GENERAL SPECIFICATIONS

ANNEXURE -I
FORM OF TENDER

1.1. Ruling Language :English

1.2. Mobilization Period :30 days

1.3. Completion Period : 11 months

1.4 Penalty for the delay of work :Dhs.2,500/- per day to the Owner and
Paid by the main Contractor : Dhs30,000/- per month to project manager and
: Dhs 8,500/- per month to the engineer.

1.5. Period of maintenance :365 days from the issuance of TOC(taking over
certificate).The certificate to this to be issued by
the engineer
after completing all maintenance works.

1.6. Quantities : The contract will be lump sum fixed price.


Contractor will be liable for the actual quantity
Variation in price will not be allowed due to
error or omission in the quantities or items or
in the computation of the Tenderer's price offer.
All items in the Bills of Quantities or Schedule
of Rates are to be priced and extended in ink
any alteration must be initialed by the person
signing the Tender.

1.7. Payment of materials at site : 50% of the BOQ price shall be invoiced

of the project and the surrounding finishes.

ANNEXURE –II

Scope of works:
Constructing of new mosque & Associated works, work to be executed as per the
drawings and specification and in full compliant with all authorities rules and regulation
of Directorate islamic affairs

GENERAL NOTES TO THE CONTRACTORS

2.1 General Condition of contract shall be as per the condition of contract laid by Civil
Engineering Constructions (International)- Fourth Edition (1987).

2.2. Mobilization of the work at site shall be within 15 days from signing the contract
agreement or as instructed by the consultant, which shall include the following:
- Site office (3m*4m) with all facilities (Toilet, Tel. , Fax, etc..) to be prepared for the
contractor and consultant separately.
- Temporary fencing to be provided as per the regulation of Sharjah Municipality. Parking
area for Consultant / Owner,project manager, Contractor, Subcontractors and Visitors to
be prepared with enough numbers.
- Temporary electrical and water supply to be arranged at site.
- All the requirements for starting the work to be completed as per the normal practice
and regulation of local authorities.
- 2 Nos. of the project perspective view and signage giving the project description along
with the Consultant’s name, main contractor and subcontractors shall be as per the
approved design on metal frame and the same shall be lighted and maintained during the
construction period.

2.3 Site preparation:


Contractor shall clear the site from any bushes, debris, plants etc. before starting the work.
The bidder is to familiarize himself of the site situation particularly on the raggedness of
the plot surface and all obstruction, which could hinder construction progress. The
matter is to be brought to the consultant's notice prior to submission of the bid.
Contractor has to keep in provision for the general leveling of existing ground.

2.4 The contractor must adhere to the latest rules and regulations of water supply/drainage
Dept. Civil Defense and Etisalat etc. In connection with the above service the contractor
shall approach the necessary authorities at times of need.

2.5. Selected contractor shall submit the sample chart of all the materials including
certification of genuinely for the consultant's approval & the same shall be made
available at the site for the entire tenure of the contract.

2.6. The selected contractor shall submit the detailed time programme (CPM) which shall also
indicate the clearances /details / drgs. etc., which are required from the consultants for
the uninterrupted work at site. The above said programme shall be submitted to the
consultant prior to commencement of the work at site. Testing, commissioning and
rectifying the defects, snags if any to be included in the original duration.

2.7. The selected contractor shall also submit the tentative cash flow chart required
for the uninterrupted work at site which is to be evaluated from the work progress chart.

2.8. Contractor shall depute for the full time engineer (more than 10 years experience) and 2
foreman on site to carry out the job as per the drg. and specification.

2.9 For all site meetings the main contractor shall depute qualified engineers of various
disciplines. viz. electrical, plumbing, air conditioning etc.

All the above personals mentioned in item no. 2.8 & 2.9 are subject to the final approval
of the consultant.

2.10. Shop drg. for electrical, plumbing, fire fighting Aluminum work and also any other drg
and coordination drawings to be produced by the contractor.

2.11. Taking over certificate will be issued only after the execution of the entire job as per
the scope of work of the contract & to the satisfaction of the consultant. This also includes
testing, commissioning and rectifying the defects if any 3 sets of as built drg. , O&M for all
services are submitted to the consultants along with the soft copy and original drawings,
statement that the sub-contractors received all their rights and that they have no claims,
Certificates of guarantee in original for all works in the project.

2.12. Defects liability period (Maintenance Period) shall be for one year and the same shall
commence from Date of issuance of (TOC)(taking over certificate). In this period
contractor shall rectify all the defects within 2 days from date of receiving the defect note
or informed by the Consultant failing which the same will be executed by hiring out side
agency and the cost will be reimbursed from the main contractor.

