1.0 Purpose
To provide controls for an effective Driver and Vehicle Safety Management System which ensures
employee competency and driving safety while supporting business needs.

2.0 Scope
The requirements described in this Performance Standard apply to Weatherford locations under the
Operational Excellence & Performance System.

In cases where customer or regulatory requirements exceed this standard, the most stringent
requirements shall apply.

3.0 Definitions

3.1 Company Sanctioned Vehicle (CSV): Any company owned, company leased, company
rented or personal owned vehicle operated for the course of employment or where mileage
and/or a vehicle reimbursement is paid.

3.2 Collision: An event involving a motor vehicle resulting in an abrupt change of momentum or
an exchange of energy, where impact occurs between two objects, which results in a loss,
such as injuries to people, damage to property or work process interruption.

3.3 Heavy Goods Vehicle: Any vehicle that has a GVWR or GCWR of 4,500 kg (10,001 lbs.) or
more. This includes any vehicle that carries more than 15 passengers.

3.4 Light Vehicle: Any vehicle that weighs less than 4,500 kg (10,001 lbs.). This includes ½, ¾
and 1 ton pickup trucks, sport utility, crossover and other passenger vehicles used for
travel on business purposes.

3.5 Motor Vehicle Incident: Any instance where a company sanctioned driver receives a
citation or violates policy; a company vehicle or a company sanctioned vehicle receives
damage or citation; company personnel are injured (regardless of severity); third party or
object receives damage; or any violation of the requirements of this standard.

3.6 Motor Vehicle Record (MVR): A record of driving history that lists driver violations, also
referred to as a Driver’s Record.

3.7 Pool Vehicle: Any Weatherford vehicle used by more than one employee.

4.0 Requirements

4.1 Rules to Live By


This standard outlines the basic vehicle safety requirements ensuring operator
competencies, vehicle maintenance and safety. The following “Rules to Live By” have been
embraced by the company and shall be followed by all personnel operating a vehicle during
the course of employment.

4.1.1 I will ALWAYS drive to the conditions of the road and wear my seatbelt.

Drivers shall always operate at a safe speed based on the conditions while never
exceeding posted speed limits. Prior to putting a vehicle in motion drivers shall
ensure that all occupants have fastened their seatbelts.

4.1.2 I will ALWAYS take a break from driving whenever I am feeling fatigued.

Employees who are ill, physically impaired or fatigued have the responsibility to
notify their supervisor that they may be physically unable to operate a CSV in a
safe manner. Employees, who become sleepy, fatigued, experience nausea or
become otherwise ill, shall stop at the nearest place of rest and not proceed until
they are fit for duty.

4.1.3 I will NEVER use my mobile phone or drive distracted.

Drivers are responsible to remain alert and drive defensively, thereby the use of
any electronic device such as phones, pagers, computers, video displays and
other distractions to include wearing headphones, reading; personal grooming;
smoking or eating is strictly prohibited while driving.

4.2 General Requirements

4.2.1 Each region shall conduct transportation hazard assessments and implement
controls to minimize transportation risk.

4.2.2 Geographical areas that have additional risks (such as driving in snow and ice)
require additional training and other controls.

4.3 Driver Qualification Process

4.3.1 Employees driving on behalf of the organization shall undergo a qualification


process, which includes an initial assessment; establishment and review of their
driver qualification file; journey management records within eDMS; driver training,
evaluation and performance testing.

4.3.2 The employee supervisor is responsible for ensuring that CSVs within their areas
of responsibility are operated only by persons trained, authorized and licensed.

4.3.3 Employees are required to have a valid government issued driver’s license and
have completed the company’s Defensive Driving course on Employee Connect
prior to operation of a CSV, as well as any specialized licenses and/or
training/certification required by the corporate HSE department.

4.3.4 Employees operating equipment without the proper license and authority may be
subject to disciplinary action up to and including termination of employment.

4.4 Journey Management

4.4.1 Journey Management System shall be used to authorize, plan and monitor
vehicle travel. A journey plan shall be prepared for trips beyond a city,
municipality, township or metropolitan area in excess of 30 kilometers (20 miles);
travel to remote areas or during inclement adverse conditions; known
construction zones, hostile or other high risk areas.

4.4.2 The above requirement does not apply to journeys within towns or cities on
paved roads unless it is in a known construction, hostile or other high risk area.

4.4.3 Prior to initial use of any CSV the driver shall complete a pre-trip safety
inspection. Heavy Good Vehicles (HGV) inspections shall be documented on the
Trip Inspection Form and all other vehicles shall indicate that the inspection has
been completed by filling out the vehicle logbook located within the vehicle.

