REVITALIZING THE PUBLIC

OF NAGA CITY

Elected in 1988, Mayor Robredo of Naga City was faced with an array of problems,
including government corruption and public skepticism about the city’s administration.
He devised a plan to revitalize the city by opening up the administration and involving
the citizens in decision making and urban projects. His reforms since been adopted as
a blue print for many other cities in the Philippines.

THE CHALLENGE

In 1988, Jesse Robredo was elected as mayor of Naga City, which has a population of
about 100,000. He faced a multitude of problems, such as the corruption and lack of
transparency of previous city administrations, and the fact that the city was effectively
bankrupt, in addition, it was located in one of the poorest regions of the Philippines.

THE INITIATIVE

Robredo came into office with a plan to revitalize the city, whose main components
were:

1. To abolish the symbols of bad governance.


2. To promote transparency and accountability in government
3. To close the budget deficit and answer citizens’ demands to remove corruption.

His first focus was on closing the budget deficit and dealing with the illegal activities
within the city administration. Next, he took steps to increase citizen participation in
government functions.

THE PUBLIC IMPACT

By 1997, he had succeeding in achieving his objectives. “By the end his nine years as
mayor- term limits prevented him from running again-Robredo had closed the budget
gap, and Naga has gained international recognition as a model of effective and
transparent local government.

There were concrete instances of public impact:


By 2011, at least five cities in the Philippines had adopted councils modeled after the
one created in Naga

The mayor had succeeded in shutting down sex shows in the city and “largely” expelling
illegal gambling operations”.

Naga is nationally and internationally recognized for its innovations, whose common
denominator is the premium being given to “people participation” in governance.

VIEWPOINT:

- The Mayor Robredo facing of bad circumstances/problems beyond his local


government when he was elected, multitudes of problems such corruptions,
transparency and bankruptcy happened last administration.

STATEMENT OF OBJECTIVES:

- To revitalizing the Naga City to a new successful governance by abolishing the


bad image, promote the transparency and badget and demand of his people.

- To build trust and innovate the City into successful governance

STATEMENT OF THE PROBLEM:

- The Naga City contain of illegal activities such as lottery gaming, nude show of
Roman Catholic Church, corruption and public skepticism or immorality.

SWOT ANALYSIS

STRENGTH:

- Confident to rebuild a new governance.


- Power to rearrange the bad image of Naga City
- Eagerness to pursue the proper alignment of new administrative
- Indulge his desire to look for new outcome of Naga City
- Changing perception and build trust of government to his people
WEAKNESSES:

- To be failed of every results


- No comply of society to government outlook
- Lock of awareness in every circumstances
- Deprive into participation of people
- No result, no outcome in the end

OPPORTUNITIES:

- To get secure image


- For new outlook
- To build trust
- To build good image
- Open opportunities for the society issues

THREATS:

- Failed Accomplishment
- Budget deficit and variances
- No participation or reply by NGU and private sectors
- Null and Dull syndrome

ALTERNATIVE COURSES OF ACTION:

- Mayor Robredo strong work to ethic and public presence to notice him and
helped him to build support among his constituents. To create new image of
Naga in darkness situation.

- Strong and Effective leader


- Focus to good ideas to be accomplished

DISADVANTAGE:

- Misinterpret by other with your intention


- Bad issues will lead you to take you down

- He promote government accountability, the transparency by formalizing a system


for citizen.

ADVANTAGE:

- Influence the citizens for a new changes.


- Open for problem issues of their society

DISADVANTAGE:

- Take advantage by competitor


- Risk the personal data of LGU

- Input the decision making, changing perception and rebuild trust, Closing the
budget deficit, answer the citizens demands, increasing participation and proper
consulting.

ADVANTAGE:

- Transparency occur and matter


- Profit and Loss is must

DISADVANTAGE:

- Disapprove by some citizens


- Taking for granted by some citizens

RECOMMENDATION:

- Leaders is action of leading a group of people or an organization. Mayor Robredo


lead his people to a right path, for a new image of governance in Naga City.
Continue doing this, conduct lots of activities to recognize the important of good
governance and good citizen for harmonious and unity to be as one. Take
advantage to your power to promote good terms to to revise the corruption and
public skepticism.
