CRITERION IV: INFRASTRUCTURE AND LEARNING RESOURCES

4.1 Physical Facilities


4.1.1 How does the university plan and ensure adequate availability of
physical infrastructure and ensure its optimal utilization?

The University has two campuses namely, the New Campus (Nuapadhi) and
the Old Campus (Januganj). Both the campuses have excellent infrastructural
facilities including separate buildings for Bio-technology, Population Studies, Social
Science, and Environmental Studies in New campus and Applied Physics and
Ballistics, Information and Communication Technology, Business Management in old
campus. Each building has adequate class rooms, seminar hall and well equipped
research laboratories with sophisticated instruments and computer labs with internet
facilities. Apart from these a centralized Library, administrative building, Post
Graduation Council building, Health Care Centre, Indoor sports complex, canteen
and guest house are available in the new campus. This campus has 5 hostels (3
Ladies and 2 Gents) and 20 staff quarters with all facilities. The old campus has
separate buildings for Directorate of Distance and Continuing Education and
Integrated B.Ed M.Ed (to be opened from 2015-16 academic year) with all necessary
facilities. This Campus also has well maintained guest house, canteen and library.

4.1.2 Does the university have a policy for the creation and enhancement of
infrastructure in order to promote a good teaching-learning environment? If
yes, mention a few recent initiatives.

Yes, Creation and enhancement of infrastructure to promote a good teaching-


learning environment is a primary concern of the University.
A few recent initiatives in this direction include:
• Wi-Fi enabled campuses.
• Smart class room for each department.
• Construction of 4 new academic buildings.
• Construction of HRD centre
• Video conferencing class rooms for both campuses
• Construction of a new canteen
• Fencing of each building for plantation

4.1.3 How does the university create a conducive physical ambience for the
faculty in terms of adequate research laboratories, computing facilities and
allied services?

Centralized laboratory/department laboratories are equipped with


sophisticated/ latest analytical instruments such as Scanning Electron Microscope
(SEM), FTIR, HPLC, 2D-PAGE, ELISA Reader, Dual PAM Fluorometer, Atomic
Absroption Spectroscope, Bomb Calorimeter, UV-VIS Spectrophotometer,
Fluorescence Microscope, etc. to serve research needs.
Other facilities such as scanner, printer and photocopy machines are
provided in each department.

4.1.4 Has the university provided all departments with facilities like office
room, common room and separate rest rooms for women students and staff?

Yes, all departments have facilities for office room, HOD room, individual
rooms for each faculty, common rooms for women students, separate toilets for
ladies and Gents etc.

4.1.5 How does the university ensure that the infrastructure facilities are
disabled-friendly?

Ramps facilitate access to the classrooms and labs in all departments.


Specially designed toilet facilities for the differently abled exist in all departments.
Efforts are underway to extend ramp facilities throughout the Universities.

4.1.6 How does the university cater to the requirements of residential


students? Give details of

Capacity of the hostels and occupancy (to be given separately for men and

All Students’ hostels are situated in the New Campus of the University
situated close to the staff quarters ensuing easy access to the academic instructors.
University has bus facilities for student transportation purposes.

Gymnasium facility, Yoga centre, Reading room with magazines, T.V. Room,
etc. are provided in all the Hostels.

4.1.7 Does the university offer medical facilities for its students and teaching
and non-teaching staff living on campus?

Yes, University has a separate health care centre in the New Campus comprising
of a doctor, pharmacist and four other staffs.

4.1.8 What special facilities are available on campus to promote students’


interest in sports and cultural events/activities?

• Students are encouraged to participate in state and national level cultural,


sports, and literary programs.
• Intramural and interdepartmental Sports, Literary, and Cultural competitions
are conducted annually and students are encouraged to participate in these
events.
• The Old Campus Seminar Hall is made accessible to students over the
weekends for cultural extravaganzas.

4.2 Library as Learning Resource.

4.2.9 What initiatives has the university taken to make the library “a happening

The university has created a perfect study atmosphere in the library. It gives
importance to assist in teaching, learning and research in the campus.

4.2.10- What are the strategies used by the library to collect feedback from its
users? How is the feedback analyzed and used for the improvement of the
library services?

There is a provision of grievance box/ suggestion box in a prominent place of


library. The representation / demand of the users are collected in a regular interval
and readdressed quickly

4.2.11 List of efforts made towards the infra structural development of the
library in last four years.

• A well furnished spacious building has been constructed for library in 2012-13
session.
• Basic infrastructures such as Reading Chair, Table Book Rack, Book Case,
Fans, A.C, P.D Rack have been added.
• 12137 numbers of books have been added during last 4 years to enrich the
collection.
• A computer lab with LAN facility has been set up within library to enable its
user to access e-journal through INFLIBNET consortia.
• Library Automation is under process for facilitating better access to the
students.

