Committee: Ministry of External Affairs 

Agenda: To Discuss South Asian Regional Cooperation in Light of Recent


Indo-China Conflict

Sponsors: New Delhi, Andhra Pradesh, Arunachal Pradesh , Assam

The Ministry of External Affairs,

Noting all the points of the discussions that have happened between the two
countries,

Recognizing India’s action to ban 224 Chinese mobile apps,

Noting the firing of shots happening at the LAC,

Noting all the developments being done on both sides of the LAC after June 2020,

Noting the comments and the suggestions made by all other countries,

Recognizing strong military movement in the area of Ladakh and Aksai Chin,

Noting the clauses of the five-point plan and the Panchsheel agreement,

Regretting the loss of 20 Indian soldiers in the Galwan Valley clash,


1. Recommends the diplomats to take to the international committee to ensure
responsible use of nuclear warheads;
2. Encourages  responsible reporting of the Indo China dispute;
3. Suggests Indian Defense Ministry to show restraint on the Indo China border
dispute;
4. Emphasizes to respond to other countries , maintain allies and restrain a full-
fledged war;  
5. Deplores military level talks;
i. As Military level talks between the two nations have not     
been fruitful; 
6. Encourages diplomat level talks;
i. These diplomat level talks shall be in between both
governments and their ministers respectively;
ii. These diplomat level talks should be conducted every
five months to keep peace intact and to find solutions;
7. Encourages trade treaties to strengthen economies;
i.  Trade treaties should include policies that should result in the
increase of economical power of India;
ii. The trade treaties should preferably be free trade types,
which are concluded to reduce (or eliminate) tariffs, quotas, and other trade
restrictions on items traded between countries;
8. Encourages foreign support in de-escalating the dispute;  
              i. With the help of foreign support, the tensions and the chance of a war
could go down; 
9. Considers to monitor Chinese investments in Indian companies;
                 i. A commission should be formed that will monitor all Chinese
investments that they should not exceed to more than 25 - 30%;
10. Encourages to keeps all channels open for communication;
11. Calls upon the citizens to not panic;
12. Encourages an increase in LoCs (Line of credits) to strengthen relations with
South Asian countries;
i. An increase in LoCs in the south asian countries will decrease
Chinese influence, which would be beneficial for India;
ii. This move will also be beneficial for various Indian
Companies, thus making the Indian economy stronger;
13. Discourages increasings tariffs on imports and exports;
i. Decreasing tariffs on imports and exports will lead to better
trade;
14. Suggests that Government should also look for long - term plans like the going
back to the pre dispute status quo;
15. Suggests  peaceful solution as per the guidelines of UN Security Council;
16. Encourages measures to identify new markets and  developing new exportable
products as per international standards;
i. Such identifications should be steps to ensure that India
becomes a hub for multinational companies;
ii. These identifications also should encourage companies to
build their offices and manufacturing units in India;
17. Encourages  investment in non-credential debentures;
i. For bringing strength and liquidity to the market ;
18. Suggests upgradations and developments of ports and transportation facilities;
i. Policies to create world-class export infrastructure, and growth of
number of exports;
ii. Policy validity should be that of 5 years or more;
iii. Policy targets should aim to increase revenue generated through
exports and create additional employment for at least 5 lakh citizens; 

19. Suggests  joint Military exercises of the PLA and the indian army to ensure
proper political relations;
20. Encourages formation of a peace treaty to reinstate economic and political
relations;
i. The treaty should emphasize on the ‘No first use’ policy
                              ii. Encourages India to have a dialog with Chinese government
to define the LAC to prevent any future conflicts;
21. Encourages comprehensive border negotiations to tone down the military
rhetoric;
22. Suggests formation of a commission to know about wrong facts spread in the
public regarding this issue;
23. Suggests fact giving seminars regarding this issue to be given to the youth for
proper implementation of long term policies;
24. Discourages use of this issue as a political agenda for winning elections;
25. Encourages consultations with economists on making a self dependent
economy;
26. Encourages investment in human resource development for efficient use of
technology and resources;
27. Encourages the growth of small and large-scale projects by Indian Companies,
as well as create employment opportunities and jobs;
28. Encourages  make in India campaign to boost the economy and employment;
29. Suggests China to strongly adhere by the CWC and the BWC;
30. Encourages informal , bilateral and multilateral summits between the two
countries for establishing better communication;
31. Suggests development of tariff free trade zones for the economic prosperity of
both nations;
32. Encourages government to government joint development project with special
emphasis on hilly/remote areas;
33. Encourages proper implementations of the five point plan agreed upon by the
both the foreign ministers;
34. Recommends the media to refrain from presenting false and twisted facts for
the sake of gaining TRP 
i. Encourages the media to use its liberty to spread positivity;
35. Suggests proper implementation of the Panchsheel Agreement;
i. Which states that;
a. Mutual respect for each other’s territorial integrity and sovereignty;
b. Mutual non-aggression;
c. Mutual non-interference in each other’s internal affairs;
d. Equality and mutual benefit;
e. Peaceful co-existence;
36. Strongly urges to widely promote campaigns like ‘Aatma Nirbhar Bharat’ and
‘Make in India’ campaigns;
37. Further reminds citizens to make responsible use of assets like social media
in order to maintain peace between the citizens of both the countries;
38. Calls upon citizens to check authenticity of facts before sharing them;