4.4.4 Vehicle registration, insurance card and applicable government inspections


(decals), trip inspection book/log shall be in all CSV and readily accessible. The
Regional Safety/Fleet Department shall identify, obtain, and provide any other
required documentation.

4.4.5 Company provided vehicle monitor systems (VMS) shall remain in good working
order. The use of any VMS not provided or authorized by the company is strictly
prohibited.

4.4.6 Where cargo is transported the driver shall conduct a safety review before
loading or unloading a vehicle. The driver shall ensure any cargo transported by
a vehicle is contained, immobilized or secured so as to prevent: leaking, spilling,
blowing off, falling from, falling through, dislodging and/or shifting. Employees
may refer to the Transportation Information Guide for more information.

4.4.7 Drivers shall ensure the vehicle complies with legal regulations governing
established maximums for vehicle weight and dimensions.

4.4.8 The driver and other pertinent parties involved in the shipment of hazardous
materials (including but not limited to those who prepare shipments for transport,
receive shipments, carry or otherwise handle hazardous materials) shall prepare
the shipment in accordance with the required standards and regulations as
outlined in the Procurement and Supplier Quality Standard GL-WFT-OEPS-L2-
14.

4.5 Vehicle Violations and Incidents

4.5.1 All drivers shall follow all driving laws, regulations and requirements established
by the company officials, regulatory and other recognized government agencies.
If the driver operates a vehicle in a manner that results in a convicted violation or
incident, the HSE Department shall assist the manager responsible to investigate
and document (as required) the case in the eDMS.

4.5.2 No employee shall be permitted to operate a motor vehicle while under the
influence of prohibited substances, controlled substances, alcohol or intoxicating
beverages as defined in the Substance Free Workplace Policy.

4.5.3 All motor vehicle violations and public complaints shall be submitted to
appropriate regional management for review and action as applicable and
recorded in WPTS and the pertinent eDMS Driver’s File.

4.5.4 All motor vehicle collisions and incidents shall be recorded in WPTS and the
pertinent eDMS Driver’s File.

4.6 General Driving Safety Requirements

4.6.1 Driving is one of the most dangerous tasks a Weatherford employee performs on
a regular basis. Although a driver may encounter many distractions, a driver’s
primary focus shall remain on driving to prevent injury and or death.

4.6.2 Whenever it is safe and possible to do so, all vehicles shall be parked in a “first
move forward position” by reverse parking or pulling through a parking space.

4.6.3 Vehicle recovery shall be carried out by trained and competent personnel or by a

3 party who specializes in such recoveries. For additional information
employees may refer to the Transportation Information Guide.

4.6.4 Authorized drivers may be permitted to operate a company vehicle for personal
use provided such use does not conflict with any company requirements,
branding, image guidelines or cause undue stress or impairment to the vehicle.

4.6.5 Company vehicles shall be driven by authorized employees only. This privilege
is not extended to any external party to include family members of company
drivers.

4.6.6 Company vehicles are prohibited from being used for recreational purposes,
including but not limited to towing or hauling recreational vehicles or anything
else not designated for company business. Towing of trailers is permitted in the
conduct of company business.

4.7 Safe Use of Company Sanctioned Vehicle

4.7.1 A company sanctioned vehicle (CSV) shall not have any political or derogatory
writing or stickers and shall not have any logo not authorized by the company
corporate Transportation manager.

4.7.2 A CSV shall not be structurally modified in anyway and shall have equipment
with either original equipment manufacturing (OEM) parts or aftermarket parts
that meet OEM specifications.

4.7.3 Firearms, weapons, radar detectors or "jammers" and other prohibited devices
are prohibited in a CSV.

4.7.4 Transportation of alcoholic beverages and/or illegal drugs/drug paraphernalia is


prohibited in a company sanctioned vehicle.

4.7.5 All CSV shall meet minimum safety standards and guidelines established by the
original equipment manufacturer (OEM) or the company.

4.7.6 CSV shall not be operated when prescription medication or over the counter
medications are taken that adversely affect the ability of the employee to operate
the vehicle in a safe manner. Employees have the responsibility to determine
whether a prescription would affect their performance by consulting their health
care provider

4.8 Collisions Involving a CSV

4.8.1 If an employee is involved in a CSV collision, the employee must immediately


notify their local HSE representative or his/her supervisor and shall not leave or
disturb the scene of the collision until cleared by HSE (unless directed by local
law enforcement or if injured and transported to a medical facility).

4.8.2 If the collision is on a public roadway and involves personal injury or property
damage, the employee shall immediately notify the local law enforcement.

