I don’t think at this point I’d be comfortable with that, I just wanted to keep you all in the
loop. I think if we de-densify campus we could reconsider, but for now, I think we should
stick with texts and email.

I am open to a conversation whenever we want to have it. 
 
We have posted the general notice on the university's Facebook page, but due to the vendor's
new platform, we cannot close off comments from the outset (we certainly can hide ones that
violate Facebook's standards, which OUR has discussed with General Counsel). Overall
reaction this morning to the pinned post has been mixed, with some comments thanking the
university for the transparency and information and others criticizing the university for
perceived lack of transparency and information.

I have some not-so-thrilling news. It would appear the Department of Ed is not intending
to issue revised COVID-19 notification guidance. Or, better said, the COVID-19 guidance
they did issue (on 8/21) was entirely related to Federal Financial Aid and similar. This is

In the absence of formal, codified guidance from ED, I wanted to share with you a
statement our friends at UNC Chapel Hill released last week Friday. I’m sharing it with
you in the hopes it may assist you/your campus come to a similar decision. Keeping in
mind UNC Chapel Hill’s unique standing with ED at this time, it is a safe assumption that
any foot-forward decision related to Clery has been vetted internally and externally and
should be considered safely compliant.
 
Disclaimer (maybe I should have gone to law school?): Each campus is different, with a
myriad of individual factors to consider, and one-size may not fit all. I’m happy to jump
on a call with whoever on your campus has questions.

Dear Carolina Community,


Since August 14, we have employed the Alert Carolina Emergency Notification
system to inform our campus community of confirmed COVID-19 clusters at
on-campus and off-campus housing affiliated with the University. Since
starting to de-densify campus after our announcement on August 17, our on-
campus residential community population has been reduced by approximately
45%, and the positivity rate for COVID-19 cases has decreased to 10% during
the past three days.
Starting today, the University will begin sharing information about COVID-19
clusters exclusively on the Carolina Together website and on the University
social media handles and no longer utilize the Alert Carolina Emergency
Notification system for these updates. This change in our communications in
no way diminishes the University’s sense of urgency in ensuring that this
information is shared in a timely, transparent and accessible fashion. The Alert
Carolina Emergency Notification system is meant to communicate the most
critical and urgent information for the safety of the campus, and we are
following best practices in its use.
It is important to note that fewer students remain on campus following our
de-densification efforts, the positivity rate for COVID-19 on campus rate is
decreasing, and members of our community are now generally aware, based
upon our prior notification efforts, of the presence of COVID-19 on our
campus. The University will remain in compliance with the Jeanne Clery
Disclosure of Campus Security Policy and Campus Crime Statistics Act by
making information about COVID clusters available using the communication
resources provided.
We will continue to contact individuals who have been identified as close
contacts directly, as well as provide information and directions for individuals
residing where clusters are found.
