WHEREAS, Republic Act IOIZI, also known as an "Act Strengthening the Philippine Risk Reduction

and Management System" was enacted by congress and mandates the establishment of a Disaster
Risk Reduction and Management Office (DRRMO) in every province, city and municipality, and a
Barangay Disaster Risk Reduction and Management Committee (BDRRMC) in every barangay; 

WHEREAS, the City Government of Tabuk created the City Disaster Risk Reduction and Management
Council (CDRRMC) through Executive Order No. 05-2013 and was tasked to be responsible in helping
people who were hit/damaged by calamities within the territorial jurisdiction of the City of Tabuk and
to nearby localities;

WHEREAS, in carrying out its mandate under RA 10121 and under EO No. 05-2013, the City
Government of Tabuk through the CDRRMC, entered into a Memorandum of Agreement (MOA) with
the Department of Education-Tabuk City Schools Division for the latter to allow schools within its
supervision to be utilized as temporary evacuation centers; 

WHEREAS, one of the duties and responsibilities of the City Government of Tabuk under the said
MOA is the issuance of an Executive Order to mandate Barangay Officials to maintain peace and
order and upkeep of the evacuation center within their area of jurisdiction; 

NOW THEREFORE, I, DARWIN C. ESTRAÑERO, City Mayor of Tabuk, Province of Kalinga, by virtue
of the powers vested in me by law, do hereby order all Barangay Chairman within the City of Tabuk
to perform the following duties relative to evacuation sites within their area of jurisdiction, to wit: 

1. Be in charged in the maintenance of peace and order within the evacuation site;
2. See to it that no damages be made to any properties of the evacuation site;
3. In coordination with the proper law enforcement agencies, be responsible for the security of
all those inside the evacuation site; and
4. To coordinate with the City Government, through the CDRRMC, on all matters that affect the
evacuation site.

This Executive Order shall take effect upon immediately.
