1 INTRODUCTION
ECOMAR Energy Solutions FZC (herein referred as the “Client”) intends to increase the storage
capacity of the existing tank farm of Petroleum Regeneration and Processing facility with an addition
of five number of storage tanks, thereby increasing the overall working capacity by approx. 47,550
m3. The expansion Project is titled as “Petroleum Regeneration and Processing facility – Phase II’
(hereinafter referred as “the Project”) in Fujairah, United Arab Emirates.

The scope of Phase-II shall be as below:

a) Five Storage tanks with approximate working capacity 47,550 cubic meters.

b) Extension of existing Utilities and Fire Protection for the 5 (five) Tanks.

Phase II facility shall be equipped with all the required safety systems in conformance to applicable
local statutory requirements, applicable international codes / standards and best engineering
practices.

2 PURPOSE OF THIS DOCUMENT


This Employer’s Requirement covers the scope of works for the Engineering, Procurement and
Construction of the Project, which mainly includes Civil & Structural works, Mechanical & Piping
works, Electrical & Instrumentation works and Firefighting works.

This document gives relevant Project information, functional, quality & performance requirements
and safety & environmental requirements. This document shall be read in conjunction with the
relevant other Project documents such as but not limited to the following: datasheets, technical
specifications, drawings and all reference codes & standards including all local statutory
regulations.

6 SCOPE OF WORKS – OVERVIEW

6.1 General

Scope of works include but not limited to the FEED verification, detailed engineering design (to the
extent as may be required under the provision of the Contract), procurement & supply, safe storage,
erection (including all the temporary works), installation, inspections (including SAT, FAT etc.)
painting, insulation, coating, testing, pre-commissioning, third party inspections and certifications,
third party testing, calibrations of the tanks, calibration of the piping, commissioning assistance, Civil
Defense & local Authority Approval and Certifications, FOIZ QHSEMS regulations and required
document submissions to FOIZ and remedying any defect therein.

Contractor shall conduct a technical survey of site and submit a site survey report for Client’s review
and record.

Contractor shall ensure that a legible copy of each certificate, bearing original signatures (of client /
third party) shall be preserved for incorporation in the mechanical completion dossier.

7 FACILITY DESCRIPTION
The Facility shall be designed to meet the requirements of all the applicable international codes and
standards, local statutory requirements to achieve highest functional performance standards,
including safety & environmental performance, efficient & flexible operations throughout the Facility
life cycle.

The following sections presents synopsis of the respective facilities that shall be considered in the
design by the EPC Contractor.

7.3 PRODUCT STORAGE FACILITY
The overall geometric capacity of the Phase II tanks shall be approximately 47,550 m³ in 5 tanks.
All five (5) storage tanks shall be designed and constructed according to API 650 –“Welded Storage
Tanks for Oil Storage” and will have pressure relief devices that shall comply with API 2000 “Venting
Atmospheric and Low Pressure Storage Tanks”. All products storage tanks’ bottom shall be coned
down with center sump.

7.4 PRODUCT PUMPING FACILITIES


For catering the product transfer operations, the pumps designed in Phase I shall be utilized for
Phase II tanks. Existing Crude Feed Pumps (20-P-101 A/B) shall be utilized for transfer of Feedstock
to refinery from tanks 30-TK-201/202/203.Phase 1 BO ship pumps ,BO stripping pumps ,BO truck
pumps shall be utilised for BO service related to Phase II tanks. Phase 1 WO ship pumps, MGO
truck pumps & WO stripping pumps shall cater the MGO transfer from/to tanks 30-TK-204/205 .The
tanks shall be integrated with the Phase I pumps to perform the envisaged operations for Phase II.

7.5 RELIEF VALVE SIZING


The Relief valve Inlet & Discharge lines to be designed in accordance with API RP 520 / 521 & 526.

7.6 UTILITIES / SUPPORT FACILITIES


The Phase II tanks shall have the required supporting utilities to facilitate intended storage and
operations. This section describes briefly the utilities and support facilities envisaged. In case tie-in
connections are not available for utilities, new tie-in connections shall be made as per requirement
during detailed engineering

PLANT AIR & INSTRUMENT AIR

Existing user tapping connections shall be utilized from Phase I (utilities) compressed air/ instrument
air distribution network for tanks TK-201/202/202/205.Tie-in shall be made from nearest existing
header to supply Plant Air & Instrument Air connection for tank TK-204.

NITROGEN

The existing Phase I nitrogen service connections shall be utilized for the new tanks TK-
201/202/202/205 service needs. Tie-in shall be made from nearest existing header to supply
nitrogen service connection for tank TK-204.

SERVICE WATER SYSTEM

Service water shall be supplied to the Phase II tanks TK-201/202/202/205 by existing Phase I
service water connections. Tie-in from the Phase 1 service water distribution network for tank TK-
204.

SLOP SYSTEM

Pure product drains like from pipelines shall be routed to existing CBD vessel 51-V-601 vide tie-in
with nearest slop header. New tie-in connections shall be made as per requirement during detailed
engineering. TRVs drains provided near tanks shall be routed back to respective tanks.

OWS SYSTEM

Oily water generated by the Feedstock & MGO tanks shall be routed to existing OWS system &
shall align with Phase I philosophy. New tie-in connections shall be made as per requirement during
detailed engineering.

8 BRIEF PROCESS DESCRIPTION

 Feedstock /BO and MGO is received from ships through the jetty pipe lines from Fujairah Port
to Phase II facility.
 Loading of BO from Phase II tanks 30-TK-201/202/203 to ships is envisaged using existing
Phase I BO ship loading pumps 30-P-101/102.
 Loading of MGO from Phase II facility to ships is envisaged using existing Phase I WO ship
loading pumps 30-P-103/104.
 The feedstock stored in Phase II tanks shall serve as feed to refinery by using existing Crude
Feed Pumps 20-P-101A/B.
 Truck operation with respect to BO from Phase II tanks 30-TK-201/202/203 shall be carried
out using existing pumps 30-P-501/504
 Both truck loading and unloading is envisaged for MGO and to be carried out utilizing existing
Truck Pumps 30-P-505/506.

9 EMPLOYER’S REQUIREMENTS- OVERVIEW

A. The following sections provide overview of the objectives of the Employer’s Requirements for the
Project. The requirements mentioned herein are not exhaustive; hence the Contractor is obliged to
read the provisions and requirements herein mentioned in conjunction with other Contract
Documents.
B. The Employer’s Requirements as furnished in this document set out the functional, safety,
operational, quality and performance requirements for the Works, in addition it defines the primary
criteria for the FEED verification, detailed engineering design, procurement, inspection,
construction, installation, erection, testing, pre-commissioning, commissioning and remedying any
defects therein under the provisions of this Contract including reinstatement or defect replacement
in mechanical completion, punch-listing, pre-commissioning and commissioning stage.
C. Listing of Scope of Works does not necessarily imply completeness of the listing of the work items
to be carried out by the Contractor. The Contractor shall execute the Works in accordance with the
intent and meaning of the Contract Documents and the Employer’s Requirements and shall supply

all accessories and other items including the material essential for the proper execution and
functioning of the Works pursuant to the provisions of sub-clause 4.1 of the Conditions of Contract.
The Contractor shall be responsible for the completeness of the Works in every respect complying-
with engineering design specifications and Scope of Work, up to entire satisfaction to Client and
Clients approval or acceptance/ handover as applicable.
D. The Employer’s overriding requirement is that the Works are fit for the purpose of, and suitable in
all respects for safe, efficient, reliable and continuous and cost effective operation, inspection,
maintenance and repair at all times throughout the design life of the Works, under the prevailing
climatic, environmental and operational conditions.
E. Maximum consideration shall be given to efficient and low-cost operation, maintenance, maximum
durability, robust construction, minimal environmental impact, ergonomically correct, and ease of
construction & operation.
F. The facilities shall be designed to meet all the requirements of the applicable local regulations as
well as general requirements of the prevailing Regional, State and International standards and
codes including industrial best practices prevailing in oil and gas industry and complying with
environmental regulations.
G. The facilities shall be suitable to operate for 24 hours per day, 365 days per year and shall be safe
to operate and maintain. Operations and maintenance at all work places and at all times must be
able to perform in a safe way. Safe access and / or working platforms to / at plant equipment for
both operations and maintenance staff shall be provided.
H. The Contractor shall give full consideration to ensure safety of the Works, minimal impact on the
environment complying to EIA requirements (if any) and all applicable environmental regulations,
norms and standards in the Emirate of Fujairah UAE and abide by International Environmental
Regulations and Industrial best practices as applicable, minimizing operating and maintenance
costs to achieve an optimum lifetime cost and to minimizing the extent / frequency of maintenance
and its disruptive effect on operations.
I. Contractor being fully responsible for all aspects of design, installation, erection, construction,
Installation, testing, calibration, pre-commissioning and commissioning etc. and ensuring safe
operation after commissioning up to stipulated time period as per Contract. Contractor shall abide
by order of precedence to deliver plant, materials, and workmanship and whatever else is necessary
or desirable to meet the Employer's Requirements

10 PROJECT DESIGN LIFE


A. The Design life is defined as the period for which the Works are to be safely used for their intended
purposes with acceptable and cost effective maintenance, but without major repair and / or
replacement being necessary, for the purpose of the Project the Design Life shall be considered as
25 Years.
B. The effects of environmental conditions on the working life of each element of the Works shall be
fully taken into account. All equipment, fittings and services installations shall be such designed,
constructed, Installed, erected and commissioned so as to facilitate ease of maintenance and
repair, ergonomically correct installation & operation and the Design Life objective.

11 CONTRACTOR'S OBLIGATIONS
A. This section provides the overview of the Contractor’s responsibilities under the Contract, the details
provides herein are not exhaustive, hence all the provisions herein mentioned shall be read in
conjunction with the provisions of other Contract Documents and the Employer’s Requirements.

B. The Contractor shall be deemed to have scrutinized, and verified prior to the award of the Contract,
the Employer's Requirements (including design criteria, Tender documents etc.). The Contractor
shall be responsible for the design of the Works and for the accuracy of such Employer's
Requirements (including design criteria, engineering and calculations). The Employer/Employer’s
Engineer shall not be responsible for any error, inaccuracy or omission of any kind in the Employer's
Requirements as originally included in the Contract and shall not be deemed to have given any
representation of accuracy or completeness of any data or information. Any data or information
received by the Contractor, from the Employer or otherwise, shall not relieve the Contractor from
his responsibility for the design and execution of the Works.

C. The Contractor shall be fully responsible for all aspects of the design, installation, erection,
construction ,recertification, installation conforming to Ergonomics, Installation, testing, calibration,
Pre-commissioning and commissioning and remedying any defect of the Works and for providing
such plant, materials, and workmanship and whatever else may be necessary or desirable to meet
the Employer's Requirements.

D. The Contractor shall, using all due skill, care and diligence, verify the design documents provided
by Employer, do necessary engineering, construct, test, pre-commission, rectify defects in, and
complete all facilities and systems, such that the Works are suitable in all respects for the purposes
of meeting Employer's Requirements, complying with all local authorities requirements,
International HSE regulations and industry best practices and the Contract’s requirements.

E. The Contractor shall give full comply with all the environmental regulations as per Fujairah
Municipality Environmental Department regulations, and FOIZ regulations in regard to ambient air
quality monitoring, emission, noise, odor management, waste disposal etc. Contractor shall also
comply to all the regulations of FOIZ HSEMS.

F. Contractor shall be obliged to carryout verification of the design documents provided by the
Employer, perform detailed engineering, development of necessary fabrication / working drawings,
supply all materials such as tools, consumables, maintenance equipment, labor, site offices and
facilities for Contractor’s work force, supervision, fabrication, construction, installation, painting,
testing , precommissioning, commissioning assistance and provide overall site management for the
construction and handing over of the Works.

G. The Contractor shall accept full responsibility for the adequacy of the design, including any design/
details prepared by or on behalf of the Employer. Nothing in the Employer/Employer’s Engineers
reviews, comments or recommendations shall relieve the contractor of any of his obligations under
the Contract.

H. The Contractor, Sub-Contractor, Consultant, Vendor and Sub-Vendor shall notify the
Employer/Employer’s representative of any apparent lack of clarity and/or conflict between this
General Design Specification, Project Specification, Contract Scope, the related data sheets,
drawings, the Codes and Standards and any other specifications noted herein. Unless specifically
stated otherwise, the most stringent requirements shall apply. In case of lack of clarity, the resolution
and/or interpretation precedence shall be obtained from Employer/Employer’s representative in
writing before proceeding with the design, execution or manufacture.

I. Any approval, consent, clarification or acceptance by the Employer or Employer’s Engineer or


submission by the Contractor in respect of any obligations or requirements stated by these

Employer’s Requirements shall not relieve the Contractor of any of his duties or responsibilities
under the Contract.

J. The Contractor shall be fully responsible for the construction of the Works to comply with the
requirements of the various relevant local Authorities (Civil Defense, FEWA, Environment Dept
under Fujairah Municipality, Police & UAE Govt., other organizations like FOIZ, POF/FOTT etc. if
any), consents, no objection certificates and the Employer’s environmental commitments.