4.8.3 If a police report was completed, the employee is required to obtain a copy of the
report and must provide it to their local HR representative. The report shall be
recorded in WPTS and eDMS.

4.8.4 If an employee is involved in a motor vehicle collision and is found to be at fault


or had a contributing factor, he/she shall have a temporary driving suspension
and will be required to complete a driver evaluation and refresher training before
being permitted to drive for the company.

4.9 Potential Consequences


Potential consequences if an employee is found to be at fault or found to have had a
contributing factor in a CSV collision include:

4.9.1 Employee’s first collision


Employee’s driving privilege is temporarily suspended until completion of the
collision investigation, refresher training and results of the drug and alcohol test.

4.9.2 Employee’s second collision within 12 months


Employee’s driving privilege is temporarily suspended until completion of the
collision, refresher training, performance testing and results of the drug and
alcohol test.

4.9.3 Employee’s third collision within 24 months


Employee’s driving privileges are temporarily suspended until completion of the
collision investigation, refresher training, performance testing and other
corrective actions deemed necessary and results of the drug and alcohol test. If
the employee is found to be fault or had a contributing factor, he/she may
permanently lose company driving privileges.

4.10 Other Types of Transportation

4.10.1 Any aircraft or marine vessels chartered by the company and under the direction
and control of the company shall ensure that they are operated and maintained
to applicable standards and in a safe manner.

4.10.2 In addition to the requirements listed above, employees operating a motorcycle


on company premises must be properly licensed and shall wear an approved
motorcycle helmet. Motorcycles are not authorized to be used as a CSV or for
the course of employment, unless approved by the Director of HSE.

4.10.3 Other motorized equipment authorized to be operated by government agencies


such as ATV’s (All-Terrain Vehicle), fall under the same rules as CSV, and
require proper internal training, testing and licensing.

4.10.4 Industrial equipment such as powered industrial trucks, mobile cranes,


construction equipment is not covered by this standard and fall under the
company’s Material Handling Equipment Standard GL-WFT-OEPS-L3-20 and
Forklift Operations Standard GL-WFT-OEPS-L3-21.

5.0 Responsibility/Accountability

5.1 Regional and Business Unit Management (Regional Driving and Vehicle Champion)

5.1.1 Will provide leadership and facilitate the implementation of the Driving and
Vehicle Standard by conducting field visits, audits and evaluations to ensure
compliance with the standard.

5.1.2 Will monitor HSE transportation safety issues and seek opportunities for
improvement by monitoring country and regional regulatory requirements to
ensure the Driving and Vehicle Standard remains in compliance.

5.1.3 Will ensure driver qualification requirements, including driver training and driver
evaluation, are completed prior to authorizing vehicle operation.

5.1.4 Will monitor, share and develop actions to mitigate negative trends identified by
motor vehicle incident, trip inspection or journey management statistic reports.

5.1.5 Will ensure that routine preventative maintenance is conducted at specified


intervals, as defined by the original equipment manufacturer (OEM) or corporate
HSE Department.

5.2 Corporate Transportation Manager

5.2.1 Will review, approve or deny requested exceptions and waivers against the
controls listed within this document.

5.3 Operation Managers, Supervisors and Leads

5.3.1 Will ensure operation compliance to the requirements detailed within this
standard.

5.3.2 Will ensure all drivers and vehicles under his/her responsibility meet the
requirements within this standard.

5.4 Employees

5.4.1 Will comply with the requirements listed within this standard and report any
driving or vehicle issues and/or problems to their immediate supervisor for action
and resolution.

5.4.2 Will complete the daily pre-trip inspection and ensure the safe operation and
preventative maintenance of vehicles.

5.4.3 Will drive vehicles in accordance with applicable local road regulations.

5.4.4 Will ensure all required documentation for their vehicle is filed in accordance with
approved record management systems.

5.4.5 Will report their monthly mileage for company reporting and performance
trending requirements, if utilizing their personal vehicle as a CSV.

5.4.6 Will provide a copy of a valid government issued driver's license to the Human
Resource department and shall immediately notify them anytime their driver’s
license has been revoked or suspended.

5.4.7 Will follow all the requirements listed within this performance standard. Failure to
follow company safety requirements may result in disciplinary action, up to and
including termination of employment.

6.0 Training

6.1 All employees who operate a CV or CSV shall be qualified as either a light vehicle driver or
a heavy goods vehicle driver in accordance with the company’s training and competency
program.

7.0 Performance Metrics

7.1 The HSE Transportation Safety Department shall generate incident rate calculations from
vehicle incidents and property damage reports obtained from WPTS.
