1. BACKGROUND
(a) UNICEF is a specialized agency of the United Nations with a mandate to advocate for the
protection of children's rights, to help meet their basic needs and to expand their opportunities
to reach their full potential.
(b) In support to its aid relief programmes and operations, UNICEF Bangladesh is planning to
engage qualified Contractors for the execution of civil works which may include the renovation,
rehabilitation or (re)construction of the followings facilities:
▪ Cold-chain rooms;
▪ Health Clinics;
▪ Primary Schools;
▪ Community centres;
▪ Water Sanitation and Hygiene (WASH);
▪ Warehouses;
▪ Office premises.
(c) Expressions of Interest (EOI) are invited from Contractors wishing to be prequalified to tender
for similar contracts and through the attached questionnaire establishing their capacities to
undertake such works.
2. SCOPE OF WORK
(a) The EOI is the first stage of a multi-stage procurement process. The objective of the EOI process
is to identify and prequalified Contractors that wish to be considered for selection for future
works with UNICEF and have suitable capacity, capability and experience.
(b) An Evaluation Committee comprising representatives of UNICEF will evaluate EOI applications
on the basis of the evaluation criteria set out in Section 4 of this Request for Expressions of
Interest (REOI).
(c) It is expected that prequalified Contractors will be invited to submit Invitations to Bid (ITBs) or
Request for Proposals (RFPs) when needs arise for project implementation purposes.
3. ELIGIBILITY REQUIREMENTS
(a) This REOI for Prequalification is open to all Contractors regularly registered and licensed to
operate in Bangladesh.
(b) To become eligible candidates shall demonstrate to have:
a. minimum of 5 (five) years of experience as a general contractor, and
b. successful completed at least 3 (three) contracts of a nature and complexity
comparable to the construction works required above (Section 1.b).

(c) Companies doing business with the United Nations are required to register online with UN
Global Market (www.ungm.org) and accept and comply with the UN Contractor Code of
Conduct (https://www.ungm.org/Public/CodeOfConduct).
4. EVALUATION CRITERIA
(a) Prequalification will be based on meeting the minimum criteria regarding their general and
particular construction experience, financial position, personnel and equipment capabilities,
and other relevant information as demonstrated by the Contractor’s responses in the
Submission Forms attached to this REOI.
(b) Contractors must have cumulated a minimum score of 60% to be prequalified.
(c) Incomplete or inadequate responses, lack of response or misrepresentation in responding to
any questions will affect the evaluation.
(d) Submissions shall be evaluated in accordance with the following criteria:

6. PREQUALIFICATION PROCEDURE
(a) The Submission Forms must be fully completed as per requirements stated in the annexures.
(b) Submission and acceptance of any Prequalification will not constitute a contract or part of a
contract between UNICEF and the Company;
(c) Any conflict of interest or potential conflict of interest either with UNICEF employees/ex-
employees or any other conflict of interest must be fully disclosed to UNICEF in this EoI or as
soon as such conflict or potential conflict becomes apparent. In the event of any conflict or
potential conflict of interest UNICEF shall, in its absolute discretion, decide on the appropriate
course of action. UNICEF reserves the right to evaluate individual or organizational conflict of
interest of the bidder vis-à-vis UNICEF it’s employees;
(d) The company by responding to this EoI agree to be bound by the decision of UNICEF;
(e) UNICEF reserves the following rights for this EoI:-
i. To request any additional information, which is considered relevant for the evaluation;
ii. Visit and inspect the company’s premises and its clients;
iii. Contact clients of the company/referees provided;

(d) ELECTRONIC SUBMISSION OF EOI (by email)
• All e-mailed submissions must be sent to eoibangladesh@unicef.org, the ONLY
ACCEPTABLE E-MAIL ADDRESS for receipt of Proposals. No other recipient
should be "Cc" or "Bcc" in the e-mail submission.
• All e-mail communication in relation to the submission must clearly indicate
“EOI for Prequalification of Contractors for Construction Works in
Bangladesh” in the "Subject" line of the e-mail.
8. ENQUIRIES
(a) Interested Companies are encouraged to contact UNICEF during the EOI stage should they have
any queries regarding any aspect of this EoI. Requests for clarification shall be in writing by
email and UNICEF will respond to the queries in writing by email.

In order to be considered as a potential Contractor, interested Contractors should return the following
forms as indicated in Section 6 of this REOI, including the Letter of Expression of Interest duly complete and
signed. Additional verification of any information submitted may be requested.
Note: The order and format of the items requested as presented in the forms here below must be
preserved.