K. All the relevant information required from any local Authorities, equipment vendors or any third party
shall be obtained by the Contractor. Client / consultant shall provide necessary assistance by
providing vendor details and details of previous communications. Any delay due to the above shall
be under the responsibility of the Contractor, and Contractor shall be responsible to pay for penalty
if any.
L. The Contractor shall not commence any part of the Works until he has obtained or is otherwise
satisfied that written approval has been obtained from all necessary relevant statutory, regulatory
and utilities authorities (keeping Employer informed time-to-time).
M. The Contractor is responsible for providing sufficient manpower for the successful execution of the
Project within the scheduled completion period. Recruitments, mobilizing to the site, transportation,
conveyance, proper accommodation and lodging, food, water, medical, clothing, salary, overtime
payments, other staff benefits, incentives, Workmen’s Compensation, Personal Accident Policy,
PPE etc. for the manpower as necessary shall be under responsibility of the Contractor.
Employment Visas for working in Fujairah shall be arranged and obtained by the Contractor. The
Employer will only provide necessary letter to assist the Contractor, if required.
N. The Employer shall only assign and locate the Lay down area for the Contractor. Any further
responsibility to develop the lay down area and to provide entire infrastructure for the safe
construction of the Works rests with Contractor. Once construction activity of Contractor is over;
taking approval of Employer/Client contractor have to demolish, shift their equipment and keep lay-
down area house kept and clean to entire satisfaction of client and return back the land/ area “as is
where is” condition to Employer/ Client.
O. The Contractor’s choice of equipment and construction methodology shall minimize adverse impact
to the environment.
P. The Contractor shall furnish, erect and maintain all temporary works and equipment, as may be
necessary for carrying out the work. All such items shall be of safe construction, adequate for the
intended purpose and shall not constitute any hazard to persons or property. All construction
equipment shall be valid third party certified complying with UAE Labor Law.
Q. All items of the Works shall be protected against possible damage and shall be provided as
necessary with temporary coverings or with other suitable means which will afford adequate
protection.
R. It shall be Contractor’s obligation and responsibility to satisfy the Employer as to the quality
workmanship, Safety and job completion as per design specs and completeness of the Works as
per the Contractual Terms and Conditions. Failing to meet contractual terms and conditions (delay,
deviation from design specs, and sudden stoppage of job, obstructing other contractors, not
submitting the required HSE studies as required by FOIZ, Civil Defense or any other government
authority, not following Project HSE plan, HSE regulations and safety standards etc.) shall lead to
negative credit to contractor and Employer will penalize and deduct equivalent amount to
compensate. Any deviation / concession / variation to the design specifications and its attachments
including, but not limited to, the Data Sheets, Drawings, Contract Scope of Works, Project
Specification and Narrative Specifications shall be sought by the Contractor, Sub-Contractor,
Vendor and Sub-Vendor only through deviation / concession / variation request format. Any

deviation / concession / variation (through Design & specification Change Authorization) require
Employer / Employers Representative review / approval prior to the implementation of the proposed
changes. Changes implemented prior to Employer / Employers Representative approval are liable
to be rejected at Employer’s sole discretion.
S. Contractor shall be held responsible for disrespect to completion date or delay in the project
schedule if any. Contractor shall have to pay penalty against any unjustified delay from Contractors
side or for any wrong design, engineering and construction works deviating design specs.

12 SITE ACQUAINTANCE
A. The Contractor shall perform site survey(s) in order to fully acquaint himself with the Project facilities
to be provided. Contractor shall identify any services / facilities at Site particularly any infrastructures
likely to be encountered during the execution of the Project, which may not be indicative in the
drawings.
B. It is the responsibility of the Contractor to take effective precautionary measures during construction
in-order to avoid any disturbance / damage to the existing services & facilities. If Contractor
damages any nearby property or asset during the execution of their works, Contractor shall be held
accountable for the rectifications and the cost incurred for the rectification works will be deducted
from the Contractor.
C. The Contractor shall field verify all relevant locations and elevations of the existing services /
facilities and dimensions of the proposed facilities indicated in the drawings before start of the Works
and shall be fully acquainted of complete site characteristics. Piping foundations and some part of
the piping within process area has already been constructed by the Employer.
D. The Contractor shall be responsible to avoid any interference / clash or conflict with any of the
existing facilities; likewise any interface with the existing facilities shall be the responsibility of the
Contractor. Any modification to existing facilities encountered due to the Contractor’s Works during
the Works of the Project shall be under Contractor’s responsibility. In such cases no variation claim
from Contractor will be considered and entertained by the Client.
E. The Contractor is deemed to have satisfied and familiarized himself to local conditions, the nature
and degree of accessibility for his equipment and machines, the nature and extent of the operation,
the conditions affecting labor and the general execution of the Works. No claim shall be accepted
in respect of any of these matters, either due to lack of knowledge or ignorance of conditions.
F. The Site shall be handed over to the Contractor in “as is where is” condition. Any doubts regarding
the site real conditions that are not clear in the contract shall be clarified by contractor by means of
further investigations at his own expense.

13 PERMITS, NOCS AND APPROVAL


A. All NOC’s / approvals from UAE government bodies like FOIZ, Civil Defense, Fujairah Municiaplity,
Fujairah Police, FEWA, if any / permits which shall be obtained by Contractor for his scope of works
shall be under contractor’s responsibility.
B. The Contractor shall not commence any part of the Works until he has obtained or is otherwise
satisfied that written approval has been obtained from all necessary relevant statutory, regulatory
and utilities authorities.

14 SITE FACILITIES

14.1 Facilities for Staff and Labour


In addition to the provisions of sub-clause 6.6 of the Conditions of Contract, The size, type and
location of the Contractor’s site office shall be to the approval of the Employer. Pursuant to the
provision of sub-clause 4.23 the Contractor shall clear the Contractor’s site compound to the
satisfaction of the Employer. Such clearance shall involve:
 Removal of all Contractor’s buildings and installations (including all temporary works);
 Removal of all services, drainage, etc. associated with the Contractor’s buildings and
installations;
 Removal of all foundations, concrete slabs, etc. remaining after removal of the Contractor’s
installations of all temporary works ;
 Site clearance and removal of all debris;
 Removal of all temporary fencing;
 Removal of all materials and not required for the Permanent Works, surplus to requirements,
or not required by the Employer.
 Failure of the Contractor to comply with the requirement herein set or as more specifically
indicated under the provisions of sub-clause 4.23 of the Conditions of Contract, shall be
deemed as default of Contractor under the provision of this clause and whatever cost incurred
by the Employer in remedying such default shall be back charged to the Contractor and
Employer shall be indemnified against such actions.
 Contractor to demolish and clean their yard after completion of their Jobs.
 Any theft or damage of any equipment/ property inside contractor’s yard are the sole
responsibility of Contractor. Client shall not be responsible in any way to repay/arrange for the
theft equipment.

15 GROUND INVESTIGATION DATA


A. The Contractor shall be responsible for seeking any additional data, which may not be available,
and for undertaking any additional surveys, geotechnical or other investigations which are deemed
necessary for completion of the Works, after taking prior approval of Client.

16 ACCESS ROUTES
A. The Contractor shall obtain all the consents and approvals necessary for entering and exiting his
plant and equipment to the site. Any equipment/mobile motorized vehicles/cranes/materials shall
be approved by third party authority and shall be fitted with all safety gadgets as per norms.
B. The Contractor shall allow the Employer / Employer’s Representative, his servants, agents and
contractors reasonable access to the Site and the Contractor’s work places.
C. For the avoidance of doubt, transient access to any part or Section of the Works from time to time
by vehicles, plant or personnel of the Employer/ Employer’s Engineer, or any of their employees or
appointed third parties, from time to time shall not constitute ‘Use’ by the Employer in the meaning
of Clause 10 of the Conditions of Contract.
D. Contractors shall issue individual identity card / Security Access card to all their employees.
E. Contractor shall follow the Client Access Control System and Material Incoming and Outgoing
Procedure and System.

F. Contractor shall introduce material-In-Out pass for all of their equipment, subject to Ecomar Security
check.

17 SITE USE AND PROTECTION


A. The Contractor shall make arrangements for his own Site establishment including parking, storage,
workshop, offices, accommodation, access roads and all other temporary facilities as may be
required for carrying out the Works in a proper and expeditious manner throughout the duration of
the Contract. The Contractor shall submit detailed drawings showing the proposed layout of his
facilities for his Site establishment for the approval of the Employer upon award of the Contract.
The Contractor shall be responsible for keeping all his personnel within the area of the Works and
shall prevent trespassing to adjoining facilities or properties.
B. The Contractor shall confine his apparatus, the storage of materials and operations of his workmen
to limits indicated by Law, ordinance, permits or directions of the Employer & Municipality/Govt.
agencies as applicable. The Contractor shall obtain from the Employer prior approval to the location,
type, size and drainage arrangements of any temporary building he may propose to erect.
C. The Contractor shall protect his Site area during the course of the Works as directed by and to the
entire satisfaction of the Employer.
D. The Contractor shall ensure at all times that the Site and the Site approaches are not obstructed or
made congested and that no nuisance is created due to the Construction of the Works which might
affect the Site or its environment.
E. The Contractor shall conduct the work on the Site in a manner which does not cause an
inconvenience to the operations of other discipline contractors / facilities or other Authorities.
Contractors shall be responsible to protect, upkeep and maintain their own equipment safely, till the
equipment is handed over to Employer.
F. The Contractor shall construct all fences, barricades, and protective facilities required for protection
of the public in accordance with applicable regulations and shall furnish and install signs, lights,
reflectors, warnings and all such protection facilities as may be appropriate or required. The
Contractor shall keep all access roads clear of his debris, materials, constructional plant and
equipment and shall repair and make good any damage to roads, curbs, sidewalks, fences, poles,
utilities, services and the like where caused by his operations. The Contractor shall protect persons
and property on the Site from injury by water, wind, fire, accident or other cause, and any
interference.
G. The Contractor at his expense shall remove all unused redundant / surplus materials or equipment
from the site to approved disposal yard of Municipality as a minimum on weekly basis and also at
the end of the Project and maintain the site in a clean and tidy condition throughout the Project. All
approvals in this regard shall be arranged by the Contractor. Contractors are supposed to submit
all Waste Disposal data (Hazard & Non-Hazard) to Client on monthly basis. Contractor shall add all
these potential hazards in their Risk Register and submit to Client as part of Contractors HSE Plan
document.
H. All construction and site related activities shall be carried out in safe manner and complying with
the Project’s Safety Manual approved by Employer / Employer’s Representative.
I. The Contractor shall as per the requirements of Employer / Employer’s Engineer and after obtaining
permits, demobilizes all construction resources and site establishments from the site and clean the
site as up to the satisfaction of the Employer at the end of the Project. Furthermore, site clearance
approval vide a certificate shall be obtained from the Employer and any other parties as applicable.

18 INTERFACE EXISTING SERVICES / FACILITIES
A. Any interface with existing facilities, the Contractor shall ensure that all services, roadways,
surfacing, fencing, utilities, systems, piping and the like, constructed under this Contract, are
terminated or joined in a neat fashion, in such a way that ensures the integrity and functionality of
the existing facility and systems and ensures that existing services, facilities and operations are not
adversely affected.
B. The Contractor shall carefully protect his own finished work and he shall be liable for the
reinstatement of any work as a result of disturbance / damage caused by any reason whatsoever,
for his own area as well if damage caused outside Phase II facility, due to his work activity. No extra
cost will be incurred by Client or variation can be claimed.
C. Any intrusions/ disruption of existing facility under this Contract shall be made good by reinstating
the affected works/ facility / system to their original state and in such a way that ensures the integrity
and functionality of any existing supplies/ facility/system/operations. In addition the Method
statement for the reinstatement of such works shall be submitted by the Contractor pursuant to the
provision of sub-clause 5.2 of the condition of contract and no such works shall commence until
when the relevant method statement has been approved by the Employer/ Employer’s
Representative, such approval shall not relief the Contractor any of his obligations under the
contract and Employer/ Employer’s Representative shall not be liable thereof.
D. The Contractor shall be responsible to protect and support all existing facilities (if any) which are
exposed, or in any way affected, by his works. Adequate precautions shall be taken at all times to
ensure that existing facilities/operations are not adversely affected or in any way damaged or
endangered.
E. The Contractor shall be responsible for the repair or reinstatement of any of the existing facilities,
services, drainage and adjacent areas damaged as a result of his activities, to the satisfaction of
the Employer and relevant third parties and any cost accrued as a result of such re-instatement
shall be considered as part of the scope of Work pursuant to the provisions of sub-clause 4.1 of the
Conditions of Contract.
F. Where there is possibility to interface with the operations of existing Phase I facility, the Contractor
shall initiate to organize SIMOPS (Simultaneous Operation) and ensure that all affected
contractors/operations team participate, and ensure that no damage is caused to each-other
property.

19 SAFETY OF ADJACENT EXISTING STRUCTURES, SERVICES


AND WORKS
A. The Contractor shall ensure that all necessary precautions are taken to protect surrounding users,
property and personnel. The Contractor shall provide and erect such supports as may be required
to protect efficiently, to the satisfaction of the responsible party, all existing elements, structures,
services or works which may be affected or disrupted by the execution of the Works, and he shall
remove such supports on completion of the Works or otherwise take such permanent measures as
may be required to protect the structures or works. Failure to observe the above requirements will
result in cessation of works until appropriate measures are installed. Any cost accrued thereof shall
be under the responsibility of the Contractor.

B. Contractor shall abide-by all the Client safety requirements, risk assessment points and ensure that
PTW instructions of Client HSE department are strictly followed as per site requirements.

C. If one Contractors activity causes damage, disturbs, delay and cause inconvenience to other
contractors work, then first Contract shall be responsible for all happenings and shall pay the
demurrage or penalty to affected contractor. Denying the same Client will deduct similar damage
charges from the defaulter and will compensate to the affected contractor.

20 CONTRACTOR’S EQUIPMENT
A. The Contractor shall submit to the Employer, within 7 days of the Commencement Date, a
comprehensive Contractor’s Equipment Schedule, which shall include the proposed dates of arrival
on Site of each item. The Contractor shall obtain all the consents and approval necessary for
entering and exiting his plant and equipment to the site.
B. The Contractor shall comply with all the relevant statutory requirements in respect of the use of
noise reduction and pollution-free Contractor’s Equipment.
C. The Contractor shall ensure that damage or contamination to any roads, footpaths and tracks used
by the Contractor’s Equipment proceeding to or from the Site, shall be kept to a minimum. The
Contractor shall be responsible for the cost of all repairs necessary to restore such roads, tracks or
footpaths, including cleaning and clearing of any debris, to the satisfaction of the Employer/
Employer’s Engineer.
D. The Contractor shall develop a Road Traffic Management Plan relevant to his planned operations
for approval by the Employer / Employer’s Representative and the local authorities in line with the
existing traffic system within the site and in accordance with Clause 4.15 of the Conditions of
Contract, Particular Conditions.
E. Contractor shall submit third party Environment monitoring report, on quarterly basis for the Fence
level noise monitoring (Yard & work Site) and emission monitoring (VOC, Ambient monitoring report,
pollution checking) for their DG & Compressor etc. and shall report to Ecomar.

21 PROTECTION OF THE ENVIRONMENT


A. The Site shall be kept clean and tidy at all times and waste material shall be managed in accordance
with the approved Construction Environmental Management Plan and pursuant to the provisions of
sub-clause 4.18 of the Conditions of Contract.
B. The activities on the Site shall not be permitted to create excessive noise, dust, water pollution, etc.,
and shall be not exceed to limit as or as may be prescribed by the relevant local authorities.
C. On completion, all temporary fences and structures shall be removed; the Site area cleaned, tidied
up and left to the satisfaction of the Employer.
D. Contractor to Provide quarterly reports on the environmental monitoring complying-with all
environmental parameters as approved by Fujairah Municipality (Environment Dept.) and submit to
Employer/Employers representative (Client).
E. Contractor to provide Quarterly Third Party Environmental Monitoring report and Waste Disposal
report to Client (Employer) for submission to statutory board, Fujairah Environmental Dept. under
municipality.
F. Implement the required mitigation measures as per the EIA recommendation if any, any other
environmental requirements of any local authorities and other Project QHSE requirements, for
example, but not limited to the following:

 Appropriate storage of materials


 Spill management
 Control of noise and emissions to air
 Waste management

 Control of impacts on existing or nearby infrastructure
 Health and safety
 Environmental emergency response
G. The Contractor shall install and maintain as necessary all temporary drainage facilities to ensure
the Site and the Works and existing facilities are adequately drained during the course of the Works,
and that drainage of the adjacent land or any water body or any aquatic life is unaffected by the
Works.
H. The Contractor shall take precautions to minimize nuisance and pollution arising from noise,
vibration, light, and disposal and filling activities, dust and the like. Nuisances and pollution
generated by the construction works shall be strictly controlled within specified limits. All equipment
and tools shall be of a design that will comply with noise limitations and must take account of noise
and light levels generated operations after taking over the Works or Sections thereof.
I. Failure to comply with the above requirements will result in the Employer taking whatever action is
deemed necessary to ensure compliance. The Employer shall be held harmless from the
consequence thereof.

