1.0 PURPOSE
The purpose of this method of statement is to describe step by step the activities to be performed for
excavation and backfilling at Qayyarah power plant project. This method of statement is also set the
guidelines and quality control requirements for the construction team at site.
2.0 OBJECTIVES
Objectives are:
- Achieve high quality / and safety level in task performance,
- Enhance customer satisfaction,
- Complete the task in timely manner,
- Direct and control excavation and backfilling activities in a proper way.
3.0 SCOPE
This method of statement describes a proper technique that will be utilized during excavation and
backfilling work as per project specifications and contract drawings.

5.0 HEALTH, SAFETY AND ENVIRONMENT (HSE) REQUIREMENTS
5.1 General

This procedure is to be adopted on all sites where excavations are to occur. It is designed to ensure
that damage to existing services is kept to a minimum, thereby giving a safer working environment
for all employees and less unnecessary indirect and direct costs as a result of damaged services.
Arrangement for shoring, plant selection, access/egress, security etc. will be detailed in the method
statement for the activity. Where specific designs are required further information will be obtained
from the designer of the temporary works.

5.2 Service Location and Permit to Dig


5.2.1 Prior to Start of Work, The Contractors Health and Safety Plan will nominate a
Services Coordinator, of sufficient competency to carry out the role. More than one may
need to be appointed depending on the scale of the operational activity.

The service coordinator is responsible for the following:


- Monitor and check the Permit to Dig system.
- Updating of drawings (to include uncharted services, Statutory Authority diversions and
confirmed locations of charted services).
- Confirm (in writing) disconnections and isolations with Statutory Authorities and keep
records (use fax/email for speed).
- Keep staff informed of service locations.
- Make early contact with Statutory Authorities to get them to site (arrange meetings for
clarification) and give them the TR point of contact.
- Obtain contact names and telephone numbers of all Statutory Authorities.
- Contact all relevant bodies for information (include in this Gas, Electricity, Water,
Telecoms, Cable TV, Local Authorities, Local Estates, and our own temporary services).
- Contact the Engineer/Architect and obtain details of whom he has contacted for his
information.
- Check information obtained to ensure that Contract Drawings are correct.

A color-coded master plan should be drawn up by the Contractor for all known/charted ervices. This
must be kept up to date by the contractor throughout the life of the Contract.

The Services Coordinator should arrange a site awareness meeting to ensure that all staff are
aware of service locations, and given knowledge of the procedures for drafting and implementation
of the Permit to Dig system for all excavations. This meeting must be reconvened during the
Contract as new work opens up or Statutory Authorities are employed to install services (e.g. gas,
electric etc.).

The site must obtain good quality service location equipment to ascertain position and depth of
services. The Statutory Authorities must be asked to mark out their services on site, and positive
service identification by trial holing must be established (this may be particularly useful for services
difficult to TR i.e. plastic/gas/water/telecom etc.

5.2.2 On Site (after start)

The color-coded master plan for all known services must be displayed in a prominent
position.
Competent persons will be appointed to draft Permits to Dig.

Authority diversions and Permit to Dig must be included in the weekly program. From this, a
list of Permits required may be drafted and distributed to the relevant person / contractor.

All persons using service location equipment must be trained in the use of the equipment.

A survey must be carried out with the service location equipment for the full length of each
service and the location indicated on site by means of pegs/paint/visual bunting/referencing
etc. Record the depth and line of the service e.g. every 5 meters. This information must then
be transferred to the relevant Permit to Dig. Do not drive pins/pegs into the ground before
service depth is known.

All areas to be excavated must be surveyed even if services are not thought to be present.
If services cannot be located, the relevant Authority must be consulted.

