Dear Mayor Treñas:

This is in connection to Section 1, Article VI of Collective Negotiation Agreement between the


Iloilo City Government and Resource Employees Association of City Hall (REACH) which
explicitly states as follows:

“Section 1. The City Government shall grant members of the Association as


additional five (5) days as non-cumulative CNA leave privilege. The leave
application is subject to existing rules and regulations.”

It is worthy to note that this leave incentive has been long-established and practiced way back
your previous administration since 2001 until such time that it was questioned and later on
discontinued by Atty. Hernando Galvez last 2017.

Further, Mr. Rafael R. Marco, OIC Director V, Human Resource Relations Office, Civil Service
Commission, mentioned in his letter dated May 31, 2018 that their office can no longer issue any
comments on the CNA being registered with the CSC as it should be the union and
management’s responsibility to determine the enforceability or legality of the provisions agreed
in CNA. Hence, the provision above-cited can be enforced

In view thereof, the undersigned respectfully request for the implementation of the said CNA
Leave to be enjoyed by the members of the Association especially these difficult times of
pandemic. Rest assured that the Board of Directors will strictly adhere to any guidelines that will
be implemented relative thereto.
