Dear Sir,
With continuous discussion on the subject and your finally Pavement Design Report (Rev-6)
submitted by email dated 04-06-2020), we reviewed the design and concur our approval as below to
the following
I. Main Carriageway

2) The FRL has been proposed by EPC Contractor based on detailed hydrological analysis and
the submergence analysis due to drifting sand dunes.
3) The embankment and subgrade material is non-plastic, hence EPC Contractor will adopt the
appropriate methodology for side confinement to ensure edge compaction.
4) The considered effective subgrade CBR for pavement design is 14.0%, same has to be
ensured during construction and requisite record has to be maintained.
5) The 150mm GSB of Grading V has to be extended to full formation width including median
6) No construction traffic of gross weight more than 20 Ton (5ton front single axle & 15 ton rear
tandem axle or 7.5 ton rear single axle) is allowed over CTB layer. CTB mix design including
durability test has to be submitted for review at the time of execution. For CTB production,
plant must have cement weigh scale to know cement content, moisture has to be maintained
uniformly, compaction has to be done within compaction window, adequate curing has to be
ensued and also the in-situ strength of CTB layer has to be determined as per frequency of
section 14 of IRC:37-2018 and section 900 of MORT&H. Contractor to submit the
methodology for approval.
7) WMM has to be of high stability gradation and it has to be compacted at field to 100% MDD
as specified in clause 8.3 of IRC: 37-2018.
8) As per IRC:37-2018(Section 9.2, Page 30) that “ the design of pavement shall be carried out
based on the actual values obtained with field designed DBM/BC mix subject to maximum
values indicated in Table 9.2”. Thus, the assumed 3000MPa Resilient Modulus value of
Bituminous Pavement layers considered in pavement design report will be verified by testing
of approved bituminous mix, before commencing the bituminous layer at site. If in case the
resilient modulus of bituminous layer comes out to be less than 3000MPa, the pavement will
be redesigned with resilient modulus value of bituminous mix obtained from testing and the
Revised Pavement Design Report will be resubmitted to the Authority Engineer for approval.
9) The considered DBM mix volumetric Va=3.5% & Vbe=11.2% shall be confirmed after review of
DBM job mix formula at site. If the considered DBM mix volumetric will not be achieved DBM
thickness has to be revised accordingly. Also, the DBM layer has to be compacted to less
than 4.5% in-situ air-void i.e. 95.5% of Gmm as specified in clause 9.2 of IRC: 37-2018.
10) As there is BC layer only above the rich binder DBM, EPC has to take required pre-cautions
including Hamburg Wheel Rut Testing at maximum operating pavement temperature 70 OC to
avoid any premature rutting.
11) The top 200mm of earthen shoulder has to be CTSB as specified in clause 2.5 of Schedule
B and Clause 2 Deviation from the Manual, Anne-I, Schedule-D.
12) The pavement design would be reviewed as and when required if desired results are not
obtained at site.

It is deemed considered that ‘Design Director’ of EPC Contractor has approved the submitted
pavement design after checking by the ‘Proof Consultant’ engaged by the Contractor in
accordance with Clause 10.2.3 of Contract Agreement after due approval of NHAI.
The ‘Pavement Design Report’ may please be submitted formally with signature of ‘Design
Director’ and ‘Proof Consultant’, for our records.
Works shall be executed in accordance with design and methodology provided by the
Contractor duly reviewed by AE. Design and methodology cannot be changed without prior
notice and approval of the Authority’s Engineer.
