. SCOPE
The South Pars / North Dome field is a natural gas condensate field located in the Persian
Gulf. It is the world's largest gas field, shared between Iran and Qatar. According to the
International Energy Agency (IEA), the field holds an estimated trillion cubic feet
( trillion cubic meters) of in-situ natural gas and some billion barrels ( billion
cubic meters) of natural gas condensates. This gas field covers an area of square
kilometres, of which square kilometres (South Pars) is in Iranian territorial waters
and square kilometres (North Dome) is in Qatari territorial waters. The project
known as the South Pars Gas Field Development, facilities will produce, treat and
transport reservoir fluids from gas field to facilities at Assaluyeh port at the north of
Persian Gulf, located approximately Km from offshore field. South Pars Phase , ,
and Fibre Optic Cable Network Project will establish communications between
offshore and onshore facilities.
This document is applicable to the Diving Operations at South Pars Phase , , and
Fiber Optic Cable Network Project and details the methods by which the J-Tube
Preparation, Cable Pulling and Cable Protection will be carried out.

. DIVING METHOD STATEMENT


This Method Statement objective is to describe systems and methods which will be used at
J-Tube Preparation, Cable Pulling and Cable Protection operation.

Nitrogen Narcosis is a reversible alteration in consciousness that occurs while diving at


depth. It is caused by the anesthetic effect of certain gases at high pressure such as
Nitrogen from compressed air. In order to eliminate the effect of Nitrogen Narcosis on
Divers and increase the safety of divers in depth, Nitrogen will be replaced with another
inert gas with no narcotic affects, Helium. As per IMCA D Surface Supply Mixed Gas
Diving operation and IMCA D Code of Practice for Offshore Diving, diving operation
deeper than m shall be carried out using Heliox and Surface Supplied Mixed Gas
Method.

Mixed gas diving operations are complex, requiring constant support and close
coordination among all personnel. Due to extended decompression obligations, mixed gas
diving can be hazardous if not properly planned and executed. Seemingly minor problems
can quickly escalate into emergency situations, leaving limited time to research dive
protocols or operational orders to resolve the situation. Each member of the diving team
must be qualified and be thoroughly competent in executing applicable operating and
emergency procedures. Safety is important in any diving operation and must become an
integral part of all operations planning.

DIVING SYSTEM
The level of equipment required to conduct a surface supplied mixed gas diving operation
will vary according to the work program however there are certain key elements required.

The following represent the key elements if a safe dive is to be performed and provided by
Diving Contractor:

 A dive panel and gas distribution system that has been purpose designed for surface
supplied mixed gas diving and is clearly marked to provide for suitable diver (and
surface or in-water standby) supply and the proper switch of gases in accordance with
the contractor’s diving tables;
 Provision of sufficient and suitable back up gas supplies;
 Provision of sufficient and suitable oxygen analyzers fitted with audio/visual alarms;
 Provision of a wet bell and deployment system, properly fitted out with adequate
onboard gas supplies in the event of failure of the surface supply;

 Provision of a secondary recovery system sufficient to manage the controlled ascent of


the bell in the event of failure of the main system. The secondary recovery system will
also need to be adequate to provide for the in-water decompression stages that many
tables call for.
 Normal decompression after a surface supplied mixed gas diving operation requires the
use of a deck decompression chamber (DDC) after the diver has returned to the surface.
Such a chamber is also needed for any possible emergency or therapeutic treatments
required.

Mixed gas diving operation will be planned and diving time and decompressions will be
calculated using latest US Navy Diving Manual – Rev . Section Volume Mixed Gas
Surface Supplied Diving Operations.

DIVING VESSEL
Diving Contractor will use RAHGOSHOYAN as DSV and diving platform for this
project. This is a normal utility vessel which will be equipped with Surface Supply Mixed
Gas Diving equipment. The specification of DSV is provided in attachment. During cable
platform preparation for FOC Landing operation and Landing Operation, DSV will be
positioned and moored on the platform Barge Bumpers or Boat Landing depending on
landing location for each specific platform. Detail of DSV mooring into each of the project
platforms provided in document Diving Vessel Approach Plan.

