SPEECHFEST 2019
This year’s Essay Writing contest of The Solution for the Speechfest event focuses on the
richness of culture. This will highlight the feeling of home in the culture that we live in. This will
pay tribute specifically to Kapampangan Culture and how this culture needs to stay alive even in
the growing new age and traditions of this generation. A culture that emphasizes the feeling of
being at home: Kapampangan Culture is a treasure trove of greatness.

A. PARTICIPANTS
1. 1. The Solution, as the hose of the event, and its editor or staff (whether active or
inactive) are prohibited to join.
2. Any editor or staff of The Angelite is prohibited to join.
3. Any officer or staff of the College Student Council-School of Engineering and
Architecture (CSC-SEA) is prohibited to join.
4. There must be two (2) participants for essay writing from each organization. One (1)
for English category and one (1) for Kapampangan category.
5. The participant must be a member of his/her organization.
6. The participant must be enrolled to any program under the School of Engineering and
Architecture in Holy Angel University.
7. Substitution will not be allowed once the registration form has been submitted.
Substitution will not be allowed once the registration form has been submitted. For
special cases (valid excuses: death of a relative, illness, accidents), consult the OICs
and EIC. It will only be allowed if all of the participants have valid excuses.
B. REQUIREMENTS
1. Contestants should fill in the online registration form given by the publication
and submit it until August 16, 2019 (Friday) before 12MN. Failure to comply on
the deadline will mean a one-point deduction from the total score of each
participant. For sudden substitution, the name of the new participant must be
submitted at least 3 days before the event. Substitution on the day of the event
will no longer be entertained.

SPEECHFEST 2019
As our generation embrace modernization, we tend to see and adapt new cultures and trends. As
we look back and trace our roots, still, our origin speaks louder. In the midst of modernization, it
is our commission to represent the beauty of where we came from and lofty step with patriotism.
GENERAL GUIDELINES:
A. PARTICIPANTS
1. The Solution, as the hose of the event, and its editor or staff (whether active or
inactive) are prohibited to join.
2. Any editor or staff of The Angelite is prohibited to join.
3. Any officer or staff of the College Student Council – School of Engineering and
Architecture (CSC-SEA) is prohibited to join.
4. There must be exactly two (2) participants from each organization. One (1) for
English category and one (1) for Kapampangan category.
5. The participants must be a member of their organization.
6. The participants must be enrolled to any program under the School of Engineering
and Architecture in Holy Angel University.
7. Substitution will not be allowed once the registration form has been submitted.

1. The participants are required to write an essay about the video clip to be shown.
2. The Solution as the event sponsor will choose the video clip to be used in the
competition.
3. The required number of lines per stanza is limited to five (5) lines, while the
number of stanzas is limited to five (5). The contenders may write through their
own styles and techniques and may follow measures or free-verse poem.
4. Participants are not allowed to bring any paper or dictionary with them. Any
sources of references in any form is strictly prohibited.
5. The hosting publication will provide contest kit composed of (3) Scratch papers,
(2) Sheets for Final Output, (1) Pencil and (1) Ball pen.
6. Final output must be written legibly in a black permanent ink. Anyone who used
other colors and friction pen will receive a one-point deduction.
7. The code given to the participants upon registration must also be written at the
upper left corner of the final output.
8. Judging is blind. That is, Judges will only see the code of the participants and not
the names or the person itself.

Luid Ka, Amanung Sisuan!
SPEECHFEST 2019
This year’s Speechfest, with the theme “Luid Ka, Amanung Sisuan!” presents Polosa:
Panamdam Makabalen, a spoken poetry contest with the use of our native language –
Kapampangan. “Panamdam Makabalen” is a phrase that was derived from the song Himnu ning
Kapampangan which means “feeling of patriotism”. Through the use of spoken poetry, this event
encourages the participant, as well as the audience, to help us see through our hearts once again
and search for the love that we can share with our country. This event empowers the Kapampangan
language that it may inspire people to support and once more be proud with our local languages.