22 PROJECT ORGANIZATION

22.1 Organizational Chart


A. Within 7 days from the Commencement Date, the Contractor shall submit for the Employer approval
an organization chart showing the proposed organization structure to be committed by the
Contractor for the performance of the Works indicating minimum:

 Roles ,responsibilities , Line of authority, and communication,


 Division of responsibilities between the Contractor’s on and off-site organization (if any)
 Names, titles and functions of all supervisory and other key personnel.

22.2 Contractor’s Key Personnel


A. The Contractor's Personnel shall be appropriately qualified, skilled and experienced in their
respective trades or occupations.

B. The Contractor shall within 1 week of Award of Contract submit detailed resumes (supporting
documents which may be subsequently required) of respective person deemed as the Key
Personnel by the Employer to be significant within the organizational structure of the Contractor.
Upon the approval of Organization chart and proposed personnel by the Employer, no changes
shall be made without the prior written approval and until a satisfactory replacement has been
approved. The Contractor shall also submit and maintain a holiday schedule for this Site staff for
the approval of the Employer. Contractors key personnel’s leave needs to be approved by Employer
subject to suitable alternate person positioned.

B. Contractor’s Key Personnel shall be fluent in English language (spoken & writing).
C. The following designations in the Contractor’s Organization are considered as Key Personnel
having minimum qualifications as defined below.
 Project Manager (Contractor’s Representative under Clause 4.3 of Conditions of Contract):
Minimum of 15 years’ experience. Previous assignment as PM of Oil & Gas Projects.
Engineering Graduate from an accredited institution specializing in a relevant field of study.
 Construction Manager (CM): Minimum of 10 years’ experience, previous assignments as CM
of Oil & Gas Projects. Appropriate experience in structural engineering. Engineering Graduate

from an accredited institution specializing in a relevant field of study.
 QHSE Engineer: minimum of 10 years’ experience, Engineering Graduate from an accredited
institution specializing in a relevant field of study. Must be experienced in the development and
implementation of Project specific Quality Programs, through all Project phases (design,
procurement, construction and commissioning), which align with ISO 9001 requirements. Will
monitor and report on the implementation of the Quality Programme through surveillance and
formal audit activities. Safety Officer to worker ratio, shall be minimum 1:50, however client can
ask for additional safety engineer/ officer depending on Job criticality, e.g. FOTT area).
 Project Planning and Control Engineer: A minimum of 5 years’ experience in Programme
management in Oil & Gas contracts and proficient in MS Project and Primavera to undertake
the programming tasks.
D. Employer & Employers Representative holds the right for replacement of deployed staff or remove
any staff due to non-performance, misleading to Employer or any misdeed with suitable
replacement.

23 PROGRAMME OF WORKS AND PROJECT REPORTING

23.1 Programme
A. The Contractor shall co-ordinate and Plan / Schedule the Works using MS Project software,
Primavera P6 or other applicable software as may be requested by the Employer.
B. The Program shall mention but not be limited to:
Engineering
 Mobilization dates of plant equipment
 Completion of the whole of the Works and the Completion of Sections as defined in the
Definition Drawings within the times stated in the Particular Condition of Contract.
 The Programme shall clearly identify the delivery requirement of free issue materials /
equipment’s and account for all time requirements for (re)submission of documents, review,
approval, all foreseeable risk, under the Contract.
 Programming Software shall be MS Project or Primavera P6.
C. Changes in the network logic may only be made after consultation with the Employer.
D. The Contractor shall provide to the Employer an electronic copy of all Programme details.

23.2 Progress & Report


A. Daily, Weekly and Monthly progress reports shall be prepared by the Contractor and submitted to
the Employer in two copies.
B. The format of the Monthly Report shall be agreed in advance with the Employer. An electronic copy
of the updated programming data showing actual progress and comparison with the Programme
will accompany the report. Where slippage has occurred, the Contractor shall give explanations
together with his proposals for recovery of critical activities. Where required by the Employer, the
Contractor shall update the Programme to show how he intends to complete the Works within the
Contract period.
C. The Contractor shall submit a Monthly Report to the Employer, at least seven days prior to the
Management meeting. This report shall be in accordance with Clause 4.21 of the Conditions of
Contract and include but not limited to the following:
 A summary of the main activities undertaken in the last month;
 A summary of work to be undertaken during the following month;
 Details on the plant and labour on site;

 Details of Health and Safety issues including the number and details of any incidents;
 Quality report containing the information required by Clause 4.9 of the Conditions of Contract;
 Payment report for the Project;
 Progress photos of work undertaking during the last month;
 Progress photos of the Works
D. Weekly and Monthly HSE report and Waste management report shall be submitted by Contractor
to Client, also Monthly report to FOIZ in FOIZ format. Any other reports, if requested by any
Government Authorities, shall be prepared and submitted by Contractor.

24 MEETINGS
A. The Contractor shall attend all meetings where he is requested to do so. In addition, the Contractor
may call any meeting as deems necessary to meet his obligations under the Contract.

24.1 Engineering Meetings


A. During the engineering stage of the Project, the Contractor with all responsible key personnel shall
attend the Engineering Meetings with Employer / Employer’s Engineer to discuss the status of
completed engineering and to resolve any technical issues.

24.2 Weekly Progress


A. Separate weekly meetings shall be held to discuss the following issues, at all times the Employer
may request the Project Manager or its Deputy to attend. In addition the Contractor shall ensure
appropriate personnel to be available as listed below:

 Project Manager
 QHSE Manager
 Safety Engineer
 Planning Manager / Engineer
 Project Engineers
 Site Engineers

24.3 Other Meetings


A. Other meetings to be determined by the Employer which may require attendance of the Contractor’s
Staff may include:

 Daily briefing meetings when the necessity arises.


 Occasional meetings and Site visits with any visitors including, but not limited to, management
of companies, governmental bodies or students.
 Occasional meetings with environmental parties, health and safety inspectors, Port Authority.

25 AS BUILT DRAWINGS AND OTHER RECORDS OF THE WORKS


A. 14 days prior to the issue of Taking-Over Certificate, the Contractor shall prepare and supply all the
As Built Documents to the Employer 3 sets of Hard Copy and 3 set of soft copy (all in their native
files) in DVD and project dossier records of the Works . The Works shall not be considered to be
completed until the Employer has received these documents.

26 CONTRACTOR’S TESTS ON MATERIALS, PLANT AND
EQUIPMENT
A. The Contractor shall establish procedures for testing of all Materials, Equipment and Plant in
accordance with approved / specified standards and shall promptly produce certificates of such
testing including all test certificates for proprietary materials, plant and equipment. All testing
procedures and documentation shall be submitted for review/consent by the Employer / Employer’s
Engineer. The Works will not be considered to be substantially complete until this documentation
has been submitted and approved.

27 PROCUREMENT OF GOODS, MATERIAL AND PLANT


A. The Contractor is responsible for customs clearance from Sea Port and Airport in the Emirates,
insurance, road or sea transport, loading and unloading at port and Site and safe storage of all
materials procured except for the free issued materials.
B. All procurement activities under this Contract required for permanent incorporation into the Works
or in any way required for the execution of the Works excluding the free issued materials shall be
in the scope of the Contractor and shall be purchased from approved Vendor’s only.
C. Alternate material or source shall be used only after obtaining approval from the Employer. All
expenses for the prequalification process for any new Vendor’s shall be borne by the Contractor.
No extension of time will be entertained due to delay in approvals or rejection of particular Vendor
by the Employer’s Engineer or the Employer.

28 QUALITY SYSTEM REQUIREMENTS

28.1 Management Responsibility


A. Within 1 week of the receipt of Award of Contract the Contractor shall submit for approval his
nomination for the Quality Assurance/Quality Control (QA/QC) Manager for this Contract. The
QA/QC Manager shall be identified as one of the Key Personnel of the Contractor’s management
team.
B. He shall be provided with adequate resources and shall be delegated the necessary authority to
enable the quality of work on the Contract to be managed effectively and in accordance with ISO
9001 and ISO 14001:2004.

28.2 Quality Management System


A. The Contractor shall have a Quality Management System in place which meets the requirement of
ISO 9001:2008 and ISO 14001:2004 and demonstrates compliance with the specified Contract
requirements.
B. Third party certification of assessed capability (i.e. approval to ISO 9001/14001) is not considered
to be a demonstration that the specified Quality Management System (QMS) requirements of the
Contract have been met, although they will be deemed a significant contributing factor.
C. All on-site and off-site materials testing shall be carried out by laboratories accredited by an
acceptable recognized International body or by persons accredited to a similar standard. The quality
system shall provide procedures for witnessing the manufacturing, construction, installation, testing
and commissioning of the Contract works.

D. Specialist 3rd Party Consultants, Suppliers, Vendors and subcontractors for the Contract shall be
subject to review and acceptance by the Employer / Employer’s Engineer & as per the approved
Vendors list.

28.3 Quality Assurance Plan


A. Within fourteen days from appointment of QHSE Manager, the Contractor shall prepare and submit,
a contract-specific Quality Assurance Plan which is the means by which the Contractor assures
itself that its design, supply, manufacturing, construction, installation, commissioning and testing
complies with the requirements of the Contract Documents and addresses all activities relevant to
the Work and shall demonstrate how all Works performed by the Contractor will conform to the
contract specified requirements. The Contractor’s QAP shall be adequate to cover all construction
operations, including both on-site and off-site fabrication and installation works, and shall include
the controls to be implemented by subcontractors, suppliers and sub-tiers thereof, both directly and
by identifying the Quality System documentation that subcontractors, suppliers and sub-tiers thereof
are required to produce to meet the Contract requirements.
B. The plan shall define the documented quality system to be implemented by the Contractor
throughout the Works, in accordance with the requirements of ISO 9001:2008 and ISO 14001:2004
and make reference to all of the Contractor’s relevant procedures and manuals.
C. The Plan shall address the interfaces between the Employer, Contractor, Associated Contractors
and other relevant organizational entities. The Plan shall include an organization chart showing the
Contractor’s corporate and Project organization responsible for managing, performing and verifying
the Works. The organization chart shall be supported with a reporting and functional description of
Contractor’s Project organization and identification of the quality related responsibilities of key
positions.
D. The plan shall be updated as necessary throughout the contract, to reflect any changes to the
Contractor’s documented quality system. The Contract QAP shall, as a minimum:

 Cover the relevant phases of The Contract.


 Identify the hierarchy of the Quality Assurance Programme documentation.
 Describe the relationships and activities of the Contractor and any subcontractors, suppliers
and consultants including provision of organization charts,
 Include an Activity, Responsibility and Procedure Matrix.
 Conform to the requirements set out in ISO 10005:2008 and as appropriate cover the relevant
phases of the Project.
 Comply with ISO 9001:2015.
 Comply with ISO 14001:2015.
 Comply with ISO 45001:2018.
 List procedures for activities, including quality control, relevant to the Contract, including those
planned but not written.
 Specify the requirements of the quality systems to be operated by the Contractor’s
consultants, subcontractors and suppliers,
 Allow for external second and third party audits to be carried out as required by the Employer
and others,
 Identify comprehensive quality system audit procedures including the preparation of audit
reports,
 Include Internal and External audit plan schedules,
 Contractor shall arrange for third party HSE audit and the report shall be submitted to Client.

 Specify procedures to rectify non-conformances raised (this includes specific and systems
non-conformances raised as a result of both internal and external audits),
 Provide for regular management reviews of the Contract Quality Assurance Programme,
 Identify Contract completion procedures which shall provide for review and verification of
records by the Contractor’s QA/QC Manager
 Identify quality related Key Performance Indicators (KPI’s),
 Identify those subcontractor and supplier documents that are to be submitted for review and
acceptance to the Employer include Contractor’s, consultant’s and sub-contractors’ design
control systems/procedures.
 A list of procedures and method statements which will be followed to ensure the effective
management of the activities covered by his Quality System, including design control.
 Details of the person with defined authority for establishing, maintaining and reporting on his
Quality Management System.
 Details of the on-site quality management staff and responsibilities.

28.4 QA/QC Process / Procedure


A. Supporting the Quality Assurance Programme shall be Quality Processes/Procedures (QPS) for
the works. The responsibility for review and approval of QPS is with the Contractor. The primary
activities addressed by QPS and to be implemented by the Contractor are to include:

 QPS for special processes, e.g. Welding, NDE and Post Weld Heat Treatment, shall be
developed in accordance with the relevant codes and standards. All operators involved in the
application of special processes shall be qualified in accordance with the relevant code or
standard. These requirements apply to Temporary Works as well as Permanent Works,
 Document control including preparation, checking, approval, updating, receipt and control of
incoming documents, distribution, storage and maintenance of records,
 Design control including verification, approval and acceptance by others,
 Preparation of material requisitions and approval of purchase orders in accordance with
accepted specifications.
 Performance of quality verification reviews
 Control and calibration of measuring and test equipment
 Monitoring the activities of any consultants, subcontractors, suppliers and sub-tiers thereof, to
ensure their compliance with the Contract.
 Review of material suppliers and subcontractors quality verification documentation
 Production of weekly reports of quality issues including non-conformity records and kpi’s as
deemed appropriate by the Employer. QC KPI’s shall be reflected in the monthly performance
report.
B. The Contractor and its subcontractors connected with the Works shall develop and maintain
procedures for carrying out checks, reviews and verification activities appropriate for the services
they provide. These procedures shall be subject to the review and acceptance by the Employer /
Employer’s Engineer.
C. All applicable Quality System documentation (except quality records) supporting activities in the
Contractor’s Works shall be reviewed and accepted by the Contractor and then issued to the
Employer’s Engineer for review and acceptance before work starts on the activities. Where these
documents together adequately address on going and imminent Contract works but not the entire
scope of the Contract works, the Employer’s Engineer may give limited acceptance to the
Contractor’s submission.

