experience of applicants). The appointment will be under local terms and
conditions and subject to security clearance. The salary is for A2 level Kshs
Kshs 643,212 or A2/L Kshs 469,298 per month before tax.

After more than two decades of conflict, Somalia is one of the world’s

poorest and most fragile states and one of the most challenging operating
environments in which we work. It is on the road to recovery, but the future
remains uncertain. It sits at the bottom of most development league tables,
with widespread poverty and inequality, very low human development
indicators, endemic gender violence and discrimination, a persistent
humanitarian crisis.
Currently, there are 1.1 million IDPs in Somalia and hundreds of thousands of
refugees in neighbouring Kenya and Ethiopia. Somalis continue to endure
conflict, food insecurity, climate change, disease outbreaks that all
contribute to the high levels of vulnerability and are all part of the myriad of
challenges faced. A large scale humanitarian response continues, with DFID
playing a key role, to help improve the situation and build greater resilience.
DFID’s humanitarian programme aims to save lives, reduce food insecurity
and build the resilience of vulnerable Somalis. The programme has four
overarching objectives:
To provide flexible multi-year funding for relief programmes, targeting
the most vulnerable;
To build the resilience of chronically vulnerable Somalis by strengthening
livelihoods and assisting in the graduation from emergency aid;
To promote greater accountability and more effective use of resources in
the humanitarian system;
To build an evidence base for humanitarian action, using innovative
approaches to monitoring and evaluation.
DFID aims to increase investment in building the coping capacity and
resilience of vulnerable communities to climate-related shocks, including
through increased use of cash transfers and climate finance. We will also
step up our efforts to assist and reintegrate internally displaced people and
significantly step up our efforts to create the conditions and incentives to
accelerate the return of Somali refugees, including the many currently
camped in neighbouring states. We will continue to drive improvements in
Value for Money through innovative digital third-party monitoring.
The Humanitarian Advisor role is responsible for the day-to-day design,
management and monitoring of elements of the Somalia humanitarian
portfolio.
The jobholder will be line managed by the A1 Humanitarian and Resilience
Team Leader.
Contribute and in some cases lead on the provision of technical advisory
support regarding DFID Somalia’s programming and influencing activities
Duties
Contribute to ongoing humanitarian assessment and analysis;
Support, when required to the development of a humanitarian strategy

and plan to respond to identified priority needs;
Provide advisory input and where necessary lead the design and
production of necessary business case documentation to support the
implementation of strategy;
Support the humanitarian team in ensuring the successful delivery of the
existing and future humanitarian programmes in accordance with DFID
requirements and as defined in programme objectives and indicators;
Work with the programme team to strengthen DFID programme
management, most notably on monitoring, evaluation and results and
lead on advisory inputs for selected partners
Contribute to the engagement with other DFID teams and UK
departments active in Somalia, DFID partners, other donors and the wider
system to strengthen humanitarian performance and accountability;
Provide advisory input and where necessary lead on producing briefing on
key policy issues for management in DFID or the British High Commission;
Work with the senior programme officer to ensure quality of drafts of
relevant Parliamentary Questions, correspondence, press lines and other
briefings.
Play a constructive and participative role in DFID Somalia
Backstop the other humanitarian advisor on Somalia issues
Contribute to DFID Somalia corporate exercises as necessary

Skills & (grade descriptors at A2 / A2L level), but essential are:
Knowledge Planning and managing relief operations
Humanitarian theory and architecture
International humanitarian law and principles
Disaster Resilience and disaster risk reduction
Desirable:
Experience of working with NGO consortia and / or UN agencies, pooled
funding mechanisms, and working with a range of international donors
on seeking system wide-improvements;
Experience of DFID reporting on results and financial tracking an
advantage;
Experience of nutrition, food security, risk finance, refugee / migration
issues.