2.13 Payment terms shall be as under

(a) Advance payment if applicable shall be equal to 10% of contract value and shall be
released against bank guarantee .( Format of the guarantee to be provided by the
Consultant M/s Art of Architecture. ).
(b) Bill for interim payments shall be for minimum of 5 % of the value of the work & the
same shall be accompanied with detailed BOQ along with measurement sheets.
(c) contractor to submit the following prior to the issuance of The taking over certificate :
(i) 3 sets of as built drg. , O&M for all services are submitted to the consultants along with
the soft copy.
ii) All the guarantee certificate shall be handed over in original.

2.14. Retention money : - Performance bond equal to 10% of the contract value to be
submitted from a bank approved by employer and shall be valid till ending of Defects
Liability Period (DLP). (Format of the guarantee to be provided by the Consultant M/s Art of
Architecture).

2.15. The contract will be Lump Sum, fixed price. Adjustment for missing quantity or price
shall not be accepted .

2.16-Contractor shall include in his bid to execute all the civil works whatsoever and
are related to the jobs of the specialized agencies (Ref: items excluded) and are
not mentioned in the B.O.Q. viz.
(1) P.C. foundation pad for A/c out door units.
(2) P.C. foundation for dish antenna
(3) P.C. foundation for water tank etc.

Main contractor shall also co-ordinate with all the agencies involved in the
execution of the project.

2.17. All the jobs shall be executed to the consultant’s satisfaction.

2.18. The contract is a lump sum,fixed price further adjustment for all the missing quantity or
price shall not be accepted . No variation will be accepted unless it is an additional item
of work instructed by the employer/consultant & the same shall be recorded prior to the
commencement of the same.

2.19 The consultant reserves the right of shifting the location of service connection subject to
the site conditions and within the flat. viz. electrical points, distribution board, kitchen
sink, ceramic fixtures etc.
The location of the above shall be discussed with the consultant at the time of preparing
the shop drg. Contractor won't be paid any extra amount for doing the above unless it is
an additional item of work by numbers.

2.20. In case of any variation, the extra item of work shall be taken up only when the rate for
the same is finalized from the consultant/ his representative along with the consent of the
owner. The rate of an extra item shall be evaluated on a prorate basis from an identical
item for which the rate is already agreed in the contract document, and in case of a new
item, the contractor shall submit the detailed break up to evaluate the cost of the item.
Work order for the execution of an extra term shall be collected from the consultant’s
office prior to the commencement of the work at site.

2.22 The power conduits are to be laid through the slab and wall but not on the floor.

2.23. Contractor shall submit their list of sub contractor to execute all the services connected
with the bldg. for the approval by the consultant.

2.24 Contractor shall take up one number of mock up flat and the same shall be finished in all
respect including door, window, ceramic fixtures, filling etc. completely. This flat
should either be retained or redone before handing over the entire premises to the owner.

2.25 All the documents collected from the consultants office along with drgs. and also the fax
messages ( if any which are sent across clarifying the queries of the contractors)
becomes the part of the contract document and the same shall be stamped signed and
handed over to the consultants while submitting the tender document.

2.26 The tenderer may submit an alternative proposal to execute the concrete slabs by
using post tensioning .The consultant \ employer may accept or reject the proposal.
In case of acceptance , The contractor to submit full design on his cost for consultant
approval. The contractor will be fully responsible to obtain Sharjah Municipality
approval for the design.

2.27 The contractor to submit list of proposed subcontractors along with their bid. This list to
be of qualified subcontractors and they have to have previous experience of execution of
minimum 5 similar projects. The list will not be binding for the employer \ Consultant to
approve all or any of such subcontractors. Subcontractors not approved to be substituted
by the tenderer.

ANNEXURE - III

SPECIFICATIONS

3.1 EXCAVATION AND EARTHWORKS

The Contractor has to visit the Site and clear for himself , the actual average ground level
compared to the road level & the condition of the surface of the ground and the of sub strata
likely to be encountered in the excavation of the proposed development.

The methods of excavation which the Contractor desires to use shall be at the sole discretion
of the Contractor. The explosives may be used only with the Engineers written consent.

The final 6" depth of all excavations shall be taken out by hand unless allowed by the
Engineer otherwise and the bottom leveled and rammed immediately prior to placing
concrete.

A survey of the existing site shall be made and the results of same submitted to the Engineer
before commencement of the work.

