PROJECT PROPOSAL

PROJECT TITLE: FINALIZATION OF THE COMPREHENSIVE BDRRM PLAN OF


THE 27 BARANGAYS FOR MEDIUM TERM – 2019-2012

PROJECT PROPONENT: MDRRMO- BACO

IMPLEMENTING PARTNERS: PHIL. RED CROSS, DILG, BARANGAY OFFICIALS

I. RATIONALE

The need for any plan to have it revisited and updated is pragmatic, particularly the disaster
risk reduction plan , as it must be appropriate, suitable and applicable with the present
condition of our locality, in as far as disasters and emergencies are concerned.

Baco, being positioned in a low –lying area is not spared off from devastating catastrophies
like flood, typhoon, landslides and earthquake – all natural disasters in nature. This is the
reason why a planned action is necessary, as in all the actions that we are going to undertake
lies the safety and welfare of the Bacoenos.

Year on and year off, a new and revised disaster plan is made. This is not only as required,
but rather a responsibility of even the smallest unit of the society because with the challenges
we face brought by the impact of Climate Change and the abnormal weather pattern, a system
is necessary for an effective, efficient and timely implementation of plans, program and
actions that are all geared towards reducing the impact and limiting casualties.

With the creation of RA 10121, the local government can now adopt a disaster risk reduction
and management approach that is holistic, integrated and proactive in lessening the impact on
socio-economic and environmental development. Utilization of the 5% Calamity Fund now
warrants the local and national societies implement all the activities, plans and programs of
the 4 THEMATIC AREAS of DRRM in achieving a disaster – resilient community of
Filipinos.

In achieving the main objectives of DRR, there are strategies that need to be implemented,
and these could only be possible if there is a well- designed disaster risk reduction plan of the
local communities/ barangays to ensure that system mechanisms are somehow established.

For a barangay, having this compiled DRR /CCA documents and other tools, a unified and
systematic action of both the people at risk and the stakeholders can be realized.

II. OBJECTIVE

General objective :
In achieving the main objectives of DRR, there are strategies that need to be implemented,
and these could only be possible if there is a well-designed disaster risk reduction plan of the
local communities/ barangays to ensure that system mechanisms are somehow established.

That the barangay shall be able create this time a more comprehensive, all-inclusive,
medium term plan , using all the tools for planning , and to come up with a comprehensive disaster risk
reduction and management plan for medium term 2019-2022 that is implementable in the area , through
the strategies and plan of actions that are stated in the plan.

Specific objectives are:


1) That the barangay shall be able create this time a more comprehensive, all-inclusive,
medium term plan , using all the tools for planning , and to come up with a
comprehensive disaster risk reduction and management plan for medium term 2019-2022
that is implementable in the area , through the strategies and plan of actions that are
stated in the plan

2) So that the people and the community shall have the increased level of awareness to the
threats and impacts of all hazards, as well as the resultant effects to environment,
properties and economy.

3) So that the barangay, after having formulated the BDRRM Plan shall be able to
implement its plans, programs, and policies in accordance with the provisions of RA
10121 and within the context of DRRM.

III. TARGET PARTICIPANTS

The participants to the Planning/Workshop activity are the following:

 Barangay Captain
 Brgy Councilor for Environment or Peace & Order
 Brgy Councilor for Appropriations
 Treasurer
 Secretary
 SK Chairman

IV. METHODOLOGY OF PROJECT IMPLEMENTATION

1) The activity is a participative learning process with workshops, group work and output
presentation. Facilitators and resourced speakers will be discussing their assigned topics
and modules within the time allotted for them.

2) A Secretariat is very much needed in the whole duration of activity to ensure that target
or goal of the activity is achieved

3) The following important documents are REQUIRED for the training:


 Barangay Profile
 Existing BDRRM Plan
 Existing Contingency Plan,
 AIP,
 BDRT Organizational structure
 Disaggregated data of population
 Spot Map, hazard map, barangay map

Note: The above-mentioned are needed in the planning /workshop, as these


documents will form part in the making of the Comprehensive BDRRM Plan.

4) The Planning /Workshop shall be divided into seven (7) batches, each batch shall be
composed of 4 barangays, for 2 days per training:

5) FINAL DRAFT of the BDRRM plan is to be printed at the end of the activity, to be
reviewed, brushed-up and studied before its compilation/ bookbinding.

6) A certificate of participation shall be awarded to participants after the activity.

V. BUDGETARY REQUIREMENT

Lunch for 50 persons x Php. 100.00 = Php. 5,000.00

VI. VENUE OF THE ACTIVITY

The Finalization of the BDRRM Plan – of the 27 barangays shall be held at Café De Baco,
Baco Municipal Compound

VII. PROGRAM SUSTAINABILITY


After drafting of the plan, it will be presented to the Sangguniang Barangay for approval by
virtue of a resolution.

The strategies when necessary, like updating of the plan must be done after each disaster
incident. This is necessary to assess and evaluate how the strategies contained in the plan
contribute in lessening and reducing risk brought by the impact of disasters to the
community.
