APPENDIX III: to CAR 66 – AIRCRAFT TYPE TRAINING AND EXAMINATION STANDARD – ON THE JOB

EXPERIENCE.

Aircraft type training shall consist of theoretical training and examination, and, except for the
Category C ratings, practical training and assessment.

Theoretical training and examination shall be conducted by


a maintenance training organisation appropriately approved in accordance with CAR 147 or other
organisations, as directly approved by the GCAA. This includes courses conducted by the OEM. In the
case of a category C person qualified by holding an academic degree the first relevant aircraft type
theoretical training shall be at the category B1 or B2 level. Training shall have been started and
completed within the 3 years preceding the application for a type rating endorsement. If the application
exceeds the 3 year limit, the GCAA may consider an application if further training and examination is to
be carried out however the application will not be accepted if it exceeds 5 years.

Practical training and assessment shall be conducted by a


maintenance training organisation appropriately approved in accordance with CAR 147 or conducted by
other organisations, as directly approved by the GCAA. This includes courses conducted by the OEM.
Training shall include a representative cross section of maintenance activities relevant to the aircraft
type. It shall include demonstrations using equipment, components, simulators, other training devices
or aircraft. It shall have been started and completed within the 3 years preceding the application for a
type rating endorsement.

Differences training is the training required in order to cover


the differences between two different aircraft type ratings of the same manufacturer as determined by
the GCAA. Differences’ training has to be defined on a case-to-case basis taking into account the
requirements in respect of both theoretical and practical elements of type rating training. A type rating
shall only be endorsed on a licence after differences training when the applicant also complies with one
of the following conditions ie, having already endorsed on the licence the aircraft type rating from
which the differences are being identified or having completed the type training requirements for the
aircraft from which the differences are being identified

Aircraft type training levels

There are three levels of aircraft type training. Level 1 General familiarization, Level 2 Ramp and Transit
and Level 3 Line and Base Maintenance.

A level 1 General familiarization training provides a brief overview


of the airframe, systems and power plant as outlined in the Systems Description Section of the Aircraft
Maintenance Manual/Instructions for Continued Airworthiness.

In addition to the information’s contained in level1 training the


Level 2 Ramp and Transit training provides a Basic system overview of controls, indicators, principal
components, including their location and purpose, servicing and minor troubleshooting. General
knowledge of the theoretical and practical aspects of the subject.

In addition to information’s contained in level 1 and Level 2 training, a Level 3 Line and Base
Maintenance training provides Detailed description, operation, component location,
removal/installation and bite and troubleshooting procedures to maintenance manual level.
Category A aircraft maintenance engineers license

A category A aircraft maintenance engineers license permits the holder to issue certificates of release to
service following minor scheduled line maintenance and simple defect rectification within the limits of
tasks specifically endorsed on the certification authorization. This certification, privileges shall be
restricted to work that the license holder has personally performed in the maintenance organisation
that issued the certification authorisation. Category A holders require an applicable task authorisation
issued by the CAR 145 organization after they are trained and assessed on performance of actual task.

There is no Type Ratings issued to a Category A license. A category A


Aircraft maintenance engineer licence may only exercise certification privileges on a specific aircraft type
after satisfactory completion of the relevant category. A aircraft task training carried out by an
appropriately approved CAR 145 or CAR 147 organisation and the holder is authorized by an approved
CAR 145 organization as competent to issue such certification. Certifying staff signing on behalf of a
maintenance organisation must be issued with a certification authorization by the person responsible
for the Quality System, or his nominee Tasks permitted to be certified under the Category A certification
authorization are typically limited to changing items which are subject to wear (e.g. wheels/tires/brakes
etc.), removing and refitting panels, and minor inspections accomplished on the line.

The Basic Experience requirements for issue of a Category A is a 3


years of practical maintenance experience on operating aircraft, if the applicant has no previous relevant
technical training or 2 years of practical maintenance experience on operating aircraft and completion
of training considered relevant by the GCAA as a skilled worker, in a technical trade or 1 year of practical
maintenance experience on operating aircraft and completion of a basic training course approved in
accordance with CAR 147. The experience shall be practical and involve a representative cross section of
maintenance tasks on aircraft. At least one year of the required experience shall be recent maintenance
experience.
MAINTENANCE TRAINING ORGANISATION EXPOSITION (MTOE)

A recommended format of the exposition is included in Appendix [III]. When the maintenance training
organisation is approved in accordance with any other CAR which also requires an exposition, the
exposition required by the other CAR may form the basis of the maintenance training organisation
exposition in a combined document., as long as the other exposition contains the information required
and a cross reference index is included based upon Appendix [III]. When training or examination is
carried out under the sub-contract control system the maintenance training organisation exposition
should contain a specific procedure on the control of sub-contractors as per Appendix [III] The GCAA
may approve a delegated exposition approval system for all changes other than those affecting the
approval. The MAINTENANCE TRAINING ORGANISATION EXPOSITION (MTOE) contains four parts

The part 1 - Management contains the corporate commitment


statement signed by Accountable manager, list of Management personnel , Duties and responsibilities of
management personnel, instructors, knowledge examiners and practical assessor , Management
personnel organisation chart , List of instructional and examination staff , List of approved addresses ,
List of sub-contractors, General description of facilities and Specific list of courses approved by the
GCAA.

The PART 2 – TRAINING AND EXAMINATION PROCEDURES


contains procedure for the Organisation of courses, Preparation of course material , Preparation of
classrooms and equipment , Preparation of workshops/maintenance facilities and equipment , Conduct
of basic knowledge & practical training , Records of training carried out , Storage of training records ,
Training at other locations, Organisation of examinations, Security and preparation of examination
material, Preparation of examination rooms, Conduct of examinations, Conduct of basic practical
assessments , Marking and record of examinations, Storage of examination records , Examinations at
other locations, Preparation, control & issue of basic training course certificates and Control of sub-
contractors.

The PART 3 – TRAINING SYSTEM QUALITY PROCEDURES contains


procedure for Audit of training, Audit of examinations, Analysis of examination results , Audit and
analysis remedial action, Accountable manager annual review, Qualifying of instructors, Qualifying of
examiners, Maintaining Records of qualified instructors, examiners.

The PART 4 – APPENDICES contains Example of documents and


forms used, Syllabus of each training course and Cross reference Index - if applicable.