Except where indicated on the drawings to remain undisturbed, the Contractor shall remove
all top soil, plants, roots vegetation, rubbish, rocks, etc. from areas lying within limits of
structures and from areas to receive fill, embankment, surfacing, road construction, concrete
or other construction.

Foundations shall rest on firm undisturbed soil free from loose materials.

Excavation shall extend a sufficient distance from walls, footings, etc. to allow space for
placing and removing shoring a form work, for performing all work in the excavation
occasioned by slips falls, wash-ins etc., shall be made good at the Contractor's expense with
mass concrete or approved filling materials as ordered by the Engineer's Representative.

The Engineer's Representative shall inspect all the excavations before commencement of
further work and the Contractor shall notify the Engineer's Representative when excavations
are ready for inspection.

The Engineer's Representative may instruct the Contractor to test the bearing capacity of the
soil in the bottom of excavation. Upon receipt of such instruction, the contractor shall
forthwith carry out such tests at his expense.

Should the bottom of excavation if found to be unsuitable as bearing surfaces as a result of


such tests or inspection by the Engineer's Representative, the Contractor shall excavate further
as directed until a satisfactory bearing surface is achieved.

No excavation shall be refilled , not any permanent work commenced until the formation has
been inspected by the Engineer's Representative and his permission to proceed given. If
required by the Engineer's Representative the bottom 150mm of excavation shall not be
removed until just before the commencement of construction of permanent work.

Sheeting and shoring shall be provided at excavations to ensure complete safety against
collapse of soil at sides of excavations, to provide protection of workmen and to prevent
damage to adjacent property, structures, paving and utilities.

The excavated material; arising from all excavations declared by the Engineer's
Representative to be suitable for fill is to be used as filling. All other filling material shall be
imported.

Filling and backfilling shall be placed in layers not exceeding 150mm thick (after
compaction). Each layer shall be uniformly spread and shall be moistened or dried by aeration
when required to ensure the optimum water content and shall be compacted uniformly by
hand or machine methods of specified density as follows:-

Filling under pile caps, footings, At least 98%


water & fuel tanks, concrete beds, side walks maximum dry
and other bearing situation density
Fill within 300mm. measured horizontally, At least 95%
of foundation wall, retaining walls maximum dry
edges of footings, and other below-grade density
vertical surfaces.
When machine compacted, compaction shall be by means of a 6 ton smooth wheeled roller.

3.2 BLINDING -PCC

The Contractor shall lay blinding to excavation where shown on the drawings or as directed
after inspection of the excavations by the Engineer. Sand blinding shall be clean sand
obtained form an approved source, concrete blinding shall be sulfate resisting concrete (1:2:4
mix) as specified in " Concrete Work" Section and on the drawings.
The surface of the blinding shall be floated smooth to receive the polythene sheeting.

3.4 POLYTHENE SHEETING

Cover the whole of the area under the concrete ground bearing slabs and elsewhere as shown
on the drawings and directed by the Engineer with polythene sheeting. The polythene shall be
1000 gauge nominal weight 0.92 kg \m2 manufactured by a manufacturer approved by the
Engineer.

3.5 FOUNDATION PROTECTION

All surfaces of block work below ground level shall be painted with 3 coats of Epoxy base
paint from Fosroc to the satisfaction of the Engineer.
All surfaces of pile caps, Foundations, Tie beams, retaining walls for basement or where
indicated on drawing shall be protected by self adhesive membrane 4 mm thick with proper
over laps. The membrane is to be specified and to be protected by 3mm protective board to
the approval of Engineer.

3.6 CONCRETE WORKS

Except where they are varied by the requirements of this specification the provisions of the
British Standard Codes of Practice BS 8110-1985- " The Structural Use of Concrete in
Buildings" be help to be incorporated in the specification.

Steel reinforcement shall be Qatary steel hot rolled mild, high yield steel deformed bars
complying with BS 4449.

The Contractor shall provide:-


1. Sufficient 150mm. cast iron cube moulds to enable him to carry out the requirements of
this specification.
2. BS Slump Cone, base plate and tamping rod.
3. Maximum and minimum thermometers, also thermometer to measure temperature of
concrete.
4. Suitable graduated measuring tubes for measuring the moisture content of fine aggregate.
5. Suitable weighting scales

Mix for structural concrete shall be designed by the contractor. The grade of concrete shall be
as shown on the drawings and as denoted by the minimum 28 day works cube strength and the
maximum size of aggregate. Cement for blinding and mass concrete shall be sulphate
resisting. Cement for reinforced concrete shall be ordinary Portland cement, unless otherwise
specified or approved by Engineer on the basis of Soil Investigation Report or any other
related information.

