43 The SECOM Chair, Dr. Ritzelda A. Deri, called the Quarterly SECOM Regular meeting to order at 9:00
44 in the morning of November 23, 2020.

46 B. Roll Call

48 The SECOM Secretary called the roll. Each member was recognized. The quorum was declared after
49 having more than majority of the members are in attendance.

52 C. Chairperson’s report

55 The SECOM Chair presented the update and report on the status of SSC Faculty scholars to the body.
56 Dr. Ricafort raised query as to the reasons of non-enrolment of some faculty scholars. The issue at
57 hand was properly addressed by the chair by presenting some of the concerns raised by the scholars
58 during interview which include but not limited to, late release of the stipend, difficulty of collection of
59 data due to pandemic, obligation issues, failure to prepare the software and failure to pass the
60 dissertation proposals. Dr. Ricafort also asked if the College made some interventions to resolve the
61 issues. The same, the Chair responded in the affirmative.

64 D. Approval of the provisional agenda

66 The SECOM Chair presented to the body the agenda. Thereafter, the body proceeded to the
67 examination of the provisional agenda of the meeting. There being no other proposed items for
68 inclusion in the agenda, the provisional agenda were approved upon motion of Dr. Ricafort and was
69 duly seconded by Dr. Estur.

71 E. Reading and approval of the minutes of the previous meeting
72
73 The SECOM Secretary read and presented to the body the minutes of the previous meeting dated
74 March 6, 2020. After reading the minutes, Dr. Ricafort moved for its approval which was duly seconded
75 by Prof. Bongalosa.

77 F. Matters arising from the previous minutes

79  Dr. Ricafort asked clarification if there is a timeline set for the revision of SECOM manual. The chair
80 answered in the affirmative stating that it is already included in the Universityhood plan of the
81 College by 2021.
82  Matter as to the inclusion of the non-teaching personnel in the Scholarship program was raised by
83 Dr. Estur. The Secretary clarified that the non-teaching staff are also entitled to the scholarship
84 programs as stated in lines 80 to 83 of the minutes of the previous meeting.

86 There having no other comments relative to the minutes of the previous meeting, the body moved to the
87 next item in the agenda.

89 II. Business Proper

92 1. Request for Transportation Allowance (Arch. Joseph Grulla and Arch. Jermel Grulla)

94  Dr. Estur informed the body that the applicants have already availed the transportation allowance
95 for a period of one year. She emphasized that the current application for the allowance is intended
96 only for the 2nd semester. Accordingly, the policy provides that such benefit shall be granted only for
97 two (2) years.
98  The Chair clarified the terms of granting the transportation allowance. She asked the HR as to
99 whether or not the transportation allowance has already been availed of by the applicants given the
100 fact that the said application is for their current MS other than their previous degree courses for
101 which they have already benefited by the said privilege.
102  Dr. Ricafort pointed out the existing contracts issued to the applicants. He stressed out that the
103 guidelines governing the granting of the transportation allowance need not be filed every semester.
104  Dr. Berdin inquired into the specialization being pursued by the applicants. The Chair stated that
105 the applicants are pursuing MS in Architecture.
106  The Chair asked the body if the applicants are still qualified to enjoy transportation allowance
107 without having incurred actual transportation cost at all considering that classes are being
108 conducted online. In response, Dr. Berdin mentioned that in the absence of any policy to the
109 contrary, the applicants are deemed entitled and qualified to such benefit. Thus, the mode of
110 learning is immaterial to the enjoyment of the said allowance.
111  Dr. Estur reiterated that as per summary of IPCR for 2019, the applicants are both qualified. Dr.
112 Ricafort stated that IPCR for 2019 shall be considered as per guidelines.
113  The body came into agreement that the HR will certify the applicants’ performance rating and will
114 be the one to furnish some available documents at the HR Office to make good of the deficiency in
115 the documents submitted by the applicants.
116  Dr. Ricafort moved for the endorsement of the application for transportation allowance by Arch.
117 Joseph Grulla and Arch. Jermel Grulla to take effect on 2 nd Semester of the AY 2019-2020 for
118 appropriate action by the SSC Administrative Council. The motion was duly seconded by Dr. Estur.

