BACKGROUND

Bureau of Energy Efficiency (BEE) constituted technical committee for formulating chillers standard
and labelling program in India. First meeting of the committee was conducted on September 09, 2016 at
BEE office, New Delhi for the program introduction. The second meeting of the technical committee
was held on October 14, 2016, at RAMA office, Noida to discuss the Chiller market assessment, techno-
economic analysis, and implementation strategy, while the third technical committee was held on June
28, 2017 at BEE office, to discuss the implementation plan for Chillers Labelling program and type of
Chillers labelling -Comparative/ Endorsement. A core committee meeting was also held on 26th July
2017 at BEE office to define the scope of chillers (i.e., tonnage a type), mechanism for model
certification & its classification criteria, testing methodology to be adopted as per IS-16590.

Initiating the discussions in the fourth technical committee meeting of Chillers, Shri Sameer Pandita,
Director, BEE welcomed all the participants and presented a proposed way forward including the
Implementation plan for Check -testing and Certification mechanism, Energy efficiency norms
for Chillers & proposed administrative procedure including Labeling fee for Chillers.

DISCUSSIONS

1. BEE conveyed its intent of launching Chillers labeling program i.e., from 1st January 2019 under a
Voluntary phase and advised all Manufacturers to prepare accordingly for participation in the labeling
program. Manufacturers informed about the current mechanism of certification for Chillers which is
at the moment done using AHRI/Eurovent certification process wherein the series/group certification
of chiller Models is adopted through a selection software and Rating system adopted for Chillers'
through ISHRAE' Path A & B approach. BEE assured to explore possibilities to develop the chiller
labelling program taking into consideration existing mechanism adopted by the industry.

REGISTRATION PROCESS

2. The model registration process of chillers was discussed with the stakeholders wherein, BEE
conveyed that at the time of registration, it will accept test report (either physical or software) of
chiller models from a NABL/ILAC/APLAC accredited labs. Subsequently, all additional chillers of
the different type / capacity / classification / ratings /energy performance, manufactured may get
registered with BEE as new models and that each model shall be registered with validity period of 3
years for affixing the Star label.

3. Manufacturers submitted that present chiller certification mechanism adopted in India, was being done
by AHRI/Eurovent to certify the entire series of products/models covered by the rating/selection
software, instead of individual models and also informed about the upgradation of series of model in
selection software on regularly basis. It was mentioned that existing practise of derating a particular
tonnage Chiller based on customers' requirements impacting the original performance of chillers.

4. BEE requested NABL to chalk out a timeline for the accrediting the Manufacturers testing facility
and third-party labs as per IS 16590 and to put in place a Method /procedure for validating the software
used by the manufacturers as is done currently by AHRI/Eurovent. NABL clarified they shall initiate
accreditation of manufacturer's testing facility/third party labs as per IS 16590 as well as validation
of manufacturers' software. NABL informed that, they will discuss the matter internally and will
revert with the timeline to BEE.

5. Manufacturers submitted that a majority of the chiller manufacturers acquire chiller certification from
AHRI/Eurovent and if they are asked to accredit their labs also with NABL standards, then it will be
an additional cost implication .They expressed concerns over the time that NABL may take to accredit
manufacturer and independent labs and acquire capabilities to certify selection softwares for
certification of chillers. BEE clarified that, NABL being a government agency and a MRA signatory
of APLAC/ILAC is also internationally recognised and the manufacturers should take initiative to
seek accreditation of respective labs.

STAR RATING TABLE

6. Star rating table for both water cooled and air-cooled chillers was presented wherein the pre-
qualification criteria for chillers is to comply with a minimum COP level for becoming eligible for
seeking a star rating , additionally the chiller shall also be required to meet ISEER value to qualify
for respective star rating band accordingly. Manufacturers explained that the chillers are designed
according to client's requirements, sometimes the client require the chiller to run efficiently at full
load or at part load, and may lead to higher COP in case of full load and a higher ISEER at low load.
BEE agreed to explore feasibility of adopting both COP and the ISEER routes in its for compliance
of chiller with the requirements of labelling program in in accordance with IS 16590 based on the
inputs from Manufacturers representing RAMA.