For pumped concrete , admixtures may be used in particular cases to increase the workability.
as there is likelihood of higher strengths due to their use, the requirements of average of four
cubes and that of an individual test result have to be correspondingly increased and those
figures shall be agreed upon at the trial mix stage.

Test cubes shall be made, cured and tested in accordance with BS 1881 Parts 101,108,111
&116.

Load Tests shall generally be in accordance with relevant clauses of CP-110_1972,


or in such other manner as may be directed by the Engineer.

3.7 FORM WORK.

Form work shall be constructed of timber , metal or other approved material shall be so
constructed as to prevent any loss of grout or fine materials during concreting. The materials
used shall be adequate to provide the required surface finish to the concrete after removal and
be sufficiently rigid to produce concrete surfaces true and plane as required within a tolerance
of 6mm in 4 m.

Form work shall be so designed and constructed that concrete can be properly placed and
thoroughly compacted.

Form work shall be firmly supported and adequately strutted, braced or tied. it shall be
capable of adjustment to the lines and dimensions of the finished concrete, and it shall be
sufficiently strong to resist, without excessive distortion, the pressure of concrete during its
placing and compaction, and other loads to which it may be subjected. It shall not be liable to
suffer distortion under the influence of the weather.

When concrete is to be vibrated, special care shall be taken to ensure that the form work will
remain stable and the joints tight.

The Contractor shall., if required, supply to the Engineer drawings and calculation for the
form work he propose to use.

Props and supports shall be designed to allow the form work to be adjusted accurately to line
and level to be erected and removed in an approved sequence without injury to the concrete.

Supports shall be carried to construction, which is sufficiently strong to afford the necessary
support without injury to any portion of the structure. This may mean in some cases that it
be carried down to the foundations or other suitable base.

Props and bracing shall be provided for the temporary support of composite construction
where separately specified.

All joints in form work shall be close fitting to prevent leakage of grout from the concrete.

All construction joints form work shall be tightly secured against previously cast or hardened
concrete to prevent the formation of stepping or ridges in ht concrete.

Form work shall be constructed to provide straight and true angles, arises or edges. Where
chamfers are shown on the drawings, the fillets shall be accurately cut to size to provide a
smooth and continuous chamfer.

Form work panels shall have true edges to permit accurate alignment at sides and provide a
clean line at construction joints in the concrete.

Form work panels shall be fixed with their joints either vertical or horizontal, unless otherwise
specified.

The material and position of any ties passing through the concrete shall be to the Engineer's
approval. Except where it shall be possible to remove a tie so that no part of it remaining
imbedded in the concrete shall be nearer to the finished surface of the concrete than the
specified thickness of cover to the reinforcement. Any holes left after the removal of ties shall
be filled with concrete or mortar of approved composition.

Sundries

Form work shall be provided to the top surface of concrete where the slope or the nature of
the work requires it.

Provision shall be made for forming holes and chases for services and for building in pipes,
conduits and other fixings shown on the drawings.

Where the early concrete strengths are not accurately known the following minimum times (in
days) shall elapse before removal of form work.

3.8 Block work:

To clear the site from all the hindrances & also to clean the site to commence the marking for
the block work.

The lay out of the entire block work wall shall be marked , the same shall be followed by
a layer of solid block which shall be checked and verified by the consultants
representative before going into mass construction & shall also follow timely instructions
given by the consultants representative

The following remarks shall be followed while executing the block works.
1. All the block work shall have expanded metal strip layer and the same shall be bonded to
the R.C. columns using approved galvanized metal ties.
(i) At every 4th course for 15 cm and 20 cm thick walls.
(i) At every 3rd course for 10 cm thick wall.
2. 10cm thick block work construction shall not be more than 120cm height at one
stretch. i.e. on one day.
3. Walls shall be carried up regularly with out leaving any part more than one meter
lower than another.
4. Line , Level and plump of block courses shall be properly maintained.
5. Broken blocks shall not be used except for bond.
6. Blocks cut for bond shall be done in a proper way. Irregular cutting shall be
avoided.
7. Block shall be soaked with water before being used.
8. Mortar shall be used with in one hour of addition of water and any mortar not
then used shall be discarded.
9. In all hollow block walls, solid block shall be used for closure , end blocks and
under in situ concrete and for block of special length and size.
10. All the block got broken or become loose while executing electricity/ any
service connection shall be set right by using new block and mortar or concrete.