122 2. Request for study leave with pay under external grant (Engr. Delgado)

124  Prof. Bongalosa checked the requirements submitted by the applicant if the same are in consistent
125 with the SECOM manual. Prof. Bongalosa verified the docs. Prof. Bongalosa mentioned that the
126 applicant has just submitted the contract. All items under 1 to 9 of the SECOM manual are lacking.
127  Dr. Ricafort stated that some of the requirements can be obtained from the office of the HR. The
128 HR agreed to furnish the copies of the said documents except that item 9 and the copy of the OTR
129 shall be submitted by the applicant.
130  Dr. Ricafort suggested that the copy of the OTR and other pertinent documents must be submitted
131 upon hiring. He further stated that all the requirements must be first submitted before hiring the
132 faculty.
133  Upon verification, Dr. Estur found out that the OTR was already submitted by the applicant.
134 However, Dr. Estur specified that the applicant shall send a request from the HR for the issuance of
135 the said docuements but Dr. Ricafort argued that there was already an agreement that the HR must
136 be the one to provide it. Dr. Estur answered that the applicant has the obligation to submit the
137 documents to the office but for this purpose and for the meantime the HR will be the one to provide
138 such.
139  Dr. Berdin stated that forms are already done. She expounded that while these documents are in
140 the HR, the applicant must still make a request.
141  Dr. Estur agreed to furnish the said documents with exception to the following documents, to wit:
142 nomination letter from the department head; commitment form; and medical certificate which are to
143 be submitted by the applicant himself as per suggestion of Prof. Bongalosa and Dr. Ricafort.
144  Dr. Berdin focused on the issue of the qualification of the applicant and the Chair reiterated the
145 requirements and qualifications as per SECOM handbook. Dr. Berdin questioned the qualification of
146 the application with respect to the length of service. She asked the HR if the applicant has already
147 rendered service for two (2) consecutive years as permanent.
148  The Chair stressed that the College must be pro-faculty. Dr. Ricafort cited that there was already
149 precedence where the Board of Trustees approved application notwithstanding the length of service
150 of the applicant.
151  Dr. Estur elucidated that the lapses in the system shall be corrected. She highlighted that the
152 applicant is not qualified by reason of lack of number of years in service as permanent faculty
153 member. However, Dr. Ricafort supports the application of the applicant.
154  Prof. Bongalosa also explained that the policy expressly requires the applicant to have rendered
155 service for two (2) consecutive years as permanent before he can be entitled to the benefit. Prof.
156 Bongalosa invoked the espress reuirement of the SECOM manual. Prof. Susan Astillero and Dr.
157 Estur upheld the notion of Prof. Bomgalosa.
158  Dr. Berdin verified if the applicant has government service. According to Dr. Estur the records show
159 that there is none. Thus, Dr. Berdin suggested to toss it up to ADCO provided that the ensorsment
160 shall state its justification.
161  The body considered the issue as room for revision for highly technical courses.
162  Dr. Ricafort ask if the CHED defines highly technical fields and the Chair responded the she will
163 look into it.
164  Upon motion by Dr. Ricafort having duly seconded by Dr. Escoto, the application of Engr. Delgado
165 for two (2) years study leave with pay to finish his MS in Mechanical Engineering at MAPUA
166 University under DOST program to take effect on January 1, 2021 to December 31, 2022 pending
167 the submission of the nomination letter from the department head, commitment form, and medical
168 certificate has duly been endorsed to the ADCO.

170 3. Request for study leave with pay under external grant (Mr. Aldrin John Estonanto)

172  There being no issues raise on this matter, Prof. Bongalosa moved for the endorsement of the
173 application of Mr. Estonanto for three (3) years study leave with pay to finish his Ph.D Mathematics
174 education at De La Salle University to take effect on January 1, 2021 to December 31, 2022
175 pending the submission of the nomination letter from the department head, commitment form, and
176 medical certificate. This was duly seconded by Dr. Berdin.

179 4. Request for extension of study leave for one (1) semester (Mr. Edwin Balgemino)

181 Maam estur ask the certified true copies of grades if submitted. Ricafort stated that in the
182 attached docs of the applicant is the cert that he is already completed the compre exam but the
183 date of such is July 31 and Aug 2004. The Board granted 2 year study leave with pay but he
184 finished compre way back 2004. Dr. Berdin asked that mr balgemino if he took the refresher
185 and the status of his study leave. Get info directly from the applicant re: his status. The
186 chairman asked if it would matter the program already granted to him before to his current
187 application. The issue is the granting of the extension of 1 sem. Contact took effect 1 st sem
188 AY 2018-2019 to 2nd sem 2019-2020 MA in Public Ad at BU.

190 Issue: endorse or not. Dr. Berdin mentioned that the applicant is one of the fac
191 members who have no Master’s degree. Ricafort it should be endorsed
192 otherwise he cannot finish his masters. Dr. Berdin endorsed the application for
193 the reason that he submitted the docs, and in pursuit of the the program.

227afternoon of the same day upon motion of Prof. Bongalosa which was duly seconded by the body.