C. CONTEST RULES
1. The participant must compose a free-verse or rhyme poem regarding the scope of
“POLOSA: Panamdam Makabalen”. In compliance with the objective and the
theme, the participant must strictly use the of Kapampangan language.
2. The composition must be memorized and be delivered within a minimum of three
(3) minutes to a maximum of five (5) minutes. In such cases that the participant
does not meet the minimum time or go over the maximum time, two-points will be
deducted to their total score.
3. The composition of the participant must be submitted to the organizing committee on
August 26, 2019 from 9 AM to 6 PM at The Solution Office (in front of APS-410).
The judges, based on their discretion, shall have the authority to determine the Best Piece.
The winning team shall be determined by the majority decision of the Board of Judges.
Note: There would be an overall champion based on the number of points each
organization has garnered. The organization that has the highest points will be acclaimed as the
overall champion.

Named in honor of the great kapampangan poet Crisostomo Soto, Crissotan is the
Kapampangan version of the Balagtasan, a filipino form of debate done in rhyme. In this year’s
speech festival let’s get back to our roots and remember our ancestors who paved the way for us.
GENERAL GUIDELINES:

5. The participants must be enrolled to any program under the School of Engineering
and Architecture in Holy Angel University.

1. The Solution, being the event sponsor shall determine the number of judges.
2. Two teams will face each other in the elimination. There will be two houses, the
Affirmative and Negative house.
3. The team must consist of three (3) members; each will be assigned 1 st, 2nd and 3rd
speaker. The team may designate their captain from the three speakers to deliver
the rebuttal speech.
4. All contestants must arrive at the contest venue at least ten (10) minutes before
the competition starts. Failure to comply in this rule will mean a deduction of 1
point on the overall standing of the organization for the Speechfest.
5. The debate will be informal. The teams can use English or Filipino language in
delivering their ideas.
6. The elimination will be a one loss knockout system until two teams will emerge
to compete for the championship.
7. The debatable topics will be provided a week before the Speechfest Debate to let
the contestants prepare their evidences and other related validations in defending
their side.
8. The format of the Debate is Oxford-Oregon Type.
9. DURATION
a) The minimum duration for the Constructive Speech delivery is three (3)
minutes and a maximum of five(5) minutes.
b) The maximum duration for interpellation is four (4) minutes.
c) The maximum duration for the Rebuttal Speech is three (3) minutes.
10. The moderator, to be designated by the event sponsor (The Solution) serves the
right to determine if the question raised is relevant to the topic of the debate. He
has the right to interrupt speeches and impose sanctions to violators.
11. The moderator and the judges can ask questions or give situations related to the
topic to be resolved by both teams.
12. Yelling, saying vulgar words, stating too personal and irrelevant questions to the
topic are prohibited.
D. ATTIRE
1. Participants must be in a formal/semi-formal attire.
2. Name tags are required.
F. CRITERIA

Pampanga or previously called La Pampanga as the name assigned to the area by the Spanish
conquerors has an exceptional uniqueness and culture among the other tribes in the country. Being
said that the Kapampangans are wise as it which is evident from different aspects such as, they
are linguistically distinct from the Tagalogs and being rich and culture created their form of
writing known as Kulitan. Aside from all of these, Pampanga is known as well for such traditions
and festivals which the whole country awaits. From cuisines to skills and skills to knowledge
Kapampangans have shaped different industries as many notable Kapampangans have taken
various industries showing their capabilities. It is innate to every Kapampangan, for even at the
oldest times, the Kapampangans have produced many Rajahs, Datus, four Philippine presidents,
three chief justices, a senate president, the first Filipino cardinal, one Huk Supremo, many Huk
Commanders, and NPA cadres. There are also personalities in public service, education,
diplomacy, journalism, the arts and sciences, entertainment and business which genuinely shows
their nobility.

