Assessment Task 3
Investigative report of the Philippine Development Plan 2017-2022

The Philippine Development Plan 2017-2022 is the first medium term plan to be
anchored on the 0-10 point Socioeconomic Agenda and is regulate towards the Ambisyon
Natin 2040, “The Philippines by 2040: matatag, maginhawa, at panatag na buhay. The
country is a prosperous middle-class society where no one is poor. People live long and
healthy lives and are smart and innovative. The Philippines is a high-trust society where
families thrive in vibrant, culturally diverse, and resilient communities.”

On October 11, 2016, President Rodrigo R. Duterte signed Executive Order No. 5, s. 2016 approving
and adopting the 25- year long-term vision entitled AmBisyon Natin 2040 as a guide for
development planning. The PDP 2017-2022 was published by National Economic Development
Authority (NEDA). According to EO 5, the Philippine Development Plan 2017-2022 (PDP 2017-
2022) and the succeeding PDPs until 2040 shall be anchored on AmBisyon Natin 2040. In its
preamble, EO 5 recognizes the need for a “bold vision and effective development planning” based
on a “forward-looking approach that goes beyond a single administration”. It also emphasized the
centrality of people in development planning and their aspirations as requisite for the design of
government interventions to achieve development outcomes. AmBisyon Natin 2040 represents the
collective long-term vision and aspirations of the Filipino people for themselves and for the country
in the next 25 years. It is a vision, not a plan. A vision presents a picture of the future, a set of
personal life goals as well as ideals for the country; a plan, on the other hand, consists of a set of
strategies to achieve the goals. It is important to have a long-term perspective because securing the
means for improving people’s lives, which ought to be the metric for gauging economic progress, is
not a one-off event. Many of the problems requiring government action involve a combination of
social, economic, and institutional processes that take years to produce the desired results. This
endeavor requires sustained effort and persistence.
The PDP current plan aims to lay a stronger foundation for inclusive growth, a high trust
society, and a globally-competitive economy toward realizing the vision by 2040. Under the
current plan, the target is to reduce poverty incidence from 21.6% in 2015 to 14.0% by
2022. This goal is supported by three pillars such as:
 Enhancing the Social Fabric (MALASAKIT)
 Inequality-Reducing Transformation (Pagbabago)
 Increasing growth potential (Patuloy na Pag-unlad)
The NEDA team presented the goals of PDP 2017-2022 in such a way that it captures the
interest of the greater majority which is the Filipino people since the team use the tagalong
terms such as MALASAKIT, PAGBABAGO, and PATULOY NA PAG-UNLAD. As well as, they
provide a strategic policies, programs and projects for the next 25 years. On the other hand
it is great that the NEDA considered factors for the better formulation of the Philippine
Development Plan 2017-2022, these factors are as follows: Economic trends, Political
trends, Social & Demographic trends, and Environmental trends.

The Philippine Development Plan (PDP) 2017-2022 is a great start for the economic
development of the country and for the better future of the Philippines. If the Government
will continuously put effort and focus on the goals of PDP, it is not far to successfully
achieve it. Cooperation and maintaining its goals and vision is the key for the country to be
able become more a better place. If the PDP 2017-2022 will formulate right, Philippines
will not just attain it for over 25 years but it is possible that it will last for more than 25
years and for the next generation.

1. How will you assess its implementation in terms of combating the current plight
of the country’s economic situation?
The implementation of Philippine Development Plan enables the Philippines to
attain more economical growth and economical development. It also allows the country to
establish improvements not just in economy of the country but also in the lives of its
people, Filipino. Now, the country is in the middle of pandemic due to Corona Virus
commonly known as COVID 19, the Philippine currently looses financial and not capable to
support all the needs of every Filipino family since some Filipinos lose and don’t have job
which is their source of income. The government can use the PDP to formulate a plan on
how will the Philippines put in back and make better than before.

2. Where do you think the PDP fails? Defend your answer.


The PDP states four areas for strategic policies, programs, and projects over the next
25 years which as follows:
 building a prosperous, predominantly middle class society where no one is
poor
 promoting a long and healthy life
 becoming smarter and more innovative
 building a high trust society
But as of now there is still a lot of poor Filipino family that the government unnoticed
especially now that the country encounters a pandemic. And, the population of the
Philippines continuously rises so it means that there is a possible that poor people will also
increase. The increasing and decreasing of population of a country affects also the
economic development. The question now is, “how will the government successfully attain
the PDP goals?” now the country loses some finances due to pandemic. Will be the said four
areas above attain?. I think the PDP should also focus on how to decrease the poor people.
