 The IEC 61439 trend in Indian Projects
■ Project tenders across India ! have started insisting on IEC 61439
Certification for Panel Builders and over a period of time, this is likely to
become mandatory.
■ Many ‘A’ category (say above 30Cr pa) Panel Builders have got this done. The
B & C category Panel Builders are unable to afford this & are being left
behind. L
■ To get this Testing done from a NABL Accredited Laboratories to ISO 17025,
the Test charges would be Rs 8 to 10 Lacs. When we add the cost of
Switchgear, Panel, transportation and engineering coordination, A to Z it
should cost around Rs 20 to Rs 25 Lacs!
■ Here when we go to an International Certifying body like INTERTEK (covered
by ISO 17065), who do the testing with RTL or Recognized Test Laboratories,
their cost would be in the range of Rs 20 to 29 Lacs. Here, as above A to Z it
will add up to Rs 32 to Rs 44 Lacs

 The complications pile on …
■ Further, NABL approved Laboratories like CPRI & ERDA do not certify. They are only
authorised to issue Reports. So for each Test, individual application would need to be
prepared & they would give individual Reports, which need to be collated at the Panel
Builder’s end to present to the Consultants, as an IEC 61439 - 1&2 compliance.
■ However, for a Certifying body like Intertek, a single beautifully bound IEC 61439 - 1&2
Certificate is offered at the end of the Type Test process, once successfully completed.
Here, should a particular test fail, the Certifying authority have the provision to allow for a
re-test on the same refurbished sample, albeit at extra cost. This supports a smooth
completion and a single Certification.
■ The role of a Panel Builder is generally found to be, majorly firefighting, between the
Customer, Consultant, Vendor, Design, Costing, Labour and so on. In situations such as
this, where & how does he take off time, for doing such tedious Type Testing?
■ And, how does a Panel Builder who is unable to get himself certified in IEC 61439,
survive the loss of Project Orders, that will only increase in number as we go forward?

■ As per ASTA provision, on the first page the name of the Vendor would be
mentioned as ‘Vendor’.
■ This Certification would help launch the Panel Builder into the exclusive
domain of being IEC 61439 approved, as per the Type Tested design.
■ He can then participate in all Tenders calling for such a specification, which
would auger well for the project & the anticipated tremendous growth in
India.
■ MODUTEC with an aim to easily make available the IEC 61439 Certification,
has made the Costing very transparent.
■ A price of Rs 50 lacs has been arrived at for the Type Test including
Switchgear, Panel & all engineering & certification charges (A to Z). GST is
extra.

 The Bonanza Offer …

contribute only 50/5 equals Rs 10 lacs each plus Vendor Certification
Charges of approx Rs 1.7 lacs. GST is extra.

 The technical details …
■ Based on majority preference, the make of Switchgear for this limited offer
will be Abb only.
■ The offer is for 4000A, Aluminium Bus Bars, 65kA for 1sec, with 2 tier ACB &
MCCBs outgoing as per drawings attached. It will be for IP 4X & with natural
ventilation.
■ The Type Test is targeted to commence in December 2020. The issue of the
Certificates will typically happen within 8 weeks from the completion of the
Type Test.
■ Participants will be permitted to inspect the Test sample at Modutec
premises or over an e-inspection virtually, before despatch.
■ As we go forward, other makes of Switchgear will be taken up for Type
Testing too, as per the need amongst the Panel Builders.

■ On release of your purchase order on Modutec, along with the Booking
advance of Rs 11,000/- further technical discussions can be engaged
in.
■ All terms & conditions have been explained in detail in “The Bonanza
