1. Purpose:

The purpose of this Method Statement is to provide guidelines to concerned personnel


regarding minimum requirements of House Connection Construction for individual property
to street sewer compiling with the contract document, specification, scope of works and AFC
drawings.

2. Scope of Works:
This document is limited to the following;

House Connection Construction Works which includes Trench excavation, Pipe laying, Beds
& Surrounds and Backfilling and Testing of the uPVC gravity sewer lines from Individual
house to street sewer through house connection chambers under the sewer network layout
design.

5. Responsibility
5.1 The primary responsibility of carrying out all the activities mentioned in this method
statement rests with the site in charge unless otherwise mentioned.

5.2 Project Manager shall supervise the Construction Manager / Site Engineer
/Supervisors. He is responsible to ensure that all the correct procedures have been
followed and all necessary permits for the work are obtained in advance.

5.3 Construction Manager directly supervises all the site engineer / surveyors / supervisors on
the site and has full control over the use of the labour, plant, equipment. He ensures that
the works are carried out in full compliance with the specified safety requirements.

5.4 Site Engineer / Supervisor - A full time site engineer or supervisor shall be available at
site when the works are in progress and is accountable for the works progress including
safety aspects.

7. Procedures:

1. Pre commencement works


2. Construction of Dry Connections
3. Construction of Wet Connections

7.1 Pre-Commencement Work Activity

 To transfer the issued Control Points & Datums throughout the Sewer alignment
/Property locations at agreed intervals with the Engineer.
 Transferred control points shall be jointly verified with the engineer.
 Issue of notification letter to the property owners with the assistance of PRO.
 To check and verify all existing chambers, cesspit/septic tank levels including
discharge pipe levels and ground levels coordinating with house owner if needed.
 Setting out sewer manhole and pipeline alignment.
 Making trial pits to facilitate surveying of existing services in the property and in the
sewer alignment.
 Property survey and property connection (house connection) design.
 To check the best position of proposed collection chamber in front of houses/inside
houses to prepare shop drawing and setting out.
 To conduct pre condition survey for the existing structures and to prepare the records.
 Submission of shop drawings for engineer’s approval. (Including approval for carried
over revisions, if any).
 Identify and obtain approval from municipality for dumping excavated materials and
stacking construction materials.
 To obtain approval for excavation from Muscat Municipality/ROP permission for road
cutting.

7.1.1. Execution.
 Before execution of house connection, the street sewer shall be laid as per the
approved drawings.
 The street sewer manholes shall be constructed with necessary stub out pipes to the
house connection chamber.
 The house connection chamber and the proposed building drain shall be laid as per the
approved lay out design.
 To maintain a log of all house connection recording the diameter, length, grade of the
connection pipe and its relevant elevation at the property line.
 To maintain a log for the obstruction crossed by the building connection, stating the
location, description and elevation.
 The temporary sewage collection system shall be provided during the construction of
house connection if needed.
 The uPVC piping between the house connection chamber and the street sewer manhole
shall be tested and simultaneously the plumbing survey to be checked by the engineer.
 Reinstatement work shall be done.
 The Construction of rider sewer shall be done after lateral/street sewer pipe line is laid
as per approved drawing.
 Construction of individual property connection shall be done by a two stage dry and
wet procedure.

7.2. The phase 1 and phase 2 are designated DRY CONNECTION works such that:

7.2.1 The Phase 1 deals for :

a) Issue of letter / notice to the property owner, followed by a house visit.


b) Surveying of the property to determine the existing internal sewage network,
cesspit/septic tanks size and location.
c) Production of design & shop drawing and approval of the engineer.

7.2.2 The Phase 2 deals for :

a) Construction of house collection chamber and the property chambers as per the design
and drawings including laying building drain pipes.
b) Construction of rider sewer pipe line with house collection chamber shall be carried
out outside property boundary as per approved design and drawing and to ensure by
plugging no waste water shall be allowed to go into main street work until the STP is
ready for receiving the sewage flow.
c) To ensure that the waste water flow from the house is not to be transferred to the street
sewer by plugging the outlet of property chamber and shall continue to flow to the
septic tank through Property chamber during internal drainage connection work.
d) Full compaction, back fill and reinstatement of the grounds to original state shall be
done.
e) Any pumping is necessary from the existing network to the septic tank during the
construction of the new chamber that shall be taken care of.
f) During the execution to ensure that all other services are not to be disturbed and to
reinstated if it is disturbed.

7.3 The phases 3 and 4 designated wet connection works such that:

7.3.1 The phase 3 deals for:

a. The third phase will commence when the Sewage Treatment Plant under contract no.1,
can accept sewage flow and when instructed by engineer.
b. Work shall involve the removal of the plug from the property chamber to allow the
flow to be redirected to the main sewer network.
c. The pipe connecting the property chamber to the septic tank shall be plugged.
d. Any pumping of wastewater from the existing network is necessary to the septic tank,
during the diversion of the flow it should be taken care of.

7.3.4 The phase 4 deals for:

a. Full decommissioning of the holding / septic tank.


b. Backfilling and compaction for the decommissioned tank.
c. The final short length of pipe between the property chamber and the property sewer
shall be installed simultaneously wastewater flow shall be directed to the new sewer
network.
d. As there is no option but to install a new property chamber in the location of existing
septic tank, connections for these properties shall be taken care of.
e. The property chamber shall be laid to the correct line and level.

8. Inspection and Testing

1. Inspection and Testing are to be done in accordance with the contract documents.

2. Before commencing the works, the individual property / house shall be inspected to ensure
that there are obstructions to the proposed network.

3. In accordance with the Project Specifications and quality requirement, applicable tests shall be
conducted for the sewer pipes. On satisfactory completion of the Inspection, by the Engineer,
or the Representative of the Engineer, clearance shall be obtained for the next phase of the
works

9. Health and Safety Environment

During site induction all personal will be made aware of the OWSE’s site rules, accident
reporting and site emergency procedures.

All personal will be issued with necessary PPE and will be expected to wear it at all times
on site. Special PPE will be issued as necessary in the hazardous locations following site
induction and or issue of a permit to work.

As each new area of work is approached, the site supervisor will hold regular Tool Box
Talk meetings with key personal and, in particular machine operators in respect of the works
to be executed, in which areas, and most importantly the factor of risk likely to be encountered
during each specific operation.

All areas of work will be supervised at all times. It will be the responsibility of each
supervisor to constantly assess the ability of each operative both before and during with regard
to the individual capabilities in respect of the work he has been assigned to do in both
experience, competence and most importantly, his ability to complete the work in a safe
manner without incurring risks to himself or third parties. Supervisory charge-hands will be in
possession of a set of documents related to method of work.

A suitable first aid box will be made available.

10. Quality Control

Quality control of the works shall be supervised by the QA/QC Engineer and the QC Inspector
of the related functions in accordance with the Quality Control Plan (QCP) Procedures and all
such inspections and records shall be maintained by them as per the contract requirements.