D. The Contract QAP shall include or reference the controls to be applied by subcontractors, suppliers
and sub-tiers thereof, both directly and by identifying the Quality System documentation that
subcontractors, suppliers and sub-tiers thereof are required to produce. The Contractor shall ensure
that its subcontractors, suppliers and sub-tiers thereof agree to and implement the applicable
controls specified in the Contract QAP and the identified Quality System documentation.

28.5 Organization and Resources


A. The Contractor and its subcontractors, consultants and suppliers shall develop their own
organization charts. The charts shall show the reporting structure of the key personnel on the
Project. The charts shall identify all personnel responsible for key QA activities.
B. The Contractor shall demonstrate that adequate resources are provided to fulfill the requirements
for quality and environmental management, inspection & testing and certification as detailed in the
Contract. This shall include demonstrating that personnel possess the necessary qualifications and
competencies required to carry out specific tasks. Contractor personnel performing key inspection
activities shall be independent of production. The Contractor’s QA/QC Manager shall report directly
to the Project Manager. The credentials of the QA/QC Managers, their key subordinates and
subcontractors, consultants and suppliers personnel engaged in related functions shall be
submitted to the Employer for review and acceptance. Nominated personnel (subject to the
approval of Employer) must be able to demonstrate they are competent and capable of performing
their tasks.
C. The Contractor shall provide regular and appropriate training to all personnel in the operation of the
Quality Management System and as necessary to ensure their competence to do their work and
shall maintain records of all such training.

29 HEALTH, SECURITY AND SAFETY REQUIREMENTS

29.1 Introduction
A. The Contractor shall ensure that the Project shall be built, operated and maintained safely and with
the minimum risk to health to the extent that is required in accordance with, and in full compliance
with legislation.
B. The Design and Construction of Works shall have incorporated all safety measures as resulting
from the Health and Safety Risk Assessment, subject to approval of the Employer. The Contractor
cannot, in any case, claim for any variation to costs or Programme under the Contract resulting from
safety measures as taken by the Contractor or ordered by the Employer to be taken by the
Contractor.
C. If appropriate safety, environmental, OH prevention and protection measures are not in place and
the Employer, in line with the Conditions of Contract orders certain construction activities to be
suspended, the Contractor shall immediately stop these and shall not be entitled to any
compensation or variation under the contract.
D. The Contractor shall ensure that all personnel employed on or about the Works receive appropriate
training by way of regular tool-box talks and the like such that they understand the risks involved in
the works being undertaken, the safe use of tools and equipment and the relevance of personal
protective equipment (PPE). All staff shall receive a site HSE induction (by Contractor and Employer
HSSE Department) prior to commencing work on the project outlining the site safety protocol and
risks involved in the works being undertaken. This site induction shall be extended as appropriate
to personnel from other organizations that are given access onto the Site.

E. Contractor shall ensure that any emergency like Fire, Accident, Property damage, environmental
damage shall be actioned as per approved company HSE plan and Emergency Preparedness plan
with immediate effect. No approval shall be sought from management by Project Manager after
accident happening. (Preset ERP should be activated, based on Personnel Accident Policy &
Workman’s Compensation).
F. Contractors QHSEM/Safety Officer shall prepare and submit regularly the Method Statement, Task
Risk Assessment, Job Safety Analysis, Scaffolding Checklist, Third Party Certification of Fire
Watch, TP for Authorized Gas Tester, TP for First Aider. TP for (Crane operator, rigger, banks man),
G. QHSEM/Safety officer shall carry out regular PTW audit, Behavior Based Observation, Unsafe Acts/
Condition, Near Miss Reporting, Waster Management data reporting, Third Party Environmental
Monitoring (Emission, Ambient Air and Noise Odor Management etc.) Lifting and Mobile equipment
in standard forms, Site safety inspection report, Conduct Safety training as per their own internal
Plan/ Schedule and submit all the records to Ecomar.
H. QHSEM/Safety officer shall conduct quarterly internal safety audit and arrange periodic external
safety audit and shall submit reports to Client/ Ecomar.
I. Contractor to Identify and update HSSE related Key Performance Indicators (KPI’s) to Employer.

29.2 Management Responsibility


A. Prior to the start of construction, the Contractor shall appoint a Health and Safety Manager, with
qualifications as specified in the Employer’s Requirements, for the duration of the Works. The
Contractor shall prepare a health and safety plan covering all aspects of the Works, including
underwater working. This plan shall be submitted to the Employer for his consent earliest after the
Award of Contract, and shall include coordinated emergency evacuation procedures for both land
and marine based activity. It shall be coordinated with other contractors and operators working on
Site or on adjacent sites, and the Employer. The Contractor shall identify, as part of the plan, all
potential risks and hazards, and his proposed procedure for dealing with them should they arise
during construction.
B. The Contractor shall appoint a suitably qualified Site Safety Officer (Accident Prevention Officer)
who shall be responsible for site safety and for creating and regularly updating the Site Safety Plan.
The person proposed by the Contractor as Site Safety Officer will be subject to the approval of the
Employer.
C. The Contractor shall ensure that first aid facilities with third party certified first aiders is available at
all times at the Site and in collaboration with local health authorities, medical staff, ambulance
service etc shall be made available in case of any accident at site or at any accommodation for
Contractor’s and Employer’s Personnel, and shall also ensure that suitable arrangements are made
for all necessary welfare and hygiene requirements and for the prevention of epidemics.
D. The Health and Safety Manager shall have the responsibility, including but not limited to, the
following:
 Develop the Health and Safety plans & procedures based on the Health and Safety Risk
Assessments to be carried out.
 Prepare daily, weekly and monthly summaries on Safety Statistics. Attend weekly and monthly
safety meeting and in addition attend meetings when called by the Employer.
 Report to the Employer or Authorities and remain on call to answer all queries relating to Health,
Safety & Environment matters.
 Conduct Site inspections and conduct routine and non-routine audits to monitor compliance.
 Provide training, guidance and support to all Staff and anyone else that will enter the Site on
the Health, Safety & Environment regulations applicable on Site.

 Whenever a risk is identified which has not been accounted for in the Health, Safety &
Environment Plans & Procedures which is not mitigated accordingly, he shall take remedial
action to reduce hazards, if necessary by stopping the works, and identify adequate measures
to reduce impact of the hazard. In such cases the Client representative or HSE department can
stop the job if found unsafe and non-compliance to Client HSE regulations.
 Keep up to date procedures, maintain protective equipment and perform any additional
activities required to comply with the Contract.

29.3 Site Safety


A. The Contractor and Subcontractors shall attend weekly & monthly Site Safety Meetings. The
Contractor and all Subcontractors shall be represented at senior management level together with
their nominated Site Safety Officers.
B. Prior to the start of construction, the Contractor, shall submit a HSE Management Plan covering all
aspects of the construction phase of the Works. This plan shall be submitted to the Employer for
his consent within 28 days of the Commencement Date and shall include coordinated emergency
evacuation procedures for all activities on site. It shall be coordinated with any other contractors
and operators working on Site and the Employer. The Contractor shall identify, as part of the plan,
all potential risks and hazards and his proposed procedure for dealing with them should they arise
during construction. In consultation with the Employer the plan shall be reviewed and
developed/updated as necessary during the construction phase. An emergency response
procedure must be prepared and followed that details all actions, steps, and protocols to be taken
in the event an environmental or occupational health emergency occurs such as an oil/chemical
spill or accidents. Contractor must prepare emergency response procedure particularly based on
their SIMOPS report for green field and brown field activities, and in line with Client ERP documents.
C. The environmental response procedures must be displayed at Site offices at all times and in every
vehicle on-Site along with a copy of the Material Safety Data Sheets (MSDS’s) for all chemicals
used on the Project Site.
D. In addition the Health and Safety Manager or, if not available, the nominated Site Safety Officer
shall attend weekly safety meetings to discuss all matters regarding Health and Safety.
E. The Contractor shall be responsible for the adequacy, stability and safety of all Site operations, of
all methods of construction and of all the Works.
F. Contractor shall ensure the implementation of HSE requirements as stipulated in Project HSE
Specification & Project HSE Plan. Contractor shall get approved their Project HSE plan from
Employer in the beginning and annually with revision/ updating.

29.4 Emergency Response


A. The emergency response plan to form part of the Environmental Management Plan shall include
the following:

 A list of the key emergency response personnel showing responsibilities and contact details
including all-hours telephone numbers;
 Details of emergency services (e.g. ambulance, fire brigade, spill clean-up);
 Communications strategy (internal and external, medical and environmental) including the
reporting of serious environmental incidents or complaints to the regulating authority.
 Details of containment measures and remedial action to be taken in the event of emergency
situations that may arise during the work activities; and

 Location on Site of the register and information on hazardous materials including Material
Safety Data Sheets (MSDS).

29.5 Training
A. The Contractor shall ensure that employees and visitors are aware of these procedures and display,
in prominent positions, posters stating these procedures with emergency telephone contacts. No
unaccompanied allowance to the Site shall be permitted unless the person has been provided a full
Site safety induction course.
B. The Contractor shall record the attendance and topic of discussion for each toolbox talk conducted
and shall produce the records whenever requested by the Employer.
C. The Contractor shall encourage staff to point out any risks on Site in order to take the necessary
actions to mitigate these risks
D. Inspection and Corrective Action for any incidents or Hazards and maintain Hazard / Risk Register.
Contractor shall develop all HSE studies / documentation as listed in the HSE plan including Hazard
/ Risk Register.
E. The Contractor shall ensure that all personnel employed on or about the Works receive appropriate
training by way of regular tool-box talks and the like such that they understand the risks involved in
the works being undertaken, the safe use of tools and equipment and the relevance of personal
protective equipment (PPE). All staff shall receive a site induction prior to commencing work on the
project outlining the site safety protocol and risks involved in the works being undertaken. This site
HSE induction shall be extended as appropriate to personnel from other organizations (including
Ecomar HSSE) that are given access onto the Site.
F. The Employer shall be entitled to audit the compliance by the Contractor with the quality, safety,
work progress, health & environmental plan and/or the safety management plan at such times and
as often as it may reasonably decide. Internal and external audit on quarterly / bi-annual basis as
found feasible shall be conducted. The Contractor shall arrange for all required documents during
the audit and shall provide all the necessary support and assistance, at its own cost, to allow the
Employer to carry out such audits.
G. The Contractor shall immediately notify the Employer if any accident occurs whether on or off Site
in connection with the Services which results in any injury to any person and shall immediately
transfer the injured to hospital and ensure for proper medical treatment till the injured is recovered
and join normal duty as per ERP and Workman’s Compensation Plan whether directly concerned
with the Site or a third party. Such notification may initially be verbal and shall be followed by an
initial written report within 24 hours of the accident. Furthermore, final incident report to be submitted
to Employer within 2-5 working days. Contractor shall develop a HSE management system with
specified HSE procedures, as guided by Client, FOIZ including incident reporting.
H. Where any incident, near miss or unacceptable hazard has been reported or identified, the Health
and Safety Manager shall report immediately to the Employer. Both Employer and Contractor shall
determine the corrective action to be undertaken and the timeframe for incorporation. Near miss
report to be prepared by the Contractor and implement the corrective actions to prevent recurrence.
I. Dependent on the incident the Employer shall have the authority to temporarily suspend parts of
the Works.
J. A second inspection shall be undertaken, allowing for a reasonable time period after the first
inspection, in which the locations of all the previous incidents shall be re-visited.
K. The Employer shall then confirm whether the remedial action from previous report has been
undertaken. If it has not been undertaken or if it has been deemed to be inadequate, the Contractor
shall be given a verbal warning and allowed time, to comply-with recommendations. If contractor

do not take adequate safety measures and close recommendations then a written warning with
penalty clause/ fine shall be proposed by the Employer to Contractor.
L. A third inspection shall be conducted to determine if all the remedial actions have been undertaken
and all outstanding non-conformances have been closed out. If not, a written warning shall be
issued to the Contractor and the date by which the Contractor must undertake adequate corrective
action at a date specified by the Employer.
M. If the remedial action has still not been undertaken by the required action date, then the Employer
can start legal procedures against the Contractor on the grounds of breach of contract.
N. Contractors to ensure that all workers are given HSE Induction training from Contractors side &
separately from Client/ Ecomar HSSE and stickers are pasted on helmet and records kept.
O. Contractors shall provide HSE/ Safety training as per annual Schedule, both internal and external
training as per approved HSE Plan, which includes first aid, scaffolding, fire watch, CD approved
fire training for all workers, authorized gas tester, confined space etc.

29.6 Medical Facilities


A. The Contractor shall provide on the Site adequate first aid equipment and facilities and ensure that
first aid personnel are in attendance at all times when operations are taking place on Site.
B. The Contractor shall make arrangements with hospitals in the vicinity (make a written agreement
with hospital to treat workers in case of accident and illness) of the Works and inform them of the
nature of the Works and the number of staff employed. Contractor shall keep the hospital updated
of the shortest route to the site for purposes of casualty evacuation via ambulance, as and when
the need arises. Also, proper road signs for site area should be provided by Contractor so as to
guide emergency vehicles.
C. Contractor shall ensure for approved third party certified First Aider.
D. Contractors shall ensure that adequate First Aid boxes are installed. First Aid boxes are complying-
with ANSI – Z308.1-2014, and Conforms with OSHA requirements.
E. Contractor shall prepare first aid center with certified male nurse and other facilities, including
stretcher, first-aid box & other equipment.

29.7 Precautions against Fire


A. The Contractor shall take all reasonable precautions to prevent outbreaks of fire on the Works,
Temporary Works, and in all offices, stores and other places and things connected therewith or
premises adjacent thereto and especially with respect to the safe and secure storage of petroleum
products, paints, explosives and all other dangerous or hazardous goods. This shall include the
preparation of a fire hazard risk assessment. Contractors workers shall be trained and certified in
fire training by third party, also engage constant fire watch with fire hose and nozzle for working hot-
work in a live plant, as per PTW requirements.
B. The Contractor shall be provided with both portable 5 kg, 10 kg and trolley type 25 kg fire
extinguishers at hazardous / critical locations as per HSE document and maintain in good order and
hold available at all times and in all places connected with the Works a sufficiency of appropriate
efficient firefighting equipment together with personnel trained in its use. Further, fire hydrant and
hose reel system to be provided at offices.
C. The Contractor shall give all authorized Fire Officers or equivalent personnel all necessary facilities
to inspect the fire prevention arrangements on the Site and shall at his own cost remove all surplus
materials and equipment and take such steps as the Employer may require reducing the risk of fire.