. CABLE PULLING PROCEDURE


This procedure objective is to provide generic steps to be taken in safely Pulling of
Submarine Cables on the offshore platforms. In addition to the following, job specific
Risk Assessments must be written for the task in hand by Diving Contractor, prior to
commencement.

GENERAL STEPS IN CABLE PULLING


The following are the generic steps of the Cable Pulling procedure assuming the J-Tube
pipe with messenger line is installed on the platform.

 Pre-installation top-side activities


 Transfer of rigging equipment to platform
 Over-boarding and installing electrical winch on the platform
 Connecting the Messenger Line head from J-Tube flange to winch

 Passing the Messenger Line head from Bell-Mouth side to Cable Laying vessel for
connecting to Cable end.
 Sending Diver to J-Tube Bell Mouth location to monitor the cable pulling operation
 Start Pulling with coordination with Cable Laying vessel
 Recovering all the floaters and returning to cable lay vessel
 After completion of Pulling, recovering the Diver from seabed.
 Removing the rigging equipment from platform and securing the Cable.

MESSENGER LINE INSTALLATION


The following are the generic steps of the Messenger Line Installation Procedure

 Pre-installation top-side activities


 Passing the Messenger Line with Weight Block, trough J-Tube
 Sending Diver with Access Rope to J-Tube Bel Mouth
 Retrieving the Weight Block
 Connecting the Messenger Line to Access Rope by Diver
 Passing the Access Rope end to winch on the platform
 Retrieving the Access Rope till end of the Messenger Line reach surface
 Secure both ends of Messenger Line on the J-Tube Flange
 Removing rigging equipment and winch from platform

DETAILED OPERATIONAL PROCEDURES


 Prior to mobilization of the vessel it must be ensured that:
- There are no loose items on the load that may fall off during movement of the load.
- All rigging for lifting has “in date” test certificates
- All Diving Equipment are in operational status and has related “in date” test
certificates
- All Diving Personnel has “in date” medical certificates

 Pre-installation top-side activities


- Confirm whether suitability for marine operations
- Platform activities to be approved by Platform Supervisor to ensure that personnel
on the platform are briefed on the procedures and have the necessary safety
equipment.
- Necessary personnel to transfer to platform
- Electrical winch to be transferred to platform and secured via messenger
- Job Specific Risk Assessment to be undertaken prior to lifting of any equipment
from the deck of the vessel at sea.
- Scaffoldings to be installed on work area above water.

- Crane checks to be completed and Crane Operator communications with Dive


control and Deck Foreman to be checked

 Pre-installation Subsea activities


- Diving Supervisor to complete pre-dive checks and ensure all permits to work are in
place
- All Dive Plans are to be raised and passed on to Diving Supervisor & Bridge as well
as Cable Lay vessel master.
- Diving Supervisor to ensure JSA is carried out
- Tool box talk to be carried out by Lead Diver with deck personnel and divers.
- Once diver is lowered he should to confirm that dive basket or wet bell and its clump
weight are clear of the platform, prior to swimming to the work site.
- No lift should take place over a diver’s head or umbilical hose

 Underwater Activities
- Diver to arrive at position on location of J-Tube Bell Mouth prior to start of pulling
operation and keep his umbilical clear from cable and wires.
- Diver to monitor the Pulling at all the time and ensure the cable is moving freely
with allowed bend radius at Bell Mouth.
- Diver must have clear line of communication with Diving Supervisor at all the time
and in case any adjustments on position of cable were required, inform Diving
Supervisor with ALL STOP in order to stop the Cable pulling prior to required
adjustments

 Perform as-built diver video survey


- Prior to as-built survey, divers to ensure that the worksite is completely cleared of
tools, equipment and soft line. ALL soft line is to be stowed in the workbasket and
NOT allowed to drift free.
- As-built surveys are required for both the topside and subsea installation of Cable.
- Divers to carry out as–built video survey of the J-Tube Bell Mouth.

. URADUCT® RISER AND RETROFIT CLAMP INSTALLATION


For Platforms without J-Tube, the cable will be protected by Uraduct® combined with
Retrofit Clamp system. This system provides a very cost-effective solution where cable
entry to a platform is not possible via existing ‘J’ or ‘I’ tubes

CABLE PULLING FOR PLATFORMS WITH NO AVAILABLE J-TUBE


The following are the generic steps of the Cable Pulling procedure assuming the there is
no J-Tube installed on the platform.

