• JIG sites operate to the JIG Standards.
• Currently 4 principal JIG Standards (Standards):-
− JIG 1 - AviationFuelQualityControlandOperatingStandardsfor
Into-plane Fuelling Services
− JIG 2 - AviationFuelQualityControlandOperatingStandardsfor
Airport Depots
− JIG 3 - AviationFuelQualityControlandOperatingStandardsfor
Supply and Distribution Facilities
For smaller airports (lessthan10MillionLitresp.a.)
− JIG 4 - AviationFuelQualityControlandOperatingStandardsfor
Smaller Airports

JIGStandardscanbeusedbyanyOperatorprovidingaviationfuelstorage,hydrant
orinto-planeservices(i.e.notjustjointlyoperatedsites).

JIGStandardsare
MinimumOperatingStandards

• JIG 1, 2, 3, 4 are Minimum JV Operating Standards:


− JVtoadopttherelevantJIGStandard(s)forthesiteandincorporateinto
theJVOperatingManual.
− JIGStandardsareenforcedbyJVParticipantsnotJIG.
− JVBoards/ManagementCommitteescannotagreetodeviatefrom
JIGstandardswithoutapprovalofeachJVParticipant’sJIG
Technical/PQrepresentativebyusingtheJIG Standards Variance
Approval process.
• JIG Bulletins areissuedtoadviseJIGsitesofchangestoJIGStandards
andtosharerelevanttechnicalinformation.
− JIGBulletinsneedtobeadoptedintotheJVOperatingManualand
actionsclosedoutwithinagreedtargetdates(e.g.JIGBulletin 36Sep
2010API15843rdEditioncompliance).

JIGStandardsVarianceApprovalProcess

• No deviations which reduce the requirements of the Standards shall


be made without the unanimous approval of International Head
Offices (**) of the individual JV participants. TheStandardsVariance
ApprovalCertificateisincludedasanAppendixtotheJIGStandards.
• Certificatesrequestingapprovalofanydeviationsfromthelatestissueof
theStandardshallbeforwardedfromthefacilitymanagementbyemailto
theinternationalparticipantcompaniesforreview.
• Internationally approved Standards Variance Certificates shall be
reviewed at least annually by the facility management and every 3
years by the international head offices of the participant companies.
• Whereapplicablenationalorregionallegislationrequirescompliancewith
astandardthatdifferstoJIGStandards,thisshallbeclearlydocumented.
However,theuseofVarianceApprovalCertificatesisnotrequired.

(**)‘approvalofInternationalHeadOffice’ meansapprovalbytheParticipant’sglobaltechnical
authoritywhoisresponsibleforprovidingassurancetotheParticipantthatJIGstandardsaremet.

JIGJVSiteStaffResponsibilities

• Itistheresponsibilityofthe JV Board of Directors (incorporated JV) or JV


Management Committee (unincorporated JV) toensurethatthefacilitydesign,
andthefacilityoperatingproceduresassetoutinmanualsandotherdirectives,
conformtoacceptableindustrystandardsandtoalltherequirementsofgovernment
authoritieswithrespecttosafety,securityandenvironmentalprotection.
• TheManager ofafuellingoperationshallhaveoverallresponsibilityforthefuelling
operationsunderhiscontrolandshallberesponsibleforensuringthatalloperations
arecarriedoutinaccordancewiththeagreedprocedures,andwithallgenerally
acceptedstandardsofsafetyandgoodpractice.
• TheManager shallbefullysatisfiedwiththequalityofthefuelstocksbeing
receivedfordeliverytoaircraft,andshallbeentitledtovisitsupplierfacilitiesand
makeanyappropriatetestsasmaybenecessarytoverifythequalityoffuelsupplies
• Theprimeresponsibilityofoperating staff istoensurethaton-specificationfuelof
thecorrectgradeisalwaysdeliveredtoaircraftandthattheoperationsarecarried
outinasafeandefficientmannertothesatisfactionofallparticipantsandtheir
customers.

JIGInspectionTrackingSystem(JITS)(1of2)

• Everyfacilityinwhich3ormoreJIGGuarantorMembersparticipateisinspected
annually inrotationbyoneoftheparticipatingMembers.
− Facilitiesinwhich2GuarantorMembersparticipatemayalsoelecttojointhe
programme,carryingoutinspectionsalternately.
• Inspections are carried out by highly experienced inspectors,certifiedbya
GuarantorMembercompany.
• Inspectionsarecarriedoutusing a detailed checklist,andfindingsand
recommendationsareuploadedintotheJIGInspectionTrackingSystem(JITS).
• TheJITSgeneratesareportthatincludestheinspector’soverall assessment of
theoperationasExcellent / Good / Satisfactory / Less than Satisfactory /
Poor.
• Thereport is circulated byEMailtotheJV Operator and Head Office
Participant Representatives.
• TheJV Operator closes out the recommendations, and updates the JITS to
showthestatusofeachrecommendation.
• TheJITS can produce management information toshowwhetherinspections
arebeingcarriedoutonschedule,whatthemostcommonfindings are,the
severityofthefindingsandthestatusofcloseoutofallfindings.

JIGInspectionRecommendations
• High Priority Recommendations
− Recommendations concerning fundamental QC, operational or safety
issues. The Inspector should agree an implementation target date with
facility Manager.
− To be closed at the earliest possible opportunity.
• Recommendations
− Non fundamental QC, operational or safety issues.
− To be closed by an appropriate target date.
• Recommendations Outstanding
− Recommendations shown in the previous JIG Inspection Report which have
not, in the opinion of the Inspector, been satisfactorily addressed.
− They should be closed by an appropriate target date.
• Other Comments
− Inspectors may provide additional comments on opportunities to further
improve the operation which should be considered and implemented at the
discretion of the JV.
• Action Tracking & Closure
− JV Manager to keep action status up to date on JIG Inspection Tracking
System.

JIGInspectionAssessmentRatings

• Excellent:Usedonlyforlocationswithaveryhighstandardof
operation.Therearenorecommendationsoutstandingfromthe
previousinternationalinspectionreportthatarewithinthecontrolofthe
facilitymanagementandthereareonlyafewnewrecommendations of
aminornatureinthecurrentreport.Staffarewelltrainedand
motivated,recordsarecompleteanduptodateandequipmentis
maintainedin“asnew” condition.
• Thefourotherpotentialratings:Good, Satisfactory, Less than
Satisfactory &Poor

JIGrecognizeseachsitethatachievesan‘Excellent’ ratingbyawardinga
CertificateofExcellence.

JIGwouldexpectallJIGsitestoaspiretoan‘Excellent’ rating.