D. Contractor shall provide various types of Fire Extinguishers as per NFPA – 10, NFPA Life Safety
Code – 101. Dry Chemical Powder Extinguisher 5 Kg, 10 Kg, 25 Kg and 50 Kg and Co2 - 4.5 Kg, 9
Kg etc shall be deployed as per Engineering design specs & local Civil Defense requirements.
E. Contractor shall ensure for adequate number of approved third party certified Fire Watcher and Fire
Fighters.
F. Contractors shall ensure to comply-with Civil Defense, Fire and Life Safety Code Fire Fighting
requirements in response to training, firefighting resources and Fire License/ NOC etc.

29.8 Personal Protective Equipment (PPE)


A. The Contractor shall comply with the following standard requirements for the wearing of PPE, from
which there shall be no exclusions:

B. Hard hat, safety glass, coverall, reflective vest (except when operating rotating tools), safety
boots/shoes. The Employer will request different color’s for hard hats and reflective vests, Protective
goggles, Hearing Protection.

C. The Contractor may be required to remove from Site any of his personnel who repeatedly ignore
these requirements. Contractor to establish Warning/Penalty policy and repeated defaulters of PPE
shall be removed.

D. The Contractor shall ensure that all personnel employed on or about the Works receive appropriate
training and the like, such that they understand the risks involved in the Works being undertaken,
the safe use of tools and equipment, and the importance of Personal Protective Equipment (PPE).

29.9 Alcohol and Drug Policy


A. As part of the Project’s Policy the distribution, dispensation, possession or use of drugs, alcohol
and the abuse of substances is strictly prohibited without approval from concerned authorities. It
shall be unlawful for the Contractor, his representative or any person having authority over workers
to bring or allow anyone else to bring any kind of alcoholic beverages into a workplace for
consumption therein or to allow any person in a state of drunkenness to enter or remain on the
premises. Any person suspected or found to be under the influence of alcohol, non-prescription
drugs or substance abuse must not be allowed to enter work sites and he/she may be referred for
criminal prosecution. Contractor shall strictly follow the Client’s HSE policy, drugs and security
policy and display all the policies in their office, along with Client HSE policy.

30 ENVIRONMENTAL MANAGEMENT

30.1 Introduction
A. The Contractor shall develop an Environmental Management Plan (EMP) & Waste Management
Plan that is compliant with the Project framework. The following sections give the requirements for
the Contractor to adhere to under the Contract; however these shall in no circumstance limit the
Contractor’s obligations under the Laws of the Fujairah / UAE that includes of FOIZ, Fujairah
Municipality, Civil Defense, UAE Labor Law and Regulations etc.

30.2 Environmental Management Plan (EMP)


A. The Contractor shall develop an EMP, which shall include, but, not be limited to, the following:
 Identification of construction activities.

 Identification of potential adverse environmental impacts associated with all construction
activities in compliance with local authority regulations.
 Identification of environmental safeguards and controls to minimize adverse environmental
impacts associated with construction.
 Identification of waste streams and implementation of a waste management procedure which
incorporates waste reuse, recycling and reduction.
 Assign Contractor employee responsibilities for planning, approving, implementing,
maintaining, assessing and monitoring of environmental control.
 Environmental monitoring program addressing sensitive environmental aspects.
 A list of environmental licenses and approvals required for construction activities and
references for those already obtained.
 Contractor to keep Waste Bin at strategic location for Hazardous and Non-Hazardous materials
separately.
B. The EMP shall describe the environmental protection practices and resources (EMP shall strictly
comply-with EIA study recommendations and latest environmental norms of UAE, Fujairah
Municipality) and shall make reference to various reports such as environmental baseline studies,
utility charts, material characterization and routine sample collection.
C. Contractor shall own and keep in their HSE Dept. Various equipment like Anemometer, VOC
detector, LEL detector, Multi-Gas detector, personal H2S monitors, fire retardant cloth, welding
booth with water spray / water curtain arrangement for hot work in a live tank area, Temperature
and humidity meter etc.
D. Before the actual construction work can start, the Contractor shall make sure that all environmental
procedures are in order and the Contractor shall obtain approval from the Employer’s Engineer on
the EMP and Procedures.
E. The Contractor shall ensure that the EMP is implemented. Any non-conformances (i.e.
environmental incidents, complaints and polluting activities) shall be reviewed, analyzed and
recorded. For each non-conformance a corrective action shall be developed, which must include
immediate action to remediate (clean-up) any resulting land and or water contamination and a long-
term solution to prevent recurrence. Therefore, regular inspections and compliance monitoring shall
be carried out. The EMP shall be updated regularly such that lessons learnt will be implemented.

F. Contractor to prepare Monthly waste report including duly approved Waste Manifest (in compliance
with Fujairah Municipality, Environment Dept.) & submit to employer.

31 CIVIL & STRUCTURAL WORKS

31.1 General

The scope covers the technical requirements of detail design of civil and structural works,
engineering, procurement, supply, manufacture, inspection and testing at manufacturer’s facility and
in site in presence of Employer / Employers representative, dispatch in well packed condition to site,
insurance, receipt at site, proper and safe storage, transport to place of installation, erection,
documentation, warranty, as-built dossiers, pre-commissioning and start-up of the complete system
for the Project, to its satisfactory operation meeting the Employer requirement.

Issued civil and structural documents are intended to assist in the interpretation of the civil and
structural works required for the Project. Full detailed design of the civil and structural works is under
the responsibility of the EPC Contractor.

All the civil and structural works required for the Project shall be designed, engineered in detail and
constructed in accordance with the provisions of the construction permit, issued by the authorities,
Project requirements and applicable regulations and standards.

All works, materials, labor, equipment and services necessary to fully develop the facility shall be in
EPC Contractor’s scope including but not limited to all supports foundations, structures, earthworks,
clearing and grubbing, excavations, imports of material as required, filling and backfilling, dewatering
systems if required, shoring, surfacing, utilities, finished grading, landscaping, barricading etc.

All backfill material shall be free from rock or other unsuitable materials. It shall be sieved to remove
solid materials greater than 50mm size.

The optimal type of structure and material regarding resistance against corrosion, design life, safety,
and especially functional criteria for operation and maintenance shall be provided.

The implementation of the civil works shall follow state-of-the-art technology. All structures shall be
designed to facilitate construction in accordance with the proposed erection sequence. All structures
shall be designed to remain stable at all stages during erection. If necessary, suitable temporary
bracing or supports shall be designed and provided. All temporary works shall be properly designed
and substantially constructed to carry the loads they will be called upon to bear. Calculations,
drawings and particulars of any temporary work whenever required by Employer / Employer’s
Representative shall be furnished.

31.2 Tests and Inspections

Civil & Structural works shall be tested by Independent testing laboratory and certified in accordance
to applicable local authority requirements and to the standards adopted for the design.

In addition to the above, all Civil & Structural Works shall be inspected and tested under the
responsibility of the Contractor and in the presence of the Employer / Employers Representative in
order to verify the conformity to the design and the achievement of suitable quality standards.

These tests shall include as a minimum, but shall not be limited to the following:

 Inspection of all civil and structures work finalized to verify the conformity to the design.

 Material Sampling, testing on site, e.g. conformity of fresh concrete before casting.

 Verification of material test certificates.

 Verifications of welding, painting

 Compliance of finishing to the design specifications and requirements.

31.3 Scope
Civil & Structural scope of works mainly includes the following but not limited to:

 Pipe supports

 Operating platforms

 Cross overs

Pipe Rack, Pipe Supports & Sleepers

Pipe racks shall be considered as per the approved piping general arrangement drawings. Pipe Rack
steel structure shall be in the form of portal frame with strut beams, vertical & horizontal bracings
shall be designed for different type of loadings and industrial requirements.

Pipe supports are steel support which can be T post, goal post, cantilever or other type of support.
Pipe sleepers are RCC supports cast in-situ on the soil. Preliminary Piping supports and sleeper
foundation layout are provided in the contract drawings which shall be finalized by the EPC contractor
during detailed engineering stage.

An insert plate or steel beam shall be fixed on the top of the sleepers to support the pipes and transmit
the load uniformly to the top of their pedestals. Insert plate / base plate shall be provided with air vent
hole.

All the sleepers shall be designed and detailed individually taken into consideration the pipe supports
reactions and the soil bearing capacity and any other soil report recommendations.

All external steel structures (pipe rack, pipe supports, handrails, platform, staircase etc.) shall be hot
dip galvanized and painted and all embedded steel structures shall be hot dip galvanized.

Operating Platforms & Cross overs

Operating platforms shall be provided for safe operation of the equipment’s installed at heights above
1.5 m such as PLR’s, valves etc.

Cross overs and operating platforms shall be of steel framed structures, hand rails and stairs/ladders
and shall rest over isolated RCC foundations. Number and location of cross over’s & operating
platforms shall be finalized during detailed engineering. Insert plate / base plate shall be provided
with air vent hole. All crossovers and operating platform shall comply with Project specifications and
in line with best industry standards/API/ASME etc.

Platform gratings specification shall be as follows:

 Open grid flooring shall comply with BS 4592 Part 1.

 Flooring of platform and walkways shall be serrated rectangular grid grating. Load bearing bars
of grating panels shall be 30mm minimum depth x 5mm thick at 30 mm cross centers with
serrated top edge.

 Lateral restraint shall be provided by 6mm x 6mm twisted cross bars at 100 mm pitch.

 Transverse bars shall be welded to the upper edge of the load bearing bars.

 Grating shall be attached to the supporting steelwork with clips and bolts.

 A minimum of 4 clips shall be used per panel of grating.

 A nominal gap of 8mm is to be provided between installed panels.

 Removable floor grating shall be arranged in panels, each weighing not less than 36 kg/m².

All external steel structures (pipe rack, pipe supports, handrails, platform, staircase etc.) shall be hot
dip galvanized and painted and all embedded steel structures shall be hot dip galvanized.

Pits

The pits for drainage system, electrical, firefighting etc. shall be designed for the intended purpose.
Underground water, anti- corrosion measures shall be taken into account during the design. Pit
manhole covers shall be epoxy coated with polyurethane.

Miscellaneous Works

Miscellaneous Civil & Structural works which shall be carried out by the EPC contractor include the
following activities (but not limit to);

 Foundations for lighting poles & CCTV poles.

 Miscellaneous foundations / footing for firefighting system.

 All the interfacing civil Works required for electrical, instrumentation, piping, mechanical,
firefighting system Works for the successful execution of Project shall be part of the EPC
Contractor’s scope.

 All civil Works relating to underground pipe Works for products and fire water pipe lines.

 Excavation and back filling concerning all earth work.

Design Life for Civil Works

The Structural Works shall be designed and constructed for a design life of 50 years from Takeover
Certificate (TOC). The Works shall remain fully functional for the design life. At the end of the design
life and after taking account of any corrosion and other deterioration, stresses and deflections
under maximum loading conditions shall remain within the limits set down by the specified design
codes. Included in the design life requirements of the Works are routine inspection intervals and
maintenance by the Employer, see also the table below for the elements of the Works:

DESIGN LOADS

A. Structures shall be designed to have sufficient structural capacity and integrity to resist safely
and effectively all loads and effects of load combinations that may reasonably be expected.
B. The design loads used for the structures and foundations shall conform to the requirements of
the governing codes and specifications.
C. As a minimum the design loads shall include dead load, operating loads, live load, rain load,
wind load, collateral load, dynamic load and seismic load. Where applicable, the design loads
shall also include thermal load, anchor loads, hydro test load, impact load, vibration load,
surcharge load and bundle pull loads.

Dead Loads (DL)

31.3.6.1.1 Dead load is defined as the weight of walls, foundations, grating, slab, Chequered plate and ladder
etc. Structural dead loads are the weight of all structural materials that forms a permanent part of the
completed structure. Unit weights of the major construction materials shall be in accordance with the
following table.

31.3.6.2.1 Live load shall be calculated as per BS 6399.

 Live Load is defined as the weight of all movable loads, including personnel, tools, miscellaneous
equipment, cranes, hoists, parts of dismantled equipment, and temporarily stored materials.
 Generally where applicable, the live loads shall be in accordance with BS or Uniform Building
Code, except otherwise stated in this Design Criteria.
 The Live Loads shall be considered as uniformly distributed over the horizontal projection of the
loaded areas, except for the loads with a concentrated nature.

31.3.6.2.2 The following minimum live loads shall be considered for the Detail Engineering of the Project:

 Platform Walkway 5 kN/m2


Stair 5 kN/m2

 Other loads: To be determined in accordance with the Uniform Building Code and or BS 6399.

Wind Load (WL)

Wind load shall be designed as per ASCE7-05 or BS 6399-2 as per site data sheet.

Operating Load

31.3.6.4.1 Operating Load shall be the dead load plus the weight of any liquids or solids present within the
vessels, equipment and/or piping during normal operation including the weight of all permanently
stored materials for operation on vessels/structure.

Thermal Load

31.3.6.5.1 Thermal load is defined as the temperature that causes the effect on buildings. The initial temperature
is defined as the temperature which causes no thermal effect on a building. The temperature
difference ΔT has two parts, mean cross-section temperature ΔTd and the temperature gradient in
the cross-section ΔTg / t. Thermal loads should be considered for the following building types:

building constructed in an area where there is a considerable change in outdoor air temperature,

radiation like a building with glass roof, building or structure with heat source. When the building is
divided into smaller parts with expansion joints to reduce the movement in each part, or the
temperature change in the structural member is reduced by thermal insulation, thermal load may not
be considered.

31.3.6.5.2 For Pipe racks, supporting multiple pipes, 10 % of the total piping weight shall be used as an
estimated horizontal friction load applied only to local supporting beams.

Seismic Load (EL)

31.3.6.6.1 Seismic loads shall be calculated based on the provisions of cl 1630.2 of Uniform Building Code –
1997 / Eurocode 8.

31.4 Materials

Cement

Cement shall be selected with consideration for durability and low permeability.

Cement for the structural reinforced concrete and paving shall be Ground Granulated Blast Furnace
Slag Cement GGBS/MSRPC blend with modified C3A at 55% / 45% minimum for all Structural
Concrete Works with fcu = 40 N/mm2 based upon 28 day cube Strength. GGBS shall conform to BS
6699.

Cement used for blinding and mass concrete fill shall be MSRPC type II to ASTM C150 with fcu = 20
N/mm2 based upon 28 day cube strength.

OPC shall have the following requirements:

 The heat of hydration shall not exceed 325 kJ/kg when tested in accordance with ASTM C 186.

 The C3A content shall be a minimum of 8% by weight when tested in accordance with BS 4550.

 The magnesia content shall be limited to 4% by weight of cement when tested in accordance
with ASTM C 114.

