APPENDIX 2 SECRETARIAT ANALYSIS OF THE PETITION

1.0 Introduc on
Secretariat received correspondence entitled “Petition by members of EIZ to the
59th Council and the NEC to call for new Election Nominations in view of the
changed status of the General Meeting, 10th July 2020, Lusaka.” This
correspondence was received on 15 July 2020.

As the 59th Council only had 3 days left on their tenure, and because it had
already held its final meeting on 11 July 2020, this correspondence was left to
be dealt with by the committee of 3 Immediate Past Presidents, who were to
take over the running of the Institution from 19 July 2020 for 70 days, as provided
by Section VI, clause 52 in the EIZ Constitution.

This report elaborates the findings of the due diligence by Secretariat after
scrutinising the validity of the petition.

2.0 Criteria
Secretariat subjected the petition to a scrutiny against the following:
a) Whether the petitioners are members of the EIZ and whether they are on
the 2020 Register;
b) Whether the number of petitioners is 50, with at least 10 of the members
being Fellows as required Section V , clause 36 of the EIZ Constitution;
c) Whether the petitioners are eligible to vote as provided for in Section VII,
clause 54.2
The following are the findings:

3.0 Findings
Secretariat checked each and every name in the database and Register to ensure
that the petitioner is a member of EIZ and is eligible to vote. The following
findings are premised on the attached detailed database in Appendix 1.
3.1 Number of pe oners
The total number that signed on the petition is 120.
3.2 Classes of membership of the pe oners
Secretariat found that the signatories on the petition were distributed
among the various classes as follows:

3.3 Nonmembers and non-Voters.

The petitioners were sieved to remove those that have not renewed
membership for 2020 and the findings are as follows:

4.0 Comments
1. 70 members’ met the criteria for a valid petition.
2. 5 petitioners could not be contacted as their phones were unanswered. 3 of
these are fully paid for, but another 2 are not members.
3. The 3 members who are fully paid for but could not be contacted to confirm
were also added to make the number to 73
4. All the petitioners who are not eligible voters were removed from the list;
5. 5 petitioners claimed they did not sign the petition, while another 5 sent
messages to withdraw.
5.0 Conclusion
The petition is valid because it meets the 50 members requirements of which 10
must be Fellows.
The petitioners are 82 in total and 16 of them are Fellows.