4.3 IT Infrastructure
4.3.1 Does the university have a comprehensive IT policy with regard to:

IT Service Management
At present, the university does not have any comprehensive IT policy.
However, the University adopts best practices for scalable and sustainable
implementation of all IT services. It provides computing and networking services such
as desktops, laptops, Wi-Fi based internet to all departments, library and offices.
Appropriate standards are followed for selection, purchase, setup and maintenance
of all computing and networking equipments, the choice of protocols for stored and
transmitted data security. Campus standards necessary for efficient operation of the
network and the computing resources have been defined and are followed.

Information Security
The University provides necessary and sufficient education and training to the
users of the computing and networking recourses so that they can understand the
importance of information security in general and exercise appropriate care while
handling confidential information in particular. It ensures that confidentiality is not
breached and information as well as computing and networking facilities are
accessed only by those who are authorized. The proxy servers are configured to
block spams and malicious attachments.

Network Security
The University follows appropriate safety standards for protecting information
against generic threats posed by computer hackers and intruders. Remote access to
the computing facilities is limited only to authentic users. Standard Firewall settings
are used for secure data transmission and restrict intrusion.

Risk Management
The sites with malicious contents are blocked so as to prevent the risk of
accessing unsecure stuffs from unreliable and harmful sources. Attacks on the
University network or systems are detected by University network and system
managers.

Software Asset Management


Procurement of computing and networking equipments are made through a
Common Purchase Committee comprising of the Registrar, Comptroller of Finance,
Heads of departments and IT Specialists. University strictly adheres to the Terms &
conditions of license agreements of IT resources software usage. It insists upon use
of licensed or open source software and strictly prohibits the usage of pirated and
unlicensed software. Licenses of all software are maintained by the system manager.

Open Source Resources


For judicious utilization of fund as well as not to violet the licensing
agreements in use of advanced software tools, the university emphasizes on use of
free and open source software. Availability of free licenses or open source products
is first checked before going for purchase of any software.

Green Computing
Green computing has become the global trend and necessity of the time.
Staying ahead in this trend of energy efficiency model, the University has replaced all
most all CRT monitors with energy efficient LCD/TFT monitors. Disposal of electronic
materials are completely prohibited in the campus. E-wastes are identified by the
respective departments and certified by the Condemnation Committee; and renewed
later under exchange schemes. Intranet and internet messaging facilities are used
adequately to reduce the use of papers, printers etc. Adequate greenery has been
created around all the departments and in the campuses to reduce the level of CO2
emitted by the machines. The University is planning to adopt government prescribed
write up process for disposal of e-garbage.

4.3.2 Give details of the university’s computing facilities i.e., hardware and
software.

Number of systems with individual configurations: 400 computers, 11 Servers


In the year 2002, before the establishment of the regular PG departments, the
computing facility of the University had comprised only one computer lab that had
set up though MP LAD fund. The facility that started with 20 desktop PC and one
server, has taken a mighty structure by now with seven different laboratories with
more than 400 personal computers and 11 servers.

Computer-student ratio: 1:2


The University has procured computers through several UGC grants and at
present it has an adequate number of computers in operational state to meet the
computer usage demand of the students.

Dedicated computing facilities:


The University has a central computing laboratory with all necessary
software, hardware and Internet facility, dedicated to the students and research
scholars of the University. In addition to this, every department have got their own
dedicated labs. The computing facilities in the University are operational in dual
modes; stand alone as well as client- server based. Every department have got
separate servers to which the computers of the department are connected through
Ethernet for server based computing. At the same time, every PC have its dedicated
and standalone OS and other software for dedicated use.

LAN facility:
Both Ethernet as well as Wi-Fi LAN with broadband Internet facilities are
there in all departments and office buildings. The Ethernet LAN and 48 Kbps dial up
Internet facility of 2002 have been upgraded into Wi-Fi LANs and broadband Internet
connectivity to provide seamless receive and transmission of data as well as optimal
and remote access of computing resources. Up-gradation to Fiber optic LAN and
inter connectivity of both the campuses are in the future agenda.

Proprietary software
A MAKE tool (Meteorological Analyzer and Knowledge Extractor tool) has
been developed by the PG department of I & CT under the DRDO CARS project
and is use by DRDO for weather analysis during missile launching missions.

4.3.3 What are the institutional plans and strategies for deploying and
upgrading the IT infrastructure and associated facilities?

