HAZARDOUS GAS DETECTION SYSTEM RECOMMENDATIONS
APPLICATION
All gas turbine enclosures that utilize catalytic bead gas LEL (Lower Explosive Limit) detectors to detect the presence of
hazardous gas.

PURPOSE
To inform users of best practices for Hazardous Gas Detection System configuration, response to alarms, system
upgrades and recommended enhancements.

REASON FOR REVISION


To communicate updated requirements for units that are performing fuel system modifications.

C - Compliance Required Identifies the need for action to correct a condition that, if left uncorrected, may result in reduced

BACKGROUND DISCUSSION

The Turbine Compartment and the Gas Fuel Module (and the Generator Collect Cab for Hydrogen Cooled units) are
classified as hazardous areas because of the possible presence of a volatile atmosphere. Hazardous gas detectors are
placed in each of these areas to sense gas levels based on %LEL (Lower Explosive Limit). The purpose of the detectors
is to provide warning of the presence of a combustible gas mixture in the associated enclosure. Actions can be taken to
safeguard against dangerous situations (typical actions include isolating and venting pressurized gas lines present in the
compartment).

In a past event, a site receiving a High-High LEL alarm experienced a detonation while attempting to transfer the
machine to an alternate fuel source instead of immediately tripping the turbine to allow troubleshooting. This event
resulted in significant physical damage to a gas turbine enclosure and the surrounding system hardware. This particular
site was equipped with detection/monitoring system that only provides an alarm, and does not execute automated
actions on the control system. This relies on operator intervention to initiate corrective measures.
The Hazardous Gas Detection System has a limited functionality of only providing process alarms, with direct operator
corrective actions required. The system is not redundant and it is not intended for automatic tripping of the turbine. New
units are being shipped with a Hazardous Gas Protection System. This configuration is described in the next section of
this document.

RECOMMENDATIONS
Hazardous Gas Detection and Protection Systems are designed to detect gas leaks under normal ventilation conditions.
Modifications to the ventilation system may hinder the hazardous gas system’s ability to detect a dangerous gas pocket
in the compartment. Modifications to the ventilation system must not be performed. Examples of unacceptable changes
to the ventilation system include, but are not limited to:

Operating with compartment door(s) opened.


Operating both vent fans while running.
Modifying, removing, or adding air baffles in the compartment.
Altering the ventilation inlets or exhaust ducting.
GE recommends the following precautions for compartment entry and leak investigation:

To identify the location and %LEL of alarming sensor, see the gas detection control panel.
Do not approach the compartment until the unit has been cooled down, compartment has been well ventilated,
and all gas detection alarms have been cleared. Adhere to safe site compartment entry procedures (e.g.
permitting procedures, portable gas monitoring).
Leak source identification should be started only after the turbine and fuel system are off line (ref GEK 28126
for guidelines for leak check procedure).

GE provides the following procedural and system configuration recommendations for the operation of units with
Hazardous Gas Detection Systems:

Actions to be taken on hazardous gas LEL alarms, if present in a Hazardous Gas Detection System equipped
with non-redundant sensors:
Fault Detection: Continued operation of the turbine is not recommended with loss of detection
capability. Conduct a normal fired shutdown of turbine at earliest opportunity and investigate the fault
(ensure detector is calibrated and operating properly prior to continued operation).
High Alarm: This provides an early warning of a potential hazard condition. Continued operation of the
turbine is not recommended. Conduct a normal fired shutdown of turbine and investigate the cause of
leakage. See recommendations for compartment entry and gas leak investigation.
High-High Alarm: Immediately trip the turbine. See recommendations for compartment entry and gas
leak investigation procedure.
GE suggests that the settings for the alarms in the detection system should be no greater than what is
stated in specific unit MLA010 Controls Specifications.
Existing units that are not performing fuel system modifications

For users that desire to upgrade to a Hazardous Gas Protection System, please contact your local GE Representative for
assistance.

A Hazardous Gas Protection System can be implemented to upgrade an existing detection only system to enable
automated control response to alarms resulting in increased protection for hardware and personnel.

For units that are performing fuel system modifications:

As part of the Change, Modification, & Upgrade (CM&U) process, the need to add a Hazardous Gas Protection System
will be evaluated based on the scope of changes and the integrity of the existing hardware.

Implementing the recommendations of this TIL will result in increased protection for hardware and personnel.

The estimated time to implement this modification as a standalone project is 3 days, considering materials and software
modifications to be available at site.

TIL DISPOSITION
Disposition of TILs should be entered in local records and also in GE Power ServiceNow. Follow the below instructions for entering the
disposition record;

• Log into the Power ServiceNow at https://gepowerpac.service-now.com/til_new/ using your GE SSO number and password.

• Select "TIL Disposition".

• Click on the TIL for the serial number you want to update.

• Choose the most appropriate "Disposition Status" and enter "Disposition Notes".

• Click "Save".
