INTRODUCTION TO

NATIONAL SECURITY
ADMINISTRATION

At the end of the lesson, cadets would be able to:

• Elucidate the foundation of the Filipino national security


consciousness;

• Explain the underlying principles as regards the role of


security forces in advancing national interests; and

• Identify the provisions in the Philippine Constitution which


relate to the imperatives of national security.
Meaning of Preamble

• from the Latin word preambulare which means:


“to walk before”

• It is an introduction to the main subject; it is the prologue


or preface of the Constitution.

• Provides the broad outline and the purpose of the


Constitution
The Preamble of the Philippine Constitution
serves two (2) important ends:

• It tells us who are the authors of the Constitution and for


whom it has been promulgated; and

• It states the general purposes which are intended to be


achieved by the Constitution and the government
established under it, and certain basic principles
underlying the fundamental charter.
The Nature and Purpose of the Constitution:

• It has the status of a supreme or fundamental law as it


speaks for the entire people from whom it derives its claim
to obedience;

• It is binding on all individual citizens and all organs of the


government;

• It is the law to which all other laws must conform;

• It determines all private rights and administers all public


authorities; and

• It is the test of the legality of all government actions.


The Preamble contains the referents of
security, which are:

• the people (the living);

• their posterity (future generation beyond the lifetime of


the living);

• their sovereign government;

• their patrimony (national territory, estates, endowments,


properties, etc.); and

• their time-honored values (democracy, rule of law,


truth, justice, freedom, love, equality, and peace)
The Constitution is the
Foundation of National Security
“..imploring the aid of Almighty God..”

• The Preamble of the 1987 Constitution reflects that the


Filipinos acknowledge God as the source of their
sovereign authority.

• Building a “just and humane society” is not possible in


a Godless society.

• Faith in God is the bedrock of righteous governance and


it gives a sense of purpose in life.
ARTICLE 2
DECLARATION OF PRINCIPLES AND
STATE POLICIES
“Section 1. The Philippines is a democratic and
republican state. Sovereignty resides in the
people and all government authority emanates
from them.”

• A republican government is a democratic government


by representatives chosen by the majority of the people

• The essence of a republican state is indirect rule

• The officers of the government are servants of the


people
“Section 2. The Philippines renounces war as an
instrument of national policy, adopts the generally
accepted principles of international law as part of
the law of the land and adheres to the policy of
peace, equality, justice, freedom, cooperation, and
amity with all nations.”

• The UN Charter binds all members to “refrain in their


international relations from the threat or use of force against
the territorial integrity or political independence of any state.”

• This refers only to the renunciation of aggressive war, not


war in defense of national honor and integrity

• The state retains the basic right of self-preservation and


self-defense
“Section 3. Civilian authority is, at all times,
supreme over the military. The Armed Forces of
the Philippines is the protector of the people and
the State. Its goal is to secure the sovereignty of
the State and the integrity of the national
territory.”

• The President, which is a civilian, is the Commander-in-Chief of


the AFP.

• Along with Congress, the President determines the military


budget and defines the national policy on defense and security.

• It will always be the rule of law, not the rule of force.

• AFP’s primary mandate is defense of national territory.


“Section 4. The prime duty of the Government is to
serve and protect the people. The Government
may call upon the people to defend the State and,
in the fulfillment thereof, all citizens may be
required, under conditions provided by law, to
render personal, military or civil service.”

• The first anf foremost duty of the government — “to serve and
protect the people”.

• The government exists for the people, not the people for the
government.

• The Supreme Court upheld the validity of the National Defense


Act requiring the citizens to compulsory national service in any of
the 3 main programs: civil welfare service, law enforcement
service, or military service.
“Section 5. The maintenance of peace and
order, the protection of life, liberty, and
property, and promotion of the general
welfare are essential for the enjoyment by all
the people of the blessings of democracy.”

• Only when peace and order, security, and a life of dignity


are established and maintained, will political stability and
economic prosperity become attainable and the people
truly enjoy “the blessings of independence and
democracy.”

• Democracy flourishes best when peace and order reign


and the rights of the people are assured.

• From the first five sections of Article 2 of the 1987 Philippine
Constitution, choose one (1) section and discuss your reflections
in relation to national interests and security. Relate this to any of
the National Objectives of the Philippines (as discussed from the
previous lesson).

• Your compliance must be typewritten and printed on a short, or


A4 bondpaper, to be submitted on Tuesday next week.

• Affix your signature over your printed name after the last line of
your essay.

• Designated Class Marchers will collect the individual written


works, and properly account those who submitted.
