CIRCULAR NOTE NO. 16 OF 2020

Vacancies for the Post of Plant Mechanic

Applications are invited from qualified serving employees on the permanent and
pensionable establishment who wish to be considered for appointment as
Plant Mechanic in the Energy Services Division of the Ministry of National Infrastructure
and Community Development.

A. QUALIFICATIONS

By selection from among serving employees on the permanent and pensionable

establishment who: -

(a) Possess -
(i) the Certificate of Primary Education;

(ii) the National Trade Certificate (Level 3) in Refrigeration and

Air Conditioning issued jointly by the Mauritius Examinations
Syndicate and the Industrial and Vocational Training Board (IVTB)
[now Mauritius Institute of Training and Development (MITD)] or the
National Certificate (Level 3) in Refrigeration and Air Conditioning
awarded by the Mauritius Institute of Training and Development
(MITD) or an equivalent qualification acceptable to the
Public Service Commission; and

(b) have a knowledge of First Aid.

Candidates should produce written evidence of knowledge claimed.

B. DUTIES

1. To use properly and keep in good condition tools and instruments in general
use in the trade.

2. To diagnose, locate, remove and repair faults (including simple electrical faults)
on mechanical and air conditioning plants and equipment in Government
buildings.

3. To carry out cleaning and maintenance tasks including –

(a) cooling towers: check alignment of motors, grease bearings, remove

scales and paints;

(b) water chillers: check and adjust controls, check and charge
refrigerant, check and change oil, change oil filters and heater
elements;

(c) repair of piping insulation, strainers, condenser and evaporator

systems;

(d) fan coil units: clean filters three way valves, chilled water pipes,
check and drain trays and pipes;

(e) air compressor: check oil and carry out periodic servicing;

(f) repair and adjust pneumatic controls and systems and dampers on
duct work;

(g) air handling units: cleaning and maintenance of filters and filter coils,
belts, bearings and thermostats;

(h) pumps and fans: dismantle and repair when required;

(i) checking and maintenance of dosing equipment for water treatment;

(j) repair of butterfly and other valves;

(k) adjustment and welding of simple broken parts and pipes by arc/gas
welding;

(l) incinerator: clean photocells, water spray nozzles and prime diesel;

(m) routine maintenance on diesel engine of standby generators; and

(n) cleaning and maintenance of room air conditioners and installation

of window and split units when necessary.

4. To carry out tests on plant and equipment.

5. To operate plant and equipment, as and when required.

6. To read and interpret simple diagrams and carry out work to such diagrams.

7. To prepare estimate in regard to types and quantities of materials required for

specific works.

8. To assist Technicians in the performance of their duties.

 9. To remove and return materials from stores in accordance with established
procedures.

10. To keep records of work performed.

11. To operate lifts manually.

12. To perform such other duties directly related to the main duties listed above or
related to the delivery of the output and results expected from the Plant
Mechanic in the roles ascribed to him.

Note

Plant Mechanics may be required to work outside normal working hours

including Saturdays, Sundays and Public Holidays and on officially declared
cyclone days.

C. SALARY

The permanent and pensionable post carries salary in scale of Rs 13,010 x 260 –
14,050 x 275 – 15,150 x 300 - 15,750 x 325 – 17,700 x 375 – 19,575 x 475 – 21,950 x 625
– 23,200 x 775 – 23,975 a month, plus salary compensation at approved rates.
Appointment in a temporary capacity in the grade carries a flat salary of Rs 13,010
a month, plus salary compensation at approved rates.

D. MODE OF APPLICATION

(a) Applicants should submit their applications in duplicate, on the attached

proforma as follows: -

(i) Section A of the original to be filled in by the candidates and

submitted directly to the Acting Permanent Secretary,
Ministry of National Infrastructure and Community Development
(National Infrastructure Division), before the closing date for
submission of applications; and

(ii) the duplicate through their respective Supervising/Responsible

Officers who will forward it duly completed, to the
Acting Permanent Secretary within a week after the closing date.

(b) Photocopies of birth and other certificates and the National Identity Card
should be submitted along with applications and applicants should produce
the originals if and when called upon to do so.

 (c) The envelope should be clearly marked on the top left-hand corner –
“Post of Plant Mechanic”. Applications not made on the prescribed form
will not be accepted.

E. IMPORTANT

(i) Qualifications obtained after the closing date will not be accepted.
Only qualified persons should apply.
(ii) Incomplete, inadequate or inaccurate filling of the application form may
cause the elimination of candidates from the competition.
(iii) Applications not made on the prescribed form will not be accepted.

(iv) Applications received after the closing date will not be accepted.

(v) Only the best qualified candidates will be called for interview.

(vi) The Ministry reserves the right not to make any appointment following this
advertisement.

F. CLOSING DATE OF APPLICATION

Applications should reach the Acting Permanent Secretary, Ministry of National

Infrastructure and Community Development (National Infrastructure Division)
(Energy Services Division) Human Resource Registry, Level 4, Moorgate House,
Sir William Newton Street, Port Louis, not later than 3.30 p.m.
on Wednesday 11 November 2020.