5.2.3 Points to be followed during work


- All contractors, banks men and operatives must be made aware of the Permit to Dig and
Procedure for excavation. It must be fully understood that no work will be carried out
unless a valid Permit is held. Specific instructions must be given. This must be
highlighted and noted within any pre-order meeting held with a contractor.
- There must be no mechanical excavation within 0.5 meters of any service - cleaning out
the bottom of an excavation must be by hand.
- Hand digging must be by the use of spades and grafts, or picks with the point removed
(forks must not be used).
- Hand held power tools must not be used within 1 meter of the line of any service.

- Services to private housing are not likely to be shown on drawings - even small services
can kill, hand digging only is permitted around these services.
- If a cable is embedded or covered by concrete or tarmac, the Statutory Authority must be
consulted and requests made that the service is made dead prior to excavation. This is
their statutory obligation. If this is refused then the Safety, Health and Environmental
Department must be contacted immediately for further consultation. This must be done
before excavation begins.

5.3 Excavation Safety


5.3.1 Grounding Conditions

- All excavations will be assessed for support requirements regardless of the depth of the
excavation. Soil / ground conditions can vary greatly and often in short distances. It
should not be forgotten that 1 cubic meter of soil weighs approx. 1.3 tones.
- Adequate prior design consideration must be given to the ground conditions that will be
met, the method of excavation to be used, and the manner in which any support required
would be provided.

In summary, the following factors must be addressed in the design, planning and execution of the
works:
 Ground condition
 Surface water

Further advice and guidance on safe temporary slopes may be obtained from the Design Engineer
and the Safety, Health and Environmental Department.

5.3.2 Method of Excavation


Where an excavation has to be provided with support, the method to be adopted for the
excavation must be agreed upon with due consideration of ground conditions and
method of support as inevitably they will react with each other. The person dealing with
temporary support issues must liaise closely with the contractor regarding the suitability
of the plan to be used.

5.3.3 Basic Principals of Support


There are many ways by which excavations can be made safe to work in, avoid
settlement to adjacent land / property and allow work to proceed with minimum
hindrance. There are 4 fundamental principles:

- Battered sides
- Double sided support e.g. proprietary support systems
- Single sided with raking support where only one face of the excavation is involved
- Single sided cantilever support e.g. sheeting system

5.3.4 System of Supports


A variety of materials and methods may be used:
- Hydraulic struts with waling systems
- Shields or boxes dragged along as work proceeds
- Box or plate supports
- Special methods

Permanent Works as Temporary Support, the techniques available are:


- Diaphragm Walls
- Contiguous Bored Piles
- Secant Pile Walls

5.4 Related Safety Aspect


5.4.1 Means of Access
Safe means of access to excavations must be provided, as must easy means of escape
in an emergency. Ladders will be provided, plTRd in the supported part of the
excavation, secured near the top, projecting at least 1.05m above the excavation.
Access across excavations may be via gangways.
5.4.2 Barriers
Edges of excavations will be protected to prevent anyone falling into them. This may be
afforded by either covering them, or provision of rigid barriers. Non -rigid barriers may be
provided where access for persons or transport is not required, and these shall be
brightly colored. Spoil heaps set back from the excavation may provide an effective
barrier.

Where works are adjacent to public thoroughfares, then these must be adequately
fenced. Barriers or stop blocks will be provided where cranes, dumpers, lorries, tipping
vehicles etc. are operating to prevent them from maneuvering too close to the
excavation, or where vehicles have to tip material into excavations to prevent the vehicle
from overturning into the excavation. In this case, support of the excavation must take
into consideration the proximity of vehicles to the sides of the excavation.
5.4.3 Lighting
During hours of darkness, edges of excavations will be illuminated where there are
public thoroughfares. During winter, in deep excavations, shafts and tunnels, lighting will
be necessary to enable operations to proceed safely. Such lighting will be suitable for
use in the excavations.
5.4.4 Ventilation
The gases involved with excavations may be natural e.g. methane, Hydrogen sulphide,
Carbon dioxide, or may arise from vehicle engines e.g. carbon monoxide, leakage from
LPG equipment or underground storage, or from sewers. Air may need to be blown into
the excavation to disperse any potential gases. Gas monitoring may be required where
assessed under Confined Space Procedure (TRP/15).
5.4.5 Means of Escape
All persons will be instructed in escape and rescue procedures. These will be contained
in the method statement for the activity. Instruction will be in accordance with
Environmental Aspects & Health & Safety Risk Planning.
5.4.6 Working under Overhead Cables
- Any excavation works being considered under, adjacent to or alongside overhead power
cables will be carried out in accordance with the contractors Health and Safety Plan, and
in particular the section on avoidance of danger from overhead electric lines. In any case
the initial risk assessment must consider having the power isolated or diverted during the