1. The competition is divided into three (3) rounds: Elimination, Showdown and
Battle round.
2. The organizers shall select the topics for the competition; topic choices cover
anything under the sun.
3. Only the bonafide members of their respective organizations are allowed to
compete.
4. A draw lot system will determine the order of whose organizations’ participant will
have to deliver their speech first.
5. All contestants must arrive at the contest venue at least ten (10) minutes before the
competition starts. Any contestant who violates this rule will be deducted one (1)
point from their total contest standing.
6. The decision of the board of judges is final and irrevocable.
SUDDEN DEATH
1. The participants who tied in score would undergo the Sudden Death Round
2. The participant who gains the most number of points will be declared as the
winner.
3. The participant will draw his/her topic two (2) minutes prior to the time of
speech.
4. The participants are given a maximum time of three (3) minutes to deliver their
speech; there is no minimum time.
5. Exceeding the time limit should draw a penalty. For every 5 seconds exceeding
the 3-minute maximum time, a deduction of one (1) point from the over-all
score.
6. The participant should display good reasoning and logic in support of his/her
ideas.
7. There is no particular “style” of delivery; no limits for props usage.
8. The medium to be used will be English; use of quotation is not allowed.
9. No notes may be used during the speech.
D. DISQUALIFICATION
1. Contestant caught in any act of cheating or any form of dishonesty shall
automatically be disqualified.
E. ATTIRE
1. Participants must be in a formal/semi-formal attire. Failure to comply will mean a
one (1) point deduction to their total score
1. The extent to which a direct and well-defined response to the topic chosen was provided.
2. The extent to which the ideas were analyzed and organized.
3. The extent to which the content (a) supported the response with worthwhile example and
personal insight; and (b) employed effective language skills including such items as the
use of transitions and clear, vivid and appropriate word choices.
4. The extent to which vocal interpretation contributed to the clarity and effectiveness of the
presentation including such items as articulation, pronunciation, volume and vocal quality.
5. The extent to which the physical presence contributed to the clarity and effectiveness of
the presentation, including such items as facial expression, eye contact, gestures, bodily
movement, and poise.

To speak from your roots is as to speak with the strengths of your foundations rooted
from mother language. As kapampangans, it is innate in us to develop understanding of cultural
values towards our home land by the use of its native language. The mother tongue is as sharp as

1. The participant is advised to wear a casual to semi-formal attire that is comfortable
for him/her on the delivery of his/her composition.
2. The use of any props, costume, or a specific attire that is suited for the theme or for
the composition of the participant is allowed as long as it will not cause any
disturbances or inconvenience to the participant that may lead him/her to delays on
his/her delivery.
6. The extent to which a direct and well-defined response to the topic chosen was
provided.
7. The extent to which vocal interpretation contributed to the clarity and effectiveness
of the presentation including such items as articulation, pronunciation, volume and
vocal quality.
8. The extent to which the physical presence contributed to the clarity and
effectiveness of the presentation, including such items as facial expression, eye
contact, gestures, bodily movement, and poise.
H. THE PIECE

3. Any current officer or staff of the College Student Council-School of Engineering and
Architecture (CSC-SEA) is prohibited to join.
4. The participating organizations must send one (1) team in this competition.
5. There must be three (3) participants each from different year level in a particular
organization’s group.
6. The participants must be a member of his/her organization.
7. The participants must be enrolled to any program under the School of Engineering and
Architecture in Holy Angel University.
8. Substitution will not be allowed once the registration form has been submitted.
Substitution will not be allowed once the registration form has been submitted. For
special cases (valid excuses: death of a relative, illness, accidents), consult the OICs
and EIC. It will only be allowed if all of the participants have valid excuses.
G. REQUIREMENT