31.5 Design Requirements for Specific Applications

Impact Loads

Impact loads shall be calculated in accordance with the requirements of AISC Manual of Steel
Construction, 9th Edition, ASD, Part 5, Paragraph A4-2 (page 5-29). Impact loads shall be considered
for local member design & it shall not be used with wind/seismic load cases.

31.6 Method of Analysis for Concrete Members

Analysis of steel structure shall be performed using STAAD PRO & PROKON program and native
file shall be provided to Employer / Employer’s representative.

The structures shall be analyzed as a three dimensional frames (space frames). The frames shall be
considered as free standing frames with rigid bases for each column. Generally the concrete beam
members shall be so designed that the span/depth ratio is 10.

Load Combination for Concrete works

The following basic loading combinations, in addition that specified in BS 8110, shall be considered
to determine the maximum stress condition on the structural members.

Foundations

All foundations design shall be based on the designed civil input as specified in soil report.

The minimum width for a strip footing is 1000 mm and the minimum thickness of footing shall be
300mm.

Minimum distance from the centerline of the foundation anchor bolts to the edge of the pedestal shall
be the maximum of the following:-

(a) Clear distance from the edge of the base-plate/base frame to the outer edge of the pedestal shall
be minimum 100 mm or as mentioned in the drawing.

(b) Clear distance from the face of the pocket/edge of pipe sleeve to the outer edge of the pedestal
shall be minimum 100 mm

Generally the distance of the bolt center from the pedestal face shall be 125-150 mm. The center to
center distance between the anchor bolts shall be 8 times bolt diameter and the edge distance from
the bolt center to the face of pocket 4 times bolt diameter.

The top of concrete elevation shall be a minimum of 200 mm above grade for pedestals, piers and
pads and 150 mm above finished floors (concrete grade slabs).

For the support of items at close spacing, such that the footings or pile caps utilize more than 50%
of the gross plan area, it is common to use a mat type of spread footing, or pile cap, that supports
several items.

Design of foundations shall be in accordance with BS 8004:1986. The coefficient of friction between
concrete surfaces and undisturbed soil shall be taken as 0.4.

In case of Dynamic design, foundations shall be designed so that the natural frequency of the
foundation/soil system is sufficiently away from the operating frequency of the machine. The mass of
the machinery foundation shall be more than the equipment mass.

Minimum Thickness of Concrete Members

For structural concrete elements, the following minimum thickness shall be followed:

 Footings (all types including raft foundations 300 mm without beams)


 Slab thickness in raft foundations with beam 300 mm & slab construction.

Steel Structures Design

All steel structures shall be modeled, analyzed in STAAD PRO or any recognized software having
interface and/or can be read or converted to staad pro and designed as per Euro code 3 / AISC
/LRFD as applicable.

All structures shall be framed in transverse direction and braced in longitudinal direction.

Both induced stresses and deflection shall be kept within provisions of BS codes & good engineering
practices.

Steel material

All steel members shall be S275 steel with specified minimum yield strength of 275 N/mm².

Steel Structural members

 Anchor Bolts ASTM A36 Grade 8.8(ISO 965) Galvanized or equivalent


 Ultimate Tensile Strength & Nominal yield strength, chemical and mechanical properties shall
be comply with BS-5950

Bolts, nuts and washers shall be of the types indicated on the Drawings and shall comply with the
relevant British standard.

Dimensions and tolerances of black hexagon bolts, screws and nuts with ISO metric threads (in dia
5mm to 68mm) shall comply with BS 4190.

High strength friction grip bolts shall comply with BS 4395: Part 1.

Ordinary bolts and high strength bolts shall comply with BS 3692 or BS 4190 for hexagonal head
bolts, or BS 4933 for countersunk or cup head bolts. Nuts shall have a strength grade equal or greater
than the grade of the bolt (or other threaded element) with which they are used. Plain and tapered
washers shall comply with BS 3410 or BS 4320, as appropriate.

All Bolts, Nuts & washers shall be Hot Dip Galvanized as per BS EN ISO 1461 standards.

Steel Staircase

Minimum width of stairs shall be 900 mm. Stairs shall have a maximum riser height of 200mm and a
minimum tread width of 250 mm for equipment support platform, maximum riser height of 175 mm
and a minimum tread width of 300 mm for buildings. Number of risers shall be restricted preferably
to 12 depending on occupancy. At least one staircase shall be provided for access to the roofs for
maintenance. All steel stair cases shall be provided with mid and top rail, and proper landing, shall
also confirm to NFPA 101 and Project specifications.

Stairway in a single run shall have the same slope. The vertical rise of the stairways shall not exceed
2.5 m for a single flight.

Steel bracings

Any steel structure shall be provided by a three directional bracing (two vertical and one horizontal),
and for each direction/plan a physical bracing (X, K, frame bracing type…etc.) shall be placed.

Materials for Sheeting

Roof sheeting for structural buildings shall be pre-coated/ corrugated Aluminum sheeting 20 CGI
sheet & 22 CGI sheet (corrugated) for side cladding. Translucent sheet can be used covering 20%-
30% of the area of side sheet & roof sheet with polycarbonate.

Down comer pipes at suitable positions as per design shall be fixed below gutter made of mild steel
of 3.55 mm thickness and minimum 150 mm diameter.

Wind bracing/tie runners of minimum size L50X50X6 shall be provided at 4 points in a truss (one at
each corner) for structural roof system i.e. this shall be designed as structural members for proper
transfer of wind forces to the foundation.

32 MECHANICAL WORKS

32.1 STATIC EQUIPMENTS

OVERALL REQUIREMENTS

A. All Static Equipment including but not limited to Product Storage Tanks and associated works shall
be Designed/Procured/Fabricated/Manufactured/Inspected/Installed/Tested & Commissioned as
per this document, Project Specifications, Applicable Codes and Datasheets.
B. Any other details which are not covered in the contract documents but required for the successful
completion of the project shall be finalized during the detailed engineering stage with Employer’s
representative’s approval without any additional cost or time impact.
C. Any miscellaneous item or temporary works required for assisting completion of works in a phased
manner shall form part of the Contract.
D. Design Life of Static Equipment shall be 25 years.

E. Fabrication, erection, testing, painting, hydro testing, stenciling, calibration and commissioning of
all the tanks and systems pertaining to the executed works are in the scope of the contractor’s
Works. All the construction machineries and consumables like welding machines, grinding
machines, gas cutting sets, welding electrodes, gas, grinding wheels, cutting wheels including
water, corrosion inhibiter and etc. shall be in the Mechanical Scope of Work.
F. All materials shall be sourced only from Western Europe, USA, Canada, Australia Japan or South
Korea. Materials from other origins shall be from reputable sources for the concerned items and
subject to approval from the Employer/Employer Representative. Steel plates from South Africa,
Romania and Ukraine shall be considered as options subject to approval from Employer / Employer
Representative and subject to carrying out of additional testing (both physical & chemical) by
approved testing agencies as per relevant standards & codes on receipt of materials at site as
directed by the Employer/Employer’s representative in addition to the standard tests at source.
Sources of materials shall be clearly identified in the tender bid. Third Party Inspection Agency
approved material, inspection and test certificates shall be furnished for plates. The Third Party
Inspection Agency shall be approved by the Employer/Employer representative. Vendor
confirmation for suitability of materials, including the elastomers shall be provided. The detailed
calculations where applicable and as required by the Employer/ Employer’s representative shall be
provided.
G. Disposal of the water used for hydro-testing to a location approved by the local municipality or any
other authority and Employer/ Employer’s representative shall be the responsibility of the
Contractor. All fabrication, erection, installation, Testing, painting, commissioning, disposal of
surplus materials, disposal of hydro test water, any other statutory fees and other project
requirement cost shall be included in the Mechanical Scope of Works. Hydro test water quality shall
comply with Project specifications and shall be un-bottled drinking water grade with certification for
water quality.
H. Foundation bolts; grouting; corrosion protection; painting of logos; etc.; even if not indicated
specifically in data sheet or drawings shall form part of Mechanical Scope of Works.
I. Design & supply of Embedded Items for the STATIC EQUIPMENTS shall be included in the
Contractor’s Scope of Works. These items shall be inspected and approved by the
Employer/Employer’s representative prior to use.
J. The fittings and accessories for each Static Equipment shall be as identified in the P&ID’s and Data
Sheets. The minimum requirements for the STATIC EQUIPMENTS are mentioned in the Project
Data sheets, Specifications and Drawings.
K. The Mechanical Scope of Works shall include providing relevant editions of international codes and
standards for Employer / Employer’s Representative reference related to the Works.
L. Detailed Design Calculations and Software Analysis shall be under the Mechanical Scope of Works
for any part associated with the STATIC EQUIPMENTS as required by the Employer / Employer’s
representative.
M. In addition to the regular submission, all drawings shall be provided in editable/digital/CAD format
and all analyses and calculations shall be submitted in their native file formats
N. All analysis shall be carried out using the latest version of their respective applications
O. Additional loads that are not covered in the Project specifications and Datasheets but which may
be envisaged during the Detail Engineering/Construction Stage shall be in the Scope of Mechanical
Works contractor as and when required by the Employer/Employer’s Representative.
P. Suitable Mounting / supporting provisions on the STATIC EQUIPMENT as required by the Electrical,
Instrumentation & Firefighting design shall be under the Scope of Mechanical Works contractor.
Q. Contractor to be solely responsible for the Bill of Quantities under Mechanical Scope of Works.

R. The tanks and other static equipment’s shall be provided with earthing provision and shall be
grounded in accordance with Project Electrical Specification, IEC codes and NFPA codes for the
electrical earthing.
S. Radiation Analysis shall be carried out to analyze fire scenarios and any modifications resulting
shall be under contractor’s scope.
T. Flanges shall be forged Welding Neck Raised Face type. Dimensions of flanges up to NPS 24 in.
shall conform to ANSI B16.5.
U. Dimensions of flanges above NPS 24 in shall conform to ASME B16.47 Series- A Type.
V. Pipes shall be as per ASME B16.25, Welding fittings shall be according to ANSI B16.9 & Gaskets
shall be as per B16.20.
W. All the tank shell manholes of size 20” and above shall be provided with Hinge and Davit assembly.
X. Stainless Steel Grade used shall be of 316L unless until specifically mentioned in the Equipment
Datasheet.
Y. The specific gravity used in the design for the Hydro-test case shall be 1.03. The potable water shall
be used for hydrotest.
Z. The Mechanical Scope of Works shall include supplying all commissioning spares, consumables
including two years’ operating spares along with the Static Equipment. The spare parts list shall
also address product inter-changeability in Static Equipment.
AA. Pressure bearing components and load bearing members shall be certificated in accordance with
EN 10204 3.2
BB. Other non-pressure bearing components shall be certificated in accordance with EN 10204 3.1.

STORAGE TANKS

A. Primary code of Design shall be API 650-Latest Edition. Other Codes and standards shall be as per
Equipment Datasheet and Project Specification for Tanks.
B. Determination of Shell thickness for Storage Tanks shall be carried out based on the method
mentioned in the respective data sheet.
C. All Storage Tanks shall be calibrated as per relevant API-MPMS Standard-Latest Edition.
D. API -2000 shall be referred as the design code for the sizing and design of Roof Vents.
E. For the Product Storage Tank provided with Floating Roof all requirements as mentioned in the
Datasheet, Specifications and the code shall be complied. Contractor shall verify the material
compatibility of the floating roof components with the product stored.
F. Foundation for Storage tanks are already constructed at site, same shall be considered during
detailed engineering.
G. All Storage Tank Bottom shall be sloped 1:100 towards the center and shall be provided with center
sump. The details shall be as per API 650.
H. All Storage tanks shall be externally/internally painted. Painting shall be as per with project painting
specification.
I. Surfaces (both underside and top surface) of the Bottom Plate for all Storage tanks shall be painted
in accordance with the Project Painting specification..
J. The base of the Tank at the chime shall be sealed with a reputed Tank boot sealing system in
accordance with Project Painting Specification to prevent corrosion due to the water ingression.
K. Minimum Shell/Bottom/Annular plate/Wind girder plate thickness shall be as per the thickness
mentioned in the respective data sheet.
L. Emergency vent requirement including the size and quantity shall be evaluated by the Contractor
during the detail engineering stage.
M. Stairway type shall be as mentioned in the Equipment Datasheet and where Spiral Stairway is
mentioned as required, it shall be of double stringer type.

STORAGE TANK FITTINGS AND ATTACHMENTS:

A. The Scope of Works shall include painting of the Employer company logo on the Storage tanks as
per the Employer’s requirement. Details of the logo shall be finalized with the Employer / Employer’s
representative during the detailed engineering stage.
B. All Firefighting attachments (Foam Pourer Nozzles, Foam Pourers, Diffusers, Spray and Sprinklers
Nozzles, Supports, Valves, Fittings, Gaskets, Fasteners, Foam and firewater piping, and all other
Piping related to Firefighting etc.) on the Storage Tanks as required by the Firefighting design shall
be included in the Scope of Mechanical Works contractor. The battery limit of Mechanical Scope of
Works in this regard shall be to the first bottom flange or up to one meter to the tank foundation
from the nozzle with flange including the gasket, bolts nuts, “U” clamps and anchor bolts.
C. Satisfactory Calculations for any part of the Storage tank including fittings and attachments shall be
included in the Mechanical Scope of Works as and when requested by the Employer/Employer’s
Representative.
D. The tanks shall be provided with minimum 4 no’s of Earthing cleats as required by the API / NFPA
codes. Electrical bonding shall be provided to all movable opening accessories in the Tanks.
E. The tanks shall be provided with adequate number of permanent settlement markers in accordance
with API 650 attached to the tank shell.
F. Inlet Diffuser shall be provided for all Product Storage tanks to limit the velocity of the product inlet
flow to less than 1 m/s.
G. The accessories like gauge hatch, vents, goose neck, PVRV, breather valves, blind flanges for
spare nozzles etc. with necessary bolts nuts and gaskets as required by the drawings, data sheets
& specification shall be in the scope of Mechanical Works contractor.

THIRD PARTY CERTIFICATION FOR STORAGE TANKS:

A. Contractor’s Scope of Works shall include the certification of all Storage tanks and associated works
in all aspects which typically includes design calculations, drawings, materials, construction,
painting, non-destructive examinations, hydrostatic test etc. by a TPI agency. The Contractor’s
Scope of Works shall include carrying out the Tank Calibration by the TPI Agency.
B. The TPI Agency shall be approved by the Employer/Employer’s representative prior to employing
them for the works.

