2.1. June 18, 2020 - City Hall of Florencia, Department of Caquetá
Promote development on a human scale in the inhabitants of Florence, generating favorable conditions for
regional, national and international integration. The generation of capacities and opportunities will be the
benchmark for building an orderly, more inclusive, safe, democratic and sustainable city model.

awareness of their value at the local, national and international levels
 Carry out a meeting of ancestral managers and experts to promote interculturality in order to

4. ABOUT THE PROJECT


4.1. Project duration: 12 months
Start Date: January 21, 2021 to January 21, 2022
4.2. Brief summary of the project:

The municipality of Florencia was founded on December 25, 1902 by the FRAY DOROTEO DE
PUPIALES, the land occupation of what is now the municipality of Florenci, dating back to long before the
Spanish Conquest, occupied at that time with numerous tribes indigenous of which there are still some,
among which the Andakíes, the Huitotos and the Coregokan stand out, who have traditionally inhabited
the banks of the Hacha and Orteguaza rivers.

In the decade of the 50s and due to the consequences generated by the political violence that the country
was experiencing, the first immigrants from the center of the country began to arrive, which caused the
growth of the farmhouse giving rise to the first neighborhoods of the city of Florence. From here onwards,
the development of the colonization of the territory by the different cultures of the interior of the country
began, such as Huilense, Tolimense, Costeña, Paisas, Valluna, llanera among others. This diversity has
not allowed Florence to be culturally recognized by the country and the world, so it is essential to build the
cultural identity of the municipality of Florence, which allows it to be identified and recognized not only for
the level of violence and drug trafficking, but for being a culturally innovative city recognized for its
musical air,
4.3. Country context and project complementarity with other regional, national and local policies / measures /
programs / projects
The urban area of the municipality of Florencia is made up of 213 neighborhoods, distributed in 4 communes
and the rural area is made up of 7 townships and 184 sidewalks, which house 173,011 inhabitants (2020
DANE Projections), it is estimated that 20% of the inhabitants of the municipality of Florence live in
subnormal settlements made up of low-income housing, as a consequence of the difficulty of access to land
and to housing worthy of legitimate ownership, due to the absence of inclusive economic alternatives and
the low institutional capacity to provide solutions housing for families in vulnerable conditions and in extreme
poverty, directly affecting the functional and productive structure of the Municipality. The development of the
productive sectors of the municipality of Florence, They are severely limited by the isolation of the region

from the markets of the other departments, the scarce endowment of resources and road infrastructure and
so on, and the small size of its internal markets. The main economic activity is in the agricultural sector,
which is characterized by its development in extensive livestock farming, with a low degree of investment
and capitalization, where traditional production practices prevail, with little use of modern techniques,
machinery and agricultural implements. The limited development achieved in the region makes it highly
dependent on national contributions, which represent a significant proportion of the region's output. Most of
the basic articles for the support of families come from the interior of the country.

Florence only has a public cultural setting for its population, which is not appropriate to meet the artistic
demand of the municipality, leaving the children, the elderly and the most vulnerable population off the
stage. The problem also originates from the low promotion and stimulation of events and festivities in the
municipality of Florence, which is evident in the number of Florence artists participating and being
promoted within the country. At the municipal level, the Ministry of Culture, Recreation and Sport works,
which needs to be strengthened administratively and budget-wise. Therefore, it is imperative for the
Florentine community to build a cultural identity, in terms of music, dance, costumes and gastronomy that
allows not only the cultural dynamism,
At the National level, the development plan 2018 - 2022 "Pact for Colombia, pact for equity" frames the
development of culture in the 10th pact for the protection and promotion of our culture and development of
the orange economy. Thus, the program in its objective 1. Generate conditions for the creation, circulation
and access to culture in the territories whose strategy is to articulate the different levels of government for
the design and implementation of policies with a territorial focus as well as to improve and To qualify the
artistic and cultural training so the municipality through the Ministry of Culture this year developed the project
of agreement for the creation and institutionalization of the schools of artistic and cultural training in
Florence.
On the other hand, objective 2. Mentions Protecting and safeguarding the memory and cultural heritage of
the nation, which has as a strategy memory in the hands, projects are being implemented that allow the
development of a workshop workshop of ancestral knowledge in the different indigenous ethnic groups of
the region.

Based on the above, the project is articulated with the cultural vision of the country and allows generating
territorial roots of the community of Florence, aiming at cultural development through the identity of the
territory.

4.4. Objectives:
 Identify the different customs and cultural and ancestral traditions, intertwining the knowledge of
the connoisseurs of the municipality of Florencia-Caquetá.
 To develop musical creation that allows the Florence community to be culturally identified before
the Department, the country and the world.
 Create the choreographic planimetry of the municipality of Florencia-Caquetá. And the costume
design according to the musical rhythm.
 Create the typical dish that allows gastronomically identifying the Florence community before the
Department, the country and the world.
Short-term objectives of the project:
 Develop activities for cultural awareness and self-recognition in Florence
 Generate bibliographic documents and guides on the cultural identity of the municipality of
Florence.
Long-term objectives of the project:
 Design and implement the public policy of cultural identity of the municipality of Florence.

The development of these objectives will facilitate the exchange of ancestral knowledge and knowledge
of the different ethnic groups of the municipality of Florence, strengthening the roots and easy
dissemination of customs among the children, adolescents and young people of our municipality.