3.9 Cement plastering:

(i). Preparation works as noted below to be completed well in advance of commencement


of plastering work.
a) All the service lines to be concealed in plastered area are to be completed and tested.
Cutting on plastered wall not be accepted.
b) Cutting made on block work for service lines in wider size shall be repaired by
concrete.
c) Approved expanded metal mesh to be provided at all joints between block

work / concrete and on the repaired surface of cutting made for services viz.
electrical, plumbing pipes etc..

d) Angle beads to be provided on all internal corners of walls, door and window
opening wherever plastering will be done & also in R.C. column projection. Sample to
be submitted for approval.
e) Stainless steel angle beads are to be provided on all external corners .
f) Key coat using cement slurry to be applied and cured properly on the surface to
be plastered and same shall be from approved supplier.
g) Necessary bonding agent to be added to the key coat mix applied on smooth
concrete surface.
h) Hacking to be done on concrete surface to roughen the area before the
application of key coat.
i) Plaster level pads to be provided to maintain the line, level and plumb.
j) Irregularities on the surface to be plastered shall be filled with mortar 24 hour
before plastering work
k) Joints in block etc. to be well raked out to form a good key.
l) All surface to be plastered shall be clean and free from dust, loose mortar and traces
of salt.

(ii). Plastering: Plastering shall be done by skilled masons and as noted below:
a. All the surface shall be thoroughly sprayed with water and free water allowed to
disappear before plaster is applied.
b. The mix proportion for plaster shall be as per drawing / specification.
c. The thickness of plaster shall be as mentioned the drawing / specification.
d. The plaster mix shall be completely used within 30 minutes of addition of water and
hardened mortar shall not be mixed but removed from the site.
e. Plastering shall be done in level and plumb.
f. Joints in the plastering shall be always be in zig zag manner and shall be raked upto
10m to form a key.
g. Finishing shall be adjusted as per the type of paint finish on wall and as instructed by
the consultant.
h. Plastering shall be taken for the entire surface leaving 20cm from the floor
slab level for flooring and skirting and the same shall be carried out after the flooring and
skirting.
i. Plastered surface to be maintained in a moist condition for at least three days.
j. Any part of work rejected by the consultant for bad workmanship or such other reason,
the area plastered to be removed and applied again by the contractor.

3.10 Flooring:

1. Shall be laid only when all the pipes which are related to the building services
(viz.Electrical, plumbing etc.) are laid & checked by the consultants' representative.

2. Level marks for the entire floor to be laid prior to the work commencement &
the same shall be verified by the consultants representative so as to ensure the
entire flooring in level.

3. To be laid on the compacted sub surface using cement mortar and washed black
sand

4. Stone edges adjacent to the wall surface shall be embedded within the cement plaster.

5. Flooring shall be cured for a minimum period of 2 days or as instructed by the


consultant before applying the grout.

6. All the joints shall be properly sealed using grout recommended by the consultant -
Conmix or equivalent.

7. All the pre polished stones/ pre polished tiles/ ceramic tiles shall be covered using
polythene sheets and gypsum screed & the same shall be cleared / cleaned before
handing over the premises.

8. Balcony, bath, toilet kitchen and O.T.S shall be water proofed using primer and
bituminous membrane recommended by the consultants.

3.11 Wall finishes:

i) Granite cladding:

a) Preparation works as mentioned for cement plastering shall be done except for
bead.
b) Shall be over the water proofing paint and rock wall insulation cladded with Aluminum
foil & the same shall be done to the nearest plumb and to the right angle at the edges.
The stone shall be fixed by dry fixing using stainless steel accessories as per the
British standard .
c) All the joints shall be sealed using recommended grout with colour pigment to match
the stone used or to be left as instructed by the Engineer.
d) Stone which meets at right angle shall have groove and polished edges.
e) Shop drawings showing all details to be submitted for approval before ordering material

ii) Ceramic tile cladding

a) Preparation works shall be as mentioned for cement plastering and shall be done
except for the bead at the corners.
b) All surface shall be thoroughly sprayed with water and free water to be allowed to
disappear before plaster is applied.
c) The surface to receive tiles shall be finished in cement plaster to the plumb level at right
angle with prior level points.
d) The tiles which meets at right angle shall always have shamphered edges.
e) Sample flat to be shown to the consultants for their approval prior to work.
f) Grouting shall be done using ready mix( Feb, Cormix) or equivalent as recommended
by the consultant.