 Pre-installed top-side activities


 Transfer of rigging equipment to platform.
 Over-boarding and installing electrical winch on the platform.
 An access rope will be connected to Cable end at Cable Laying vessel.
 An Anchor Block with Snatch Block and a lifting bag connected over the Snatch Block
as floater will be prepared
 Divers will monitor and position the Anchor Block at location close to platform leg.
 Fiber Optic Cable access rope will be retrieved from Cable Laying Vessel and passed
through the Snatch Block by divers.
 Connecting the Access Rope to winch trough Hang-Off flange support I-Tube on the
platform
 Sending diver to Anchor Block location to monitor the cable pulling operation
 Start pulling with coordination with Cable Laying vessel
 After completion of Pulling, recovering the Anchor Block from seabed by divers
 Removing the rigging equipment from platform and securing the Cable

URADUCT® INSTALLATION PROCEDURE


The following are the generic steps of the Uraduct® Installation Procedure

 Pre- Installation top-side activities and rigging


 Scaffolding should be installed at above water level and around the area (leg, riser, etc.)
which the cable will be landed.
 Uraduct will be installed on the cable at Cable Lay vessel before deploying the cable to
sea for landing at platform.
 After completion of Cable Pulling operation, the cable will be secured on the platform
to ensure there is no movement and the Cable will not be lowered.
 Divers will align and temporary secure the Cable alongside the landing area (leg, riser,
etc.).
 At each m length, a Retrofit Clamp will be installed between Uraprotect and
platform leg and secured with cm width and mm thickness Stainless Steel Bandit
strap and Stainless Steel Buckle Clamps to secure the Uraprotect on the platform leg
 The cable will be secured to platform landing area (leg, riser, etc.) before reaching
seabed.

. CABLE PROTECTION PROCEDURE


This document objective is to provide generic steps to be taken in safely Protecting
Submarine Cables by use of Grout Bags on the offshore platforms. In addition to the

GROUT BAG SPECIFICATION


Dry grout mix will be prepared prior to mobilization and filled into layer Kg Industrial
Nylon bags. Later, grout bags will be loaded into wooden pallets and covered for sea
transportation to prevent. Approximately bags will be prepared for each J-Tube with
the following mixture:

- Portland Cement Type – Coarse Gravel as per ASTM C Standard

GENERAL STEPS IN CABLE PROTECTION - CABLES WITHOUT URADUCT


The following are the generic steps of the Cable Protection procedure for the cables
without Uraduct protection.

 Pre-installation top-side activities


 Preparing the Grout Bags for sending to work site trough Shot Line
 Connecting Shot Line by Divers from Vessel to Work Site at J-Tube Bell Mouth by
Divers
 Sending Diver to Work Site
 Connecting the Grout Bags to Shot Line and Shooting toward Work Site
 Diver will disconnect the Grout Bags from Shot Line and Placing Bellow J-Tube and
Over the Cable.
 Continue Shooting Grout Bags toward work site till Divers complete covering the
Submarine Cable for distance of m. Divers will be replaced if allowed bottom time
fulfilled.
 Removing Shot Line from seabed.

 Recovering Diver.

GENERAL STEPS IN CABLE PROTECTION - CABLES WITH URADUCT


The following are the generic steps of the Cable Protection procedure for the Fibre Optic
Cables with Uraduct protection. Although these cables are protected with Uraduct at
unburied areas, the cable should be stabilized against underwater movements and currents.

 Pre-installation top-side activities


 Preparing the Grout Bags for sending to work site trough Shot Line
 Connecting Shot Line by Divers from Vessel to Work Site at J-Tube Bell Mouth by
Divers
 Sending Diver to Work Site
 Connecting the Grout Bags to Shot Line and Shooting toward Work Site
 Diver will disconnect the Grout Bags from Shot Line and Placing Bellow the cable at
cable curve on the platform leg and seabed and over the Cable for distance of m at
every m till reaching m distance from each platform jacket.
 Continue Shooting Grout Bags toward work site till Divers complete covering the
Submarine Cable for required lengths. Divers will be replaced if allowed bottom time
fulfilled.
 Removing Shot Line from seabed.
 Recovering Diver.