STATIC EQUIPMENT ASSOCIATED STRUCTURES

A. All Structural items which includes but not limited to Access platforms, Stairways, pipe racks, base
plates etc., shall be under the Mechanical Scope of Works and this shall meet the requirements
mentioned in the Project Structural Specifications.
B. Double Stringer type Spiral stairway with intermediate landing platforms, tank shell top walkway,
wind girders, roof center access walkways, gauging platform and supports for light poles on the
stairway/platforms and other necessary fittings as deemed shall be included in the Mechanical
Scope of Works.
C. Unless otherwise specified elsewhere in the contract documents, all structural steel work such as
operating platforms, crossovers, walkways, handrails, stairs, pipe supports etc. shall be hot dip
galvanized as per applicable codes such as BS 729 and painted as per the technical specification
for general protective coating.
D. Any cutting, drilling or welding shall not be performed after galvanizing without the express approval
of the Employer/Employer’s representative.
E. All damaged galvanized surfaces and edges exposed by cutting after galvanizing shall be treated
with two coats of zinc, sprayed in accordance with BS 2569.

32.2 Rotary Equipment

GENERAL

A. Contractor / Vendor shall be responsible for the design, engineering, procurement, fabrication,
testing, supply, installation and commissioning of rotary equipment and packages which include
Side Entry Mixer and accessories required for safe and reliable operation.
B. Contractor shall ensure that equipment supplied shall be from approved Vendor list provided with
the Tender. Product shall be from vendor’s established product range. Prototype shall not be offered
by the vendor and shall not be selected by the Contractor.
C. The Employer requirement shall be read in conjunction with the datasheets and technical
specifications. Contractor shall review and verify all the information given here or elsewhere related
to the design, fabrication, manufacturing, procurement, testing and installation of equipment.
D. Any exceptions or deviations from Employer requirements, Technical Specifications, Data Sheets

F. Preliminary data is provided in the data sheets and related documents, during detail engineering
phase provided data shall be evaluated, verified and optimum operating condition required for
operation shall be determined.
G. Weather / environmental conditions specified shall cover the full range of ambient and climatic
conditions in which the equipment must be operated.
H. Rotary equipment shall be suitable for all the specified extremes of process; utility and ambient
conditions including those at start up and shut down.
I. Design of rotary equipment shall take into account the need to operate at less than rated condition.
J. All rotating equipment & drivers (including gear units and couplings if any) shall be designed to
perform satisfactorily under specified start up conditions, part load operation and up to full
speed/maximum conditions speed.
K. All rotating equipment shall be balanced as per ISO 1940.
L. Noise level shall not exceed 85dbA, when measured at a distance of 1m from skid in any direction.
M. Couplings for rotary equipment with driver rating higher than 160 KW shall be designed in
accordance with API 671.
N. Material selected for the construction/fabrication of equipment shall be in accordance with the
ASTM specification.
O. Material selection shall be optimized and provide acceptable safety and reliability. As a minimum
following shall be considered in material selection:
 Resistance to corrosion under specified operating conditions, including those at start up and
shut down.
 Consequences for human health, environment and equipment in case of material failure.
P. All rotary equipment shall be packed and preserved, to make them suitable for long term storage in
dusty and marine environment.

SIDE ENTRY MIXER

A. Side entry mixers shall be provided for the control of bottom sludge and water (BS&W) in tanks 30-
TK-201 / 30-TK-202 & 30-TK-203.
B. The complete assembly of motor, side entry mixer and transmission shall be suitable for hazardous
area application and it shall be suitable for operation in marine environment.
C. Contractor / vendor shall provide gear driven units with high efficiency impeller. Provision shall be
provided for manual and automatic adjustment of angle (swivel angle).
D. Contractor / Vendor shall optimize the spacing requirement (spacing between the side entry mixers)
for the control of sediment suspension and prevention of wax deposition.
E. Contractor / Vendor shall provide suitable control system for mixer operation / shutdown in case of
low liquid level in the tank.
F. Side entry mixers shall be provided with swivel joints, range of operation of side entry mixer shall
be within +30 degree to -30 degree, with an increment of at least 10 degree.
G. Contractor / Vendor shall provide manual and an automatic swivel actuator, which shall allow the
mixer movement within the specified range. It shall have a provision of fixing impeller angle at 10,
20 and 30 degrees on both sides from impeller center line.
H. Contractor / Vendor shall ensure to maintain a suitable distance between the tip of impeller and
bottom plate. CFD analysis shall be provided for the selected model and arrangement of side entry
mixers.

I. Mixer proposed shall be equipped with mechanical seal for enhance safety and reliability during
operation.
J. Side entry mixer shall be supported properly to avoid stresses on the tank nozzle

33 PIPING WORKS
33.1 General

A. Scope shall include verification of the FEED documents provided along with this Employer
Requirement, detailed engineering including but not limited to piping stress analysis, evaluation of
nozzle for external loading from piping system, preparation of isometrics and other fabrication
drawings, supply of materials, fabrication, / painting / coating / wrapping, inspection, non-destructive
testing, pressure testing, calibration, pre-commissioning and commissioning of pipe works including
pipe supports and accessories as per developed piping system from final P&IDs. Piping shall be
complete with isolation valves, non-return valves, flanges, fittings, process drains and vents, hydro
test drains and vents, pressure and thermal relief systems, instrument connection works, etc.
B. The entire piping shall be designed, constructed and tested in accordance with the latest edition of
ASME B31.3 and other relevant codes. Any additional code requirements for specific areas may be
followed as applicable.
C. Piping materials selection shall be from the appropriate sections of the piping classes detailed in
the provided Piping Materials Specification (PMS) along with their calculated schedules and
material grades
D. The Contractor shall run a design check of the Hydraulics to finalize all FEED parameters before
commencing any related work.
E. Pipe supports and platforms indicated on the piping plans are indicative and the contractor shall
provide additional pipe supports and platforms upon detailing. Anchors and guides are to be
provided subject to flexibility analysis.
F. Platforms shall be available to access all areas around the tanks and piping as well as access,
maintain and operate all valves. Hand wheels shall not exceed 1.5m (max.) from the operating level.
G. Third party certification shall be carried out for all aspects of the work, i.e. prefabrication, fabrication,
construction, non-destructive testing, internal and external painting/coating, hydro-testing and
calibration.
H. In addition to the normal submission, all drawings shall be provided in “dwg” format; line lists, tie-in
lists, valve lists and other lists shall be submitted in MS Excel format; and all analyses and
calculations shall be submitted in their native file formats.
I. All analyses shall be carried out using the latest version of their respective applications.
J. All other works under project scope, deemed necessary by the Contractor, required for the full
functionality of the entire system shall be under the full responsibility of the Contractor.
K. The Contractor shall engage a design specialist who shall ensure technical harmony and
compliance between design and construction/installation of the works including stress analysis,
supports configuration, fabrication and installation etc.

33.2 Tank Piping

A. Tanks (5 Nos. under this phase) piping shall be carefully routed aboveground. The products,
recirculation/receiving/discharge lines from respective tank nozzles to the headers along with other
utility lines shall be routed to selectively connect to the existing headers at their respective tie-in
points in line with the process schemes and operational requirement of the project.

33.3 Utility Lines Piping

A. The Plant Utility lines which include Service Water, Nitrogen, Plant Air shall be routed from the
existing headers tie-in points to the tanks utility points to meet the project service needs.
B. The FEED documents along with this Employer requirement shall be for guidance, exact number
of tie-ins and utility connection points shall be finalized during detailed engineering by the
Contractor.

33.4 Fire Fighting Piping System

A. The firewater/foam solution piping system provided in Phase I is a loop system. Firewater /Foam
water ring mains and headers are already routed around the Phase II tanks with provision for taking
tapping from the existing headers. Tie-in shall be made from existing fire water and foam solution
headers & routed to Phase II tanks for exposure protection & coverage for the required cooling of
nearby tanks in case of a fire situation. Foam pourers shall be considered for each tank for “tank on
fire” protection.
B. The ring mains shall be provided with sufficient manual isolation valves so that a small section of
the ring mains can be taken out of service without interruption and guarantee water supply through
adjacent sections to protect other installations.

34 ELECTRICAL WORKS
34.1 Reference documents, codes and standards

The electrical systems, equipment, materials, components and functions shall be designed, built,
rated and tested to perform in accordance with the following respective codes and standards:

harmonious with the existing facility and/or system.

34.3 Electrical Equipment / Systems Selection Criteria

Site Condition

The complete electrical system design and selection will be carried out as per the prevailing site
conditions specified in the site datasheet.

However, following information of the project site required for detailed design shall be collected by
the contractor:

1. Average Ground Temperature in °C


2. Thunderstorm days per year (isokeraunic map)
3. Soil Thermal Resistivity in ºC-cm /watt
4. Soil Resistivity in Ω-m

Hazardous Area Classification

All equipment shall be considered, selected and installed as per the hazardous area, prepared in
accordance with the American Petroleum Institute API 505.

Enclosure Protection

All electrical equipment shall be selected based on the minimum ingress protection, as IP 42 for
indoor and IP 66 for outdoor. Mechanical impact resistance for all such electrical equipment shall
be of IK 10.

Electrical Load assessment and consumption

The electrical loads shall be divided into three categories like,

- Continuous duty (C):- loads that may continuously be required for normal operation.
- Intermittent duty (I):- loads that only operate a fraction of a 24 hour period.
- Standby duty (S):- loads are those that are on standby or rarely operate under normal conditions

And based on above, electrical loads shall be calculated as,

34.6 Electrical Equipment

AC UPS

Existing 230V AC UPS located inside terminal substation will be utilized to feed the new PLC load.
New loads of TGS system shall be verified and accordingly the circuit breakers shall be replaced if
required. Existing CCTV cabinet fed from this existing AC UPS DB will be used to feed one new
proposed CCTV.

Lighting System

Tank farm area shall be considered as per the present scope of work.

Sufficient lighting shall be considered to enable the operators to move freely and safely within the
accessible areas in the operation zones and perform whatever tasks as required during night time.

All outdoor lighting shall be automatically controlled to switch-on & off; these fittings will have
photocell with timer controlled facility.

Uniformity ratio shall be maintained as a minimum of 0.85 for indoor and 0.4 for outdoor location.

All outdoor lighting shall be with LED fixtures.

LED type fixtures is used and shall be handrail mounted on 2.5m pole with sufficient height as per
lux level calculation.

Emergency lighting shall be provided in all access ways to permit the safe movement and egress of
people in the event of loss of power to normal lighting. The number of emergency luminaires as a
percentage of the total number of fixtures will be 20% for tank farm area, pump area & utility area,
50% for control room and 30% for electrical switchgear / panel room. Emergency fixtures shall be
equipped with minimum 2 hrs. battery backup.

Power receptacles shall be provided for portable equipment and for power equipment requiring
frequent removal for maintenance. In tank farm, 63 A, 400 V welding receptacles with disconnect
switches shall be provided where welding activities are envisaged. They shall be installed on the
basis of adequate coverage using 15 m extension leads. These sockets shall be feed from existing
903-T-PLDB spare feeders.

New loads for MOV’s and Mixer Motors

New loads for Motor operated Valve (MOV’s) shall be connected to new outdoor (near the tank farm)
MOV-DB-04 and shall be feed from existing feeder (13F3) at panel 903-T-MLTP inside substation,
necessary modification in the existing circuit breaker shall be done after finalizing the total load.

Mixer motors shall be feed from the existing MCC located at terminal substation (903-T-MCC-01),
spare feeders (3R3, 3R4, 4R1, 4R4 & 5F2) shall be used for new loads. Necessary modification in
the existing starters/circuit breakers shall be done after finalizing the load for each Motor.

Motor starters will be verified (existing star-delta) and shall be selected in order to minimize voltage
fluctuation-perturbation (lower inrush currents), increase system reliability and smooth start-up of
the pump. Motors above 11kW will be considered with reduced voltage starting.

Star- delta and DOL will be considered based on the application and rating of the motors.

Earthing and Lightning Protection System

An underground earth ring shall be laid around the tank farm and pump-motors. All non-current
carrying metallic components of equipment viz. MCC body, distribution boards, cable trays, MOVs,
pumps, terminal box, junction box etc. steel structures, pipe supports, tanks and cable systems shall
be bonded to this ring.

Underground earth grid shall be formed by tinned bare copper conductor.

Tank earthing shall be provided by connecting the tanks to stand alone dedicated earth pits installed
around the tank and interconnected to form an earth ring. Each such earth ring around the tanks

shall again be interconnected at minimum two locations.

The complete earthing system shall have a maximum earth resistance value of 1 (one) ohm or less
when measured at any point of the system.

Lightning protection system shall be considered for protection against atmospheric discharges on
all tanks.

Separate earthing system shall be considered for lightning system and shall be bonded to the main
earth ring in accordance with international standards/codes of practice. Earth resistance for lightning
system shall be less than 5 ohms when measured at any point of system.

Clean earth or instrument earth shall be considered and installed in accordance with international
standards/codes of practice.

Cabling & Cable Carrier System

Cable type is selected depending on the application and location of the installation, indoors or
outdoors and shall comply with relevant standards.

Conductors shall be circular or sector shaped plain annealed stranded copper in accordance with
IEC 60228.

Low smoke cables shall have galvanized steel round wire armor with outer sheath UV stabilized,
flame retardant, anti-rodent and anti-termite protection.

Control and power cables shall be laid separately in order to avoid the signal interference.

Cable carrier shall be provided for routing all the cables. Cable carrier system comprise of – direct
buried cable trench, concrete duct banks for road crossing, cable perforated / ladder tray, cable
trunking, steel conduit etc.

Voltage Drop Criteria

Allowable voltage drop in various sections of electrical system shall be limited to the following:

35 INSTRUMENTATION WORKS
The Instrumentation & Control system shall be considered to meet the requirements of Ecomar
Phase II. It shall be independent, reliable and redundant system complete with interface to existing
control systems to provide operation, control and monitoring from the control room.

35.1 General Requirement

The following sections of this document outline the Instrumentation & Control Scope of works to be
executed for the Ecomar Phase II Fujairah, UAE. This document is to be read in conjunction with all
issued Instrumentation and other discipline documents, datasheets and drawings.

Contractor shall be responsible to make himself aware of Scope of Works for this project and
existing installed and in operation control systems. This is mandatory as the scope requires
complete integration with existing facilities, other sub systems and Vendor Packages.

Contractor shall be deemed responsible to completely understand the scope of works intended for
this project and be thoroughly familiar with the existing facility. Any doubt or ambiguity in interpreting
the project requirements shall be clarified via a Technical Query to the Client/Client representative
during bidding stage. Any failure in complying with the requirement or later asking for Variation Order
shall not be acceptable.

