The Union Cabinet, chaired by the Prime Minister, Shri Narendra Modi has approved the
Phase II of the Swachh Bharat Mission (Grameen) [SBM (G)] till 2024-25, which will focus on
Open Defecation Free Plus (ODF Plus), which includes ODF sustainability and Solid and Liquid
Waste Management (SLWM).

The program will also work towards ensuring that no one is left behind and everyone uses a
toilet.

SBM (G) Phase-II will also be implemented from 2020-21 to 2024-25 in a mission mode with a
total outlay of Rs. 1,40,881 crores.

Of this Rs.52,497 crore will be allocated from the budget of D/o Drinking Water and Sanitation

Remaining amount will be dovetailed from the funds being released under 15th Finance
Commission, MGNREGS and revenue generation models particularly for solid and liquid waste
management.

Financial assistance to the Gram Panchayats (GPs) for construction of Community Managed Sanitary Complex
(CMSC) at village level has been increased from Rs.2 lakh to Rs.3 lakh per CMSC.

Under the program, provision for incentive of Rs.12,000/- for construction of Individual Household Toilet (IHHL)
to the newly emerging eligible households as per the existing norms will continue.

The fund sharing pattern between Centre and States will be 90:10 for North-Eastern States and Himalayan States
and UT of J&K; 60:40 for other States; and 100:0 for other Union Territories, for all the components.

The SLWM component of ODF Plus will be monitored on the basis of output-outcome indicators for 4 key areas:
Plastic waste management,
Biodegradable solid waste management (including animal waste management),
Greywater management
Fecal sludge management.

The rural sanitation coverage in the country at the time of launch of SBM (G) on 02.10.2014 was reported as
38.7%.
More than 10 crore individual toilets have been constructed since the launch of the mission; as a result, rural
areas in all the States have declared themselves ODF as on 2nd October, 2019.

Swachh Bharat Mission - U - ODF+, ODF++, Water+
Sustaining and maintaining the toilets built under the flagship SBM - U was important. Hence, ODF+ and ODF++
were launched in August 2018 to further scale up and sustain the work undertaken by the cities after achieving the
ODF status under Phase I of the Swachh Bharat Mission — Urban (SBM-Urban).

According to MoHUA the cities that had been certified ODF at least once, on the basis of the ODF protocols, are
eligible to declare themselves as SBM-ODF+ & SBM-ODF++.

ODF+ and ODF++ are aimed towards proper maintenance of toilet facilities and safe collection, conveyance,
treatment/disposal of all faecal sludge and sewage.

While ODF+ focuses on toilets with water, maintenance and hygiene, ODF++ focuses on toilets with sludge and
septage management.

Announced in August 2019, Water Plus aims to sustain toilets by treating and reuse of water.

It contributes to the government’s focus on water conversation and reuse under the Jal Shakti Abhiyan and is in
alignment with United Nations-mandated Sustainable Development Goal No 6 on clean water and sanitation.

Swachh Bharat Mission - U - ODF+, ODF++, Water+
Next phase of Swachh Bharat Mission (Urban-2) — ODF+, ODF++ and Water Plus — is to be
completed by 2024

MoHUA has projected an investment of Rs 2,01, 757 crore for SBM (U) 2.0 during 2019-25

However, the funds for Swachh Bharat Mission Urban have been reduced by Rs 350 crore to
Rs 2,300 crore in the budget 2020-21.

Swachh Bharat Mission – Campaign and Report
Swachh Survekshan 2020 - Swachh Survekshan 2020 is the 5th edition of the annual urban
cleanliness survey conducted by the Ministry.

Swachh Survekshan 2020 is evaluated for each quarter on the basis of monthly updation of
Swachh Bharat Mission-Urban (SBM-U) online Management Information System (MIS) by cities
along with citizen’s validation on the 12 service level progress indicators.

Swachh Survekshan 2020 has been conducted in 3 quarters:


April – June
July – September
October – December 2019

These quarterly assessments will hold 25% weightage in the annual survey which is
scheduled to commence from 4th January 2020 across India.

Ranks for Swachh Survekshan 2020 have been assigned based on the population in two
categories of the cities :

1 lakh and above with sub-categories of


1-10 lakh
10 lakhs and above.

Less than 1 lakh (under this category, the rankings are given zone and population-wise).
It includes five zones namely, North, East, Northeast, South and West.

Indore (Madhya Pradesh) and Jamshedpur (Jharkhand) have topped the cleanliness charts
for two consecutive quarters among cities with over 10 lakh population and with 1 lakh to 10
lakh population respectively.

Swachhta Pakhwada Campaign : It is an environment awareness campaign under Swachh
Bharat Mission.

It is for achieving total sanitization and cleanliness under Swacchh Bharat Mission.

Under the campaign a theme wise “Swachh Bharat Fortnight” is being organized by different
Ministries.

It is a voluntary exercise and objective is to create awareness, target programmes, invite
pledges, spending of CSR etc.

It has also been followed by private institutions and corporates groups.

The 4th Anniversary of the launch of Shyama Prasad Mukherji Rurban Mission (SPMRM) On 21st February
2016.

In words of the Prime Minister, the objective is to develop the clusters with आत्मा गॉव की, सु ववधाएं शहर की’ by
providing all the basic amenities, infrastructure as well as economic development opportunities in an integrated
and timebound manner.

Undertaken by the Union Ministry of Rural Development, the SPMRM focuses on cluster-based integrated
development through Spatial Planning.

Rurban clusters are identified across the country’s rural areas showing increasing signs of urbanization - i.e.
increase in population density, high levels of non-farm employment, presence of growing economic activities and
other socioeconomic parameters.

The Mission aims to transform these Rurban clusters by stimulating local economic development, enhancing
basic services, and creating well planned Rurban clusters.

This would lead to holistic development of the region and encourage integrated and inclusive rural development.

Under the mission 300 Rurban clusters are envisaged to be developed in a timebound manner

Currently, total Central Share funds released till date is Rs. 1,842.97 cr.

Infrastructure planned in these clusters includes provision of 24/7 water supply to all
households, Solid and Liquid Waste Management facilities at the household and cluster level,
provision of Inter and Intra village roads within the cluster, adequate street lights and public
transport facilities using green technologies.

The Mission is seeking extension by 2 years to complete all the identified works.

NITI Aayog has recently shared with Ministry that based on learning from the success of the
Rurban clusters, a new and extended programme for over a 1,000 clusters in next 3 years may
be planned.