works, where this is not possible, then as a minimum the following points will be strictly
adhered to:

- Contact and consult with the electricity supplier.


- Obtain the "safety envelope” for safe working distance from the power supply.
- Erection of barriers and protection for construction traffic.
- Additional precautions for plant and equipment, e.g. slew and height restriction insulated
jibs, etc.
5.4.7 Noise
Occupational and Environmental noise is a hazard in excavation, particularly in pile
driving. Noise will wherever possible be reduced at source. Noise measurements will be
taken as assessed and required to ensure that people at work are protected, and noise
pollution is minimized.
5.4.8 Excavation Inspection
Any excavation which is supported will be inspected:
- Before any person carries out work at the start of every shift, and
- After any event, likely to have affected the strength or stability of the excavation, and
- After any accidental fall of rock or earth or other material

A report of the inspection shall be recorded in the Site Inspection Register, or where statutory inspections
are carried out by a Sub-Contractors - Suppliers, then that company’s equivalent report.

6.0 PROCEDURE
6.1 Site Preparation
6.1.1 Existing Services
Site investigation shall be carried out and acquire information about site services might
have been placed/embedded below the ground. Services, wherever found shall be
rerouted and protected to place will not affect site activities.
6.1.2 Setting out
Site survey shall be performed to mark/stake-out the lines and levels of the objective
excavation for foundations as indicated in the approved drawings.
6.2 Excavation
6.2.1 The area to be excavated shall be properly marked and clear before starting the works.
6.2.2 The depth of excavation shall be periodically checked by the site surveyor to avoid over
excavation. the bank of excavated area shall be sloped 30 degrees and shall be
maintained to avoid a collapse of the bank into the excavated area.
6.2.3 All excavated material shall be kept a minimum of 1.0 meter from the edge of excavation
or shall be stockpiled to the designated area.
6.2.4 For all excavation activities, adequate safety barriers, sign boards, advance warning
signs would be used.

6.2.5 As soon as the excavation reaches the required depth/elevation the surface shall be
leveled and inspected.
6.2.6 Before the backfilling and compaction starts, it shall make sure that the excavated level
is free from standing water or excessive moisture content.
6.3 Backfilling
6.3.1 After excavation is complete and approved, backfilling shall be commenced using
specified, approved sub-base material. Care shall be taken to remove bolder,
vegetations and any other deleterious materials.
6.3.2 Thickness of the backfill shall be placed in layers as per approved foundation design
drawings. Backfilled layer shall be followed by compaction. Compaction test shall be
carried out once the surface is ready.
6.3.3 Compaction test shall be carried out by approved 3rd party inspector under te supervision
of TR QC engineer and client representative. Results shall be submitted to client for
review and approval where required.
6.3.4 Backfilling shall be followed for the next layers, where applicable, until final level is
achieved.
7.0 TESTING AND INSPECTION
7.1 All backfilling sub-grade materials shall be inspected and approved before use.
7.2 Compacted layers shall be test to the required dry density percentage as per project specifications.
7.3 Where compaction performed in layers, succeeding layer backfilling shall not start unless the
previous layer is approved by client. Verbal instruction is not accepted.
7.4 Compaction test report shall be sent to client as soon as received from the 3rd party.