The University frequently reviews the IT infrastructure as per the requirement


of the time. The IT infrastructure strategies are developed as per the guidelines of
state government as well as UGC from time to time. Software and hardware are
upgraded regularly and as and when a demand for the same arrives.

4.3.4 Give details on access to on-line teaching and learning resources and
other knowledge and information database/packages provided to the staff and
students for quality teaching, learning and research.

Students/ teachers/ research scholars are allowed to make use of the 24


hour, 360 day broadband Internet through Wi-Fi connectivity and access the online
resources from INFLIB.NET , NPTEL and all other freely available sources.

4.3.5 What are the new technologies deployed by the university in enhancing
student learning and evaluation during the last four years and how do they
meet new / future challenges?

Students are encouraged to do on-line projects. Teachers follow continuous


evaluation system through on-line assignment submission and collection.

4.3.6 What are the IT facilities available to individual teachers for effective
teaching and quality research?

All teachers are provided with computing facilities such as personal


computers, printers, scanner etc and have got free access to the broadband Internet
facility. Library is seriously considering to take on-line membership of standard
journals such as IEEE, Springer, Elsevier etc to facilitate research.

4.3.7 Give details of ICT-enabled classrooms/learning spaces available within


the university? How are they utilized for enhancing the quality of teaching and
learning?

Every department has got LCD projectors and all class rooms, Laboratories
have the facilities for use of LCD projectors. Teachers are able access and refer to
on-line resources from classrooms through Wi-Fi LAN.

4.3.8 How are the faculty assisted in preparing computer- aided teaching-
learning materials? What are the facilities available in the university for such
initiatives?

The university provides adequate computing facilities, un-interrupted internet


to access on-line research journals through INFLIBNET, study materials like NPTEL
(audio-visual) to the faculties to assist them to prepare computer- aided teaching-
learning materials. University has also planned to subscribe SODHGANGA and
JSTOR in near future. Necessary peer-group training is also provided to faculties
whenever required.

4.3.9 How are the computers and their accessories maintained?

Presently the system manager is responsible for maintenance of the


computing facilities available in University. However, the University is seriously
planning to take AMC for the systems as the numbers of equipments have gone
pretty high in number to be properly maintained by a single person.

4.3.10 Does the university avail of the National Knowledge Network


connectivity? If so, what are the services availed of?

National Knowledge Network connectivity had offered to the University by the


central government on 60:40 cost sharing basis. But, due to paucity of funds in due
time, University couldn’t avail this opportunity. However, University is trying to
implement this in near future.

4.3.11 Does the university avail of web resources such as Wikipedia,


dictionary and other education enhancing resources? What are its policies in
this regard?

Yes, access to Wikipedia, online dictionary and other technical and education
enhancing resources as well as accessing and downloading of open source software
are allowed using the University’s Internet facility. However, the firewall policy
prevents access to social networking sites and sites those are not suitable for an
educational environment.

4.3.12 Provide details on the provision made in the annual budget for the
update, deployment and maintenance of computers in the university.

The update, deployment and maintenance of computers in the university are


made under the subheading of purchase and maintenance of electronics and
electrical items. The detail of budgetary provision is given below.

4.3.13 What plans have been envisioned for the gradual transfer of teaching
and learning from closed university information network to open environment?

The University faculties and Research Scholars are actively engaged in


publishing books, research articles in journals, information are made available in

University website to transfer teaching and learning from closed university
information network to open environment. Further, the University is planning to
develop a Knowledge Repository in collaboration with Dept of ICT and Library which
could be accessible to the students and faculties of the university as well as affiliated
colleges. Apart from the students and researchers, the general public can utilize this
database to identify research areas of their interest and collect required information.

4.4 Maintenance of Campus Facilities


4.4.1 Does the university have an estate office / designated officer for
overseeing the maintenance of buildings, class-rooms and laboratories? If yes,
mention a few campus specific initiatives undertaken to improve the physical
ambience.

The University has a development section comprising development officer,


dealing assistant, electrician, plumber and University civil engineer and other
supporting section that manage the university maintenance.
Specific initiatives undertaken include
• Committees have been constituted to improve the physical ambience
• MOU have been signed with Local Industries to improve the physical
ambience

4.4.2 How are the infrastructure facilities, services and equipments


maintained? Give details.

The Development Section maintains the infrastructure facilities. A dedicated


team of electricians, plumbers, carpenters and other personnel provide round the
clock service to departments, hostels and quarters. In every department one of the
staff members is assigned to oversee the laboratories and equipment etc. He /She is
responsible for safe and smooth maintenance of the equipment, and facilities. Log
book is maintained to ensure entries and problems if any. The Heads of the
Departments supervise all the facilities. Annual Maintenance Contract (AMC) is
entered into for most of the services and equipment.
