3 A RESOLUTION TO EXPRESS THE CONCERN


OF THE TITTLE ROCK BOARD OF DIRECTORS

4 WITH THE CONTINUED SERVICE OF KEITH HUMPHREY


AS THE LTTTLE ROCK POLICE

5 CHIEF; AND FOR OTHER PURPOSES.

7 WHEREAS, shortly after being selected as the chief of police for the Little
Rock
8 Police Department it was determined that Keith
Hump,hrey had judgments against him in

9 an Oklahoma court for failure to pay debts; and,

10 WHEREAS, these debts have still not be paid more


than a year after the acceptance

1.'t of this position as chief of Police which subjects him to suspicion


as someone who does

1_2 not follow through on his financial obligations; and,

13 wHEREAS, since Keith Humphrey has assumed the position


of Chief of police there

1,4 has been an increase in violent crime within the City of Little
Rock, Arkansas; and,

15 WHEREAS, the handling of protests on or near tlhe Arkansas


State capitol resulted

1,6 in damage to property and other problems and, among other things,
led to legislative

17 hearings as to whether the situation was handled proprerly; and,

18 WHEREAS, there has been a public and written expression by the command staff

19 of most members of the Little Rock Police Department with the manner in which
Chief

20 Humphrey conducts business within the Department; and,


1, WHEREAS' groups such as vrAc are not beingl utilized as they should be in order

2 to identify particular issues within the Department


arrd address them immediately; and,

3 WHEREAS, there is great disagreement within


the Department and a breakdown
4 between officers with fellow offices and officers and
s;upervisors; and,

5 WHEREAS, even with the creation of a citizen:s Review Board, and the operation

0 of an Independent Review committee appointed by


the Mayor, these problems continue

7 to exist;

8 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD


OF DIRECTORS OF THE CIW

9 OF LITTTE ROCK, ARKANSAS:

10 Section 1' The Board expresses its lack of confidence in the leadership
of police
1.r Chief Keith Humphrey and strongly urges the Mayor to consider this view and take
1.2 appropriate action with Chief Humphrey.

7 wHEREAS' the constitution of the state of


Arkansas guarantees that it is a right-to-work
state
8 and membership in a union is not required in
order to obtain or maintain emproyment;
and,

9 WHEREAS' a city in Arkansas is not required


to recognrize an authorized bargaining unit, but
10 is free to do so; and,

1.1 wHEREAS, since at least 198L the city of Little


Rock, Arkansas, has recognized Local 34 of
the
12 International Fire Fighters Association as the authorized
bargaining unit for eligible employees;

15 section 1' Local 34 of the International Fire Fighters A:;sociation is recognized by the City

to negotiate the terms and conditions of
17 employment for eligibre firefighters who work for the city.

EMPLOYEES TO NEGOTIATE THE

5 PURPOSES.

7 WHEREAS' the constitution of the state


of Arkansas guarantees that it is a right-to-work

9 WHEREAS' a city in Arkansas is not required

LI wHEREAS, for more than two decades the city of Little Rock, Arkansas,
has recognized
L2 Lodge 17 of the Fraternal order of police for
eligible police officers;

13 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD


OF DIRECTORS OF THE CITY OF TITTLE

1.4 ROCK, ARKANSAS:

15 section 1. Lodge 17 0f the Fraternar order of porice is recognized


by the City of Little

16 Rock, Arkansas, as the authorized bargaining unit


to negotiate the terms and conditions of
17 employment for eligibre porice officers who work for the
city.

18 Section 2' severability. ln the event any title, section, paragraph,


item, sentence, clause,
19 phrase, orword of this resolution is declared or
adjudged to be invalid or unconstitutional, such
20 declaration or adjudication shall not affect the remaining portions
of the resolution which shall
1. remain in full force and effect as if
the portion so declared or adiudged invalid
or unconstitutional

16 ROCK, ARKANSAS:

17 section 1' Lodge 994 of the American Federation of state


county and Municipal
18 Employees is hereby recognized as the authorized
bargaining unit to negotiate the terms and

19 conditions of emproyment for erigibre non-uniform


city emproyees.

20 Section 2. Severabitity. ln the event any title, section, paragraph,


item, sentence, clause,
21, phrase, or word of this resolution is declared
or adjudged to be invalid or unconstitutional, such
L declaration or adjudication shall not affect the remaining portions of
the resolution which shall
2 remain in fullforce and effect as if the portion so declared or adjudged invalid or unconstitutional