7. Manufacturers submitted that in ECBC-2017, the IPLV values and COP are based on
conditions, and direct adoption of these values from ECBC into the proposed Star Rating Chiller
Program will not be appropriate citing significant difference in these values when tested in accordance
with the BIS 16590 conditions. BEE requested Manufacturers to provide data to support their claim
including physical test reports with values, calculations, formulas, graphs from actual tested chillers
and credible references along with the relevant consumer details.

REGISTRATION AND LABELIING FEES

Process details for company registration, model registration & renewal procedures along with
labelling fee details for affixing label on chiller model were also explained. However, Manufacturers
mentioned that additional cost implication for BEE registration process & labelling fee will be passed
on to the customers, and will escalate the cost of Chillers, to this BEE explained that these were
administrative costs and were only a small fraction of the actual chiller cost , it was also conveyed
that same procedure was applicable for all appliances under S&L program for registration under the
scheme. As regards the labelling fees, it was submitted that cost of check testing may be met out of
labelling fees submitted by the Manufacturers.
Proposed fees structure for the star rating program is as following : -
a. Company registration fees Rs.1,00,000, which is refundable
b. Chiller model registration fees Rs.2000.

c. Chiller model renewal fees Rs.1000.


d. Labelling fees- Rs. 5 per KW of cooling capacity.

CHECK TESTING MECHANISM

8. For check testing, BEE proposed manufacturers to share Manufacturing schedule, Delivery schedule,
Consumer details of the registered chillers, under BEE star rating program in advance prior to
initiating production. It was proposed to develop sampling plan based upon the production data and
production schedule shared by the manufacturers with BEE. Based upon this sampling plan, the
manufacturers will be intimated about timing for check testing of chiller model at their testing labs or
at any independent labs, which should be NABL accredited. It was conveyed that check testing might
be conducted in presence of BEE's representative. In situation, wherein a model fails to comply with
rated/declared/claimed energy performance, the manufacturer shall degrade the tested model
appropriately and shall re-register the failed model under the scheme against relevant degraded star
rating level. BEE will advertise the same in the national dailies. Manufacturers too voiced support for
strict Check testing mechanism for compliance of energy standards as per BEE norms.

Based on the detailed deliberations with the stakeholders, following decisions were taken: -

1. BEE requested NABL to chalk out and revert with the timeline for accrediting the manufacturer's
lab and independent test labs as per IS16590 and to put in place procedure / method for validating
of the software used by the manufacturers, to certify the energy performance of a chiller according
to Indian standards BIS 16590.

2. BEE will explore into the proposal of the manufacturers to group the chiller models of different
brands with similar physical and energy performance characteristics as a family of model for
registration with BEE.

3. BEE requested manufacturers to assist NABL in understanding present chiller certification and
testing procedure, so as to enable, NABL to accredit manufacturer laboratories and third party
labs, as per BIS 16590 and to be able to validate software used by the chiller manufacturers
presently to certify the energy performance.

4. On the matter related to differences between IPLV and ISEER values, pointed out by
manufacturers, BEE requested manufacturers representing RAMA to substantiate their claim with
physical test reports values, calculations, formulas, graphs from actual tested chillers along with
consumer details and also to provide details on ASHRAE's Path A & B rating system along with
process of Chillers' Series certification adopted by AHRI & Eurovent. Manufacturers agreed to
provide the same and assured to send the requisite documents within two weeks i.e. by 10th April
2018.

5. BEE informed the stakeholders, that next Technical committee Meeting will be convened in mid
of Apri112018 if necessary.

The meeting concluded with vote of thanks from the Chair.
