David Harris #21 Inspector Inspection Division SUBJECT: Body Worn Camera Program Evaluation Committee Report MEETING DATE: Third Quarter ~ 30 September 2019 The below observations are following a review of the months of July, August and September 2019 District reports. For clarity each month's observations are listed separately JULY ~ received these reports 16 Sept 2019 © Lieutenants on varying watches viewed the same video (event number) Districts 015, 017. ‘+ Help desk tickets; 004 — 40, 006 ~ 59, 007 ~ 64, 008 ~ 49, 010 130, 011-84, 012-73, 014 ~ 63, 019-70. * Lieutenants filling in on other watches or from other Districts are not watching videos. ‘The 011" District XO stated “There is no reason for a LT to watch another watch’s or another District's videos when they fill in.” * Fourth watch not viewing videos in all 22 districts & not viewing consistently The following Units are in full compliance with randomly viewing videos for the month of July; 010, 012, 016 Bottom viewers; 009 2 W— 9, 018 2 W - 14, 022 3" W ~ 15, 011 1* W— 16, 007 1st W- 18, 017 1 W- 18, 025 1% W-19. August -recelved these reports 04 Oct 2019 * Lieutenants on varying watches viewed the same video (event number) District 017. ‘+ $03-14 needs reviewing to address if it is necessary for units to include the help desk ticket numbers in this report. This practice is time intensive and unnecessary as ISD can obtain this information if needed. ‘© Lieutenants filling in on other watches or from other Districts are not watching videos. The 011" District XO stated "There is no reason for a LT to watch another watch’s or another District's videos when they fill in.” Fourth watch not viewing videos in all 22 districts & not viewing consistently The following Units are in full compliance with randomly viewing videos for the month of August; 006, 008, 010, 012, 016, 022 Bottom viewers; 009 1% W ~6, 002 2"4 W~ 14, 009 2" W — 18, 002 2" W-19 September - received reports 07 Nov 2019* Lieutenants filling in on other watches or from other Districts are not watching videos. The 011" District XO stated “There is no reason for a LT to watch another watch’s or another District's videos when they fill in.” * Fourth watch not viewing videos in all 22 districts & not viewing consistently The following Units are in full compliance with randomly viewing videos for the month of September; 001, 005, 006, 008, 009, 010, 012, 016 Bottom viewers; 025 2" W — 15, 007 3" W — 16, 025 3% W—18, 015 1 W~18, 002 1" W-19 The following Units are in full compliance with randomly viewing videos since the inception of the program; 010, 012, 016 The number of unmatched videos is high in some Units. FURTHER ISSUES FOR DISCUSSION © Adue date is needed for the Unit BWC evaluation report to be submitted + The General Order needs revising to state the ‘number of videos to be viewed by the Watch Operations Lieutenant’ “Lt’s will watch videos daily totaling the number of days in the month.” Reports signed by Commanders are stating the officers are in compliance with the BWC policy however this is not completely accurate as indicated in their reports. + Abetter means of documenting the viewed videos is needed. Often the lieutenants writing is illegible. ‘* Software needs to be put in place to randomly select videos for the Lt’s to watch