SHOT LINE INSTALLATION


Shot Line rope will be used to send the Grout Bags directly to work site. The following are
the generic steps of the Shot Line Installation Procedure:

 Pre-installation top-side activities, a ½ Inch heavy duty rope will be prepared with Eye
and Shackle at one end.
 Connecting Shot Line to Vessel at Grout Bag storage area.
 Diver will send the work site with other end of Shot Line.
 Diver will connect the Shot Line with Shackle to Pad-Eye above the J-Tube Bell Mouth
 Diver will signal the Diving Supervisor to tighten the Shot Line from DSV.
 Diver will monitor to ensure the Shot Line is tightening sufficiently.

DETAILED OPERATIONAL PROCEDURES


 Prior to mobilization of the vessel it must be ensured that:
- All rigging equipment has “in date” test certificates
- All Diving Equipment are in operational status and has related “in date” test
certificates

- All Diving Personnel has “in date” medical certificates

 Pre-installation top-side activities


- Confirm whether suitability for marine operations
- Platform activities to be approved by Platform Supervisor to ensure that personnel
on the platform are briefed on the procedures and have the necessary safety
equipment.
- Necessary personnel to transfer to platform
- Job Specific Risk Assessment to be undertaken prior to lifting of any equipment
from the deck of the vessel at sea.
- Scaffoldings to be installed on work area above water.

 Pre-installation Subsea activities


- Diving Supervisor to complete pre-dive checks and ensure all permits to work are in
place
- All Dive Plans are to be raised and passed on to Diving Supervisor & Bridge as well
as Cable Lay vessel master.
- Diving Supervisor to ensure Risk Assessment is carried out
- Tool box talk to be carried out by Lead Diver with deck personnel and divers.
- Once diver is lowered he should to confirm that dive basket or wet bell and its clump
weight are clear of the platform, prior to swimming to the work site.
- No lift should take place over a diver’s head or umbilical hose
- Grout Bags are not allowed to be dropped to work site lose, all the grout bags must
be connected and sent to work site only trough Shot Line.

 Underwater Activities
- Diver to arrive at position on location of J-Tube Bell Mouth prior to start of
installation operation and keep his umbilical clear from cable and wires.
- Diver to monitor Shot Line status at all the time and ensure the line is tight and clear
at all the time.
- Diver must have clear line of communication with Diving Supervisor at all the time
and in case any adjustments required, inform Diving Supervisor with ALL STOP in
order to stop shooting the Grout Bags.
- Before disconnecting Grout Bags from Shot Line, Diver must assure all the dropped
Grout Bags has arrived at sea bed and must inform Diving Supervisor to stop
shooting activity on the vessel.
- While Diver disconnecting the Grout Bags from Shot Line, shooting activity must be
on hold till Diver remove all the Grout Bags and clear from Shot Line.

- Diver will place the Grout Bags under the Cable at J-Tube Bell Mouth forming a
Pyramid shape till ensure the gap between J-Tube Bell Mouth, Cable and Sea Bed is
fully covered. One layer of Grout Bag will be installed on top of the Cable.
- Layer of Grout Bags will be installed on the Cable for distance of m from J-
Tube Bell Mouth, bags on each side of Cable and one on top of Cable.
- After completion of operation, Shot Line will be removed and recovered to Surface.

 Perform Diver Video Survey


- Prior to Survey, divers to ensure that the worksite is completely cleared of tools,
equipment and soft line. ALL soft line is to be stowed in the workbasket and NOT
allowed to drift free.

. SAFETY
 All personnel working are to undergo platform-required orientation and safety training
prior start of work.
 Band Masks are not allowed for commencement of this activity.
 Platform personnel approval must be in place prior to utilization of the structure for
rigging.
 At no time will a load be allowed over the diver or the diver umbilical.
 All relevant Permits to Work are current at the place of work.
 All dynamic factors, surrounding structures, simultaneous operations, clearances,
should be identified and included in job specific procedures.
 Air/Electrical winches will perform the task of Pulling the Cable. Locations for
Air/Electrical winches will need to be considered carefully prior to any equipment
over-boarding.
 Rigging equipment must have valid test certificate and properly color marked for the
operation.

Note: Access, particularly in emergency recovery situations, as well as possible


abandonment should be assessed continuously throughout operation.
