconded by all the
members present to pass and approve “A RESOLUTION
REPROGRAMMING/REALIGNING PORTIONS OF FUND FROM 2020 SK ANNUAL
BARANGAY YOUTH INVESTMENT PLAN (ABYIP 2020) AMOUNTING TO ONE
HUNDRED SIXTY-FIVE THOUSAND PESOS ONLY (P 165,000.00) TO BE USED BY
THE SANGGUNIANG KABATAAN ON IT’S PROGRAMS, PROJECTS AND
ACTIVITIES AGAINST CORONAVIRUS (COVID-19”

RESOLVED AS IT IS HEREBY RESOLVED to forward copies of this resolution to

concerned authorities for their information and action.