The scope includes Detail Design, Engineering, Procurement, Supply, Installation, inspection and
testing at manufacturer’s work and at site including Site Acceptance tests and Site Integration tests
in presence of Employer/ Employer's representative, preparation for shipment, Dispatch in well
packed condition to site, Receipt and inspection at site, Proper and safe storage, Documentation
and manuals of all equipment / items, installation, termination, testing, commissioning, start up,
Warranty, providing required spares, accessories, special tools, Personnel training, Software
Configuration, Licensing, interface to existing control systems and required modifications in existing
control systems, SCADA Screens development, PLC/DCS Logic Testing, Process Interlocks testing,
ESD Shutdown test, all other related works for the satisfactory operation of complete
Instrumentation, Control and Automation System Works successfully meeting the employer’s
requirement.

The Contractor is responsible to verify the adequacy of the FEED documents enclosed along with
this Employer Requirement. If it is found inadequate by any means, contractor shall bear the
responsibility to verify the engineering and highlight suitable additions or modifications.

The Contractor shall indicate any addition or omission of items / equipment noticed during the pricing
to the Employer/Employer’s Representative before award of Contract. All such items which
contractor deems necessary for the successful completion of the project but not included in the
FEED documents enclosed along with Employer Requirement shall be listed, notified and priced
during Contract finalization stage. Further variation or any financial implication to the Employer shall
not be acceptable.

After award of contract no extra claims or delays shall be entertained otherwise. Contractor shall
take full responsibility of the complete design, schedule and execution henceforth.

Contractor is responsible for any interfacing requirement with other concerned parties for the
successful completion of the project. Any information transferred i.e. received or conveyed shall be
clearly documented for the information of the Employer/Employer’s Representative.

Contractor shall carry out complete Instrumentation system design, selection and installation as per
site conditions specified in Tender documentation.

35.2 Phase II PLC Control System

A new PLC Control system shall be considered for Phase II scope of works. It is preferred to be of
same make as the existing PLC/DCS control systems.

The Phase II PLC shall be interfaced with existing PLC and DCS control systems through redundant
Ethernet network.

The PLC cabinet shall be installed in the Marshalling Room to interface the Phase II signals, the
PLC shall be in redundant hot standby configuration with all the required components such as
Chassis, redundant Power Supply Unit, I/O Cards (DI, DO), Communication Modules for Modbus,
Ethernet, etc. and all the required hardware and software modifications in the existing Control

system shall be considered. PLC Logics and SCADA HMI modifications shall also be considered to
meet the project requirements. Addition of HMI screens for Phase II and modifications in existing
Phase I HMI operator workstations shall also be considered.

The DI cards for Level Switch and ESD Push Buttons, DO Cards for ESD Sounders and MOV
Shutdowns, Modbus communication modules for MOV Master Station shall be considered. Network
modules for Ethernet, control system interface shall be provided. Minimum 20% spare I/Os and
terminations shall be considered in the control system.

The PLC Logics shall be developed and modified for Interlock, Alarm and Trips as per P&IDs,
Process Cause & Effect Matrix and ESD Cause & Effect Matrix.

Refer Control System Architecture 192805-700-001 for further details.

35.3 Emergency shutdown system

The emergency shutdown of the terminal pumps and ESD closure of MOVs shall be considered
manually during abnormal conditions like tank overfill, leakage in pipes, high equipment sound or
vibrations, fire scenario, smoke.

Field mounted ESD push buttons and sounders shall be provided outside the bundwall of Feedstock
tank farm and MGO Tank farm at strategic and accessible locations. For field mounted ESD push
buttons, IP 66 rating shall be followed.

The existing ESD Annunciator panel installed in the control room shall be modified with required
ESD push buttons and indication lamps for the phase II requirements.

DI/DO cards in the Phase II PLC system shall be provided for the ESD signals.

Refer Control System Architecture 192805-700-001, ESD Cause & Effect Matrix MUCOG-192805-
INS-CE-001 and Datasheet for ESD Push Button & Sounder MUCOG-192805-INS-DS-005 for
further details.

35.4 Tank Gauging system

Tank Gauging is considered for the quantity assessment of liquid products and to determine the
inventory of liquid storage tanks. System design shall be in accordance with API MPMS 3.1B -
Standard Practice for Level Measurement of Liquid Hydrocarbons in Stationary Tanks by Automatic
Tank Gauging. The Tank Gauging system is also considered as primary layer of overfill protection
in the tanks.

The tank gauging system (TGS) shall consist of highly accurate radar level transmitter, multi probe
temperature transmitter (with water bottom sensor) and pressure transmitter for density
measurement. The new Redundant Field Interface units for the Phase II Tank gauging
instrumentation shall be installed in the existing TFMS Cabinet (By Honeywell). It shall be interfaced
with existing Tank Gauging system.

All the required Hardware and components for Phase 2 modifications shall be considered. Signal
Junction Box, cables, Power isolators shall be provided as part of TGS system.

Suitable modification shall be considered in the existing TGS System Workstation and Software to
incorporate the Phase 2 requirements. System shall be capable to handle the addition of new tanks

without any downtime or loss of integrity.

35.5 Level Switch

The product tanks will be provided with a secondary layer of overfill protection through an
independent Level Switch for High High Level alarm and interlocks. Level switch for Low Low Level
alarm and interlock is also provided.

The Leak detection pit for storage tanks is also provided with Level Switch for High Level alarm.

Refer Datasheet for Level Switch MUCOG-192805-INS-DS-002 for further details.

35.6 MOV Controls

A new MOV SIMA Master Station shall be provided for Phase II MOV Controls. The Master Station
shall be installed inside the Phase II PLC Cabinet in the Marshalling Room. Master station shall be
provided for open/close of MOVs from control room HMI along with status monitoring and advanced
diagnostics.

The new MOVs shall be connected to the Master Station via redundant Modbus Ring network. Wire
breakage or loss of communication at one end shall not affect the Loop integrity.

The Master station shall be connected to the Phase II PLC by redundant Modbus. The Phase II
MOVs shall be controlled from HMI Workstations in the control room. Interlocks and MOV
Operations shall be configured between the PLC and Master Station.

Hardwired connection of MOVs to the Phase II PLC for MOV Closure during ESD Shutdowns shall
also be provided.

Dedicated 6 MOV Loop shall be provided for the 3 Nos. of Feedstock Tanks.

Dedicated 4 MOV Loop shall be provided for the 2 Nos. of MGO Tanks.

35.7 Local Control Station

Local Control Station (LCS) shall be considered in the field for the Side Entry Mixers with all the
required push buttons and status indications for control and monitoring.

Refer Datasheet for Local Control Station MUCOG-192805-INS-DS-003 for further details.

35.8 CCTV Control System

As per the CCTV Coverage Study Report by the Vendor Access Star Technologies, Doc No.
SD-102 Rev B (snap shots below), the CCTV-1 & CCTV-2 are covering the MGO Tanks TK-204 &
TK-205 and CCTV-4 & CCTV-6 are covering the Feedstock Tanks TK-201, TK-202 & TK-203
respectively.

One New CCTV camera near CCTV-03 south-east of manifold wall shall be provided. This new
camera must be facing towards the Phase–II Feedstock Tanks TK-201, TK-202 & TK-203. Because

after construction, there shall be blind spots in between TK-101, 102, 103 and new tanks.
The location for the new CCTV camera shall be finalized during detail engineering based on
maximum coverage.

The new CCTV Camera shall be interfaced to existing CCTV System. The existing CCTV system
shall be modified to suit Phase 2 requirements, suitable hardware and software modifications,
additional components, etc shall be considered.

35.9 Firefighting Control System

The existing firefighting control system consists of PLC based Firefighting deluge control panel in
the control room with interface to the FACP. Suitable hardware and software modifications shall be
considered in the existing system for phase II requirements. Minimum 20% spare I/Os and
terminations shall be considered in the control system.

Contractor shall design the system as per the current Fire & Life Safety code of Fujairah, Civil
Defense and Contractor shall submit a provisional design document / drawing to Civil defense
approval prior to start EPC for fire system.

The Push buttons and indication lamps for the Firewater and foam deluge valve controls shall be
provided on the deluge control panel. Indication lamps for the ‘Tank on fire’ activated through
Pressure switch shall be provided on the deluge control panel.

Firefighting System instrumentation like Quartzoid Bulb detectors (QBD), deluge valves (including
all trim and accessories), pressure switches and pressure gauges shall be considered. Deluge valve
shall have Provision for manual operations in field and also from control room.

The Phase II Deluge Valves and Pressure Switches shall be connected to the existing firefighting
deluge control panel. Suitable modifications and related hardware (I/O Cards, terminal blocks,
relays, cables, push buttons, indication lamps, etc) shall be considered.

36 FIRE FIGHTING WORKS


This section describes the basic design requirements / features of the Fire-Fighting System for
Phase II tanks. The requirements given in this document shall be the basis to develop the
specifications, datasheets other documents during detailed engineering stage for the firefighting
system for Phase II tanks. The provisional / design stage firefighting system design drawings shall
be submitted to Civil defense by Contractor for its prior approval.

The systems shall be installed as needed to protect personnel and the facility by minimizing,

controlling and extinguishing fires which may occur.

36.1 Water Demand Calculations


Water demand calculation shall be determined based on the largest single fire situation arise in the
entire facility comprising of Process Unit and Tank Farm.

The designed fire water pumping system in phase I shall be dedicated for both phase-I, phase-II
tank farms and processing area. Fire water demand shall be calculated for the largest fire scenario
which requires highest water demand considering the entire Phase-I & Phase-II tank farms. The fire
water / foam solution rings shall be designed as per the demand calculations and the hydraulic
calculation performed based on the worst case demand during Phase I. The fire water demand for
Phase II tanks shall be verified and the existing fire water system shall be adequate to cater the
Phase II tanks demand.

36.2 Fire Water Storage & Pumps


The existing fire water tanks capacity is 2600 m3 and designed in Phase I considering Phase II tanks
fire scenario. The Firefighting pumping system in Phase I is designed as per NFPA 20.Phase I
design considers three diesel driven main pump (2 working + 1 standby) with a capacity of 567.75
m3/hr each. One electric motor driven jockey pump with capacity of 22.7 m3/hr is considered in
Phase I design. The pumps capacity was designed during Phase 1 keeping in view of Phase 2
tanks. The pumping capacity shall be further verified to cater the Phase II tanks.

36.3 Fire Fighting Piping System


The firewater/foam solution piping system provided in Phase I is a looped system. Firewater /Foam
water ring mains and headers are already routed around the Phase II tanks and provision is provided
for taking tapping from the header. Tie-in shall be made from existing fire water header & piping
routed to Phase II tanks for exposure protection thereby providing cooling of nearby tanks. Foam
pourers shall be considered for each tank for “tank on fire” protection.

The ring mains provided with sufficient manual isolation valves, so that a small section of the ring
main can be taken out of service and the grid can supply water through adjacent sections to protect
other installations.

Contractor shall verify the surge analysis, check for hydraulic calculations for adequate flow,
pressure at all nodes, and suggest if any pressure release/ control valve needs to be installed, to
avoid u/g HDPE pipe failure.

36.4 Foam Storage


The existing foam concentrate storage is an above ground vertical atmospheric GRP having filling
capacity of 10 m3. The foam concentrate storage is adequate to cater the demands of Phase II
tanks. Contractor shall re-review the foam quantity, whether adequate for Phase I and Phase II, or
additional foam compound are required for Phase II tanks.

36.5 Fire Hydrants


Fire hydrants to be provided in strategic locations as per NFPA 14 for new five tanks proposed.
Hydrants discharge rate shall be as per applicable NFPA 14. Each hydrant shall be provided with a
Hose Box containing 2 x 30m long fire hose pipes with quick connecting coupling and water branch
pipes.

36.6 Fire Water and Foam Monitors around Tank Farm
Fire / Foam monitors are provided around the tank farm and processing area as per Phase 1 design.
The monitors shall be utilized for firefighting for phase II tanks. Foam/Water Monitor shall be
considered for Phase II tanks if the existing monitors don’t provide sufficient coverage of Phase II
tanks.

36.7 Deluge Cooling System for Storage Tank


Deluge water spray system shall be provided for all the five storage tanks to cool the shell and roof
Surface when the nearest tank / equipment on fire. Deluge water spray system shall be comprised
of deluge valve with necessary trim components, spray nozzles and pipework. The system shall be
installed as per IP codes and NFPA-15.

Design density of 2 lpm / sq. m shall be considered as per IP-19 Fire Precautions at petroleum
Refineries and Bulk Storage Installations. The shell areas for the nearby tanks which falls within
heat radiation contours, shall be considered for cooling during the worst case fire scenario. Cooling
shall not be considered for the tank on fire.

Spray system shall be automatically / remote manually operated from the control room. As soon as
the foam system for a particular tank is activated by the operator from the panel or from the field,
cooling system for the adjacent tanks according to pre-determined segments shall be automatically
activated. In addition, the deluge valve shall be opened manually by the release valve associated
with the deluge valve trim assembly in the field. Provision for manual operations shall also be
provided at field by the manual release valve associated with the deluge valve trim assembly in the
field. QB detectors to operate at a temperature of 93deg.C shall be placed around all the storage
tanks. Contractor shall confirm the requirement of QB detectors or LHD (as per Civil defense
requirement) during detailed engineering. The “Tank on Fire” alarm from QB Detection system and
“Deluge Valve Open” status indication shall be transmitted to dedicated ‘Fire Fighting Deluge Control
Panel’ located at control room.

36.8 Foam Admixing Skid and Foam Concentrate Storage Tank


The existing foam admixing skid consist of admixing unit, foam concentrate storage tank. Two
numbers of foam admixing unit’s (one main & one standby) of capacity 6,000 lpm each is provided.
Foam skid feeds the foam solution to tank area. The system shall be remote/ manually operated to
avoid inadvertent discharge of foam into the stored product. Remote operation shall be through the
control panel push buttons located at the control room. Manually directed foam monitors is
considered during Phase 1 design and foam is AR-AFFF 3%.

36.9 Foam Pourer System


Foam pourers shall be considered for all five storage tanks. Design density, discharge times shall
be 4.1 lpm / m2 of liquid surface area considered as per NFPA 11. The foam water distribution lines
to each tank shall have deluge valve. The corresponding deluge valve and the valve downstream
of the foam skid shall be opened when foam is required in a particular tank. Remote operation of
deluge valves is through the control panel push buttons located in the control room. Manual
operation facility at field shall also be provided through the manual release valve associated with
the deluge valve trim assembly.

36.10 Fire Extinguishers


Portable fire extinguishers shall be provided to enable personnel to fight small fires. Extinguisher

arrangement for the area having human presence shall be as per applicable international standards,
NFPA 10 & Local statutory requirements.

All tie-in connections shall be made from existing firefighting system. The tie-in connections needed
for Phase II tanks firefighting shall be tie-in from Phase I and confirmed at site during detailed
engineering. In case tie-in connections are not available, new tie-in connections shall be made as
per Phase II demand during detailed engineering