H. CONTEST RULES
1. Two participants per team will compete in each round and the other will act as a
substitute.
2. The competition is divided into four (4) rounds: Elimination, Wildcard, Spelldown
and Face-Off round.
3. The judges will not entertain appeals from teams seeking to dislodge another speller
from the competition.
4. The match will continue for four rounds. All appeals, if any, will be submitted to the
jury after each round. The official appeal form should contain the following: the word
in question, the name of the organization, and the reason for the appeal.
5. The judging panel is in complete control of the competition. Judges’ decision shall be
final in all questions.
6. Contestants should consult WEBSTER’S DICTIONARY (Answers must be spelled in
American English form) and KULITAN ALPHABET (Answers must be spelled in
Kulitan alphabet) given by the publication in preparation for The Solution Spelling Bee.
7. Judges are to keep track of correct and incorrect responses.
8. The judging panel will have one (1) spell master and a designated moderator from the
organizing committee. The judging panel will act as the court of appeals.
9. In the event that an action of a participant /supporter of a team is deemed inappropriate
by the moderator (whispers etc.), the event sponsors may serve the right to dismiss the
said student/s out of the venue.
10. Score results may be challenged ONLY at the end of each respective round. Appeals
may be filed only by the Organization Spelling Bee Coordinator who seeks
reinstatement in the contest.
11. Clarifications should be done before the next round. Only one (1) representative from
the team or the team coach is allowed to talk to the board of judges for any complaints.
Any clarifications or complaints will only be entertained if the opposing team could
present evidence or any source material justifying their answers before the competition
ends.
12. Each organization may bring a SEA instructor as their coach that may help them with
clarifications. Coaches must stay on their designated seats away from the contestants
and may only approach the participants during breaks and clarifications.
13. In case of draws, the appointed speller will undergo a Sudden Death round.
14. The team who gains the most number of points will be declared as the winner.
15. All answers should be written in capital letters with a dash between each letter.

ROUND 3: SPELLDOWN
1. Points will return to zero on the Spelldown Round.
2. The spell master or a representative from the judging panel will be the
pronouncer in this round.
3. The pronouncer will give a written spelling test of 15 words chosen
randomly from the referred DICTIONARY and 5 words chosen
randomly from the KAPAMPANGAN LANGUAGE spelled using the
referred KULITAN.
4. The pronouncer announces the word to be spelled. He/She speaks slowly
and clearly, without distorting the normal pronunciation of the word. He
uses the word in a sentence and says the word again.
5. Participants are given thirty (30) seconds to spell word from dictionary
and forty-five (45) seconds to spell in kulitan.
6. Each item is worth three (3) points.
7. The three (3) teams who accumulated the highest scores will advance to
the next round.
8. The teams who finished the round tied would go on a Sudden Death round
and the order of the teams who will advance to the next round will be
rearranged.

1. The Solution (as the host of the event) and its editors or staff, whether active or
inactive, are prohibited to join.
2. Any editor or staff of The Angelite is prohibited to join.
3. Any officer or staff of the College Student Council-School of Engineering and
Architecture (CSC-SEA) is prohibited to join.
4. There must only be three (3) participants from each organization.
5. The participant must be a member of his/her organization.
6. The participant must be enrolled to any program under the School of Engineering and
Architecture in Holy Angel University.
7. Substitution will not be allowed once the registration form has been submitted.

special cases (valid excuses: death of a relative, illness, accidents), consult the OICs
and EIC. It will only be allowed if all of the participants have valid excuses.
B. REQUIREMENTS
1. Contestants should fill in the online registration form given by the publication
and submit it until August 16, 2019 (Friday) before 12MN. Failure to comply on
the deadline will mean a one-point deduction from the total score of each
participant. For sudden substitution, the name of the new participant must be
submitted at least 3 days before the event. Substitution on the day of the event
will no longer be entertained.
C. CONTEST RULES
1. This is a written round composed of three sets: EASY, AVERAGE, and
DIFFICULT.
2. There will be a total of thirty (30) questions for this round: 10 questions for easy,
10 questions for average, and 10 questions for difficult.
3. The scoring system will be 2 points for easy, 3 points for average, and 5 points for
difficult.
4. Questions will cover Mathematics and General Information (current events), and
Trivia about Kapampangan.
5. No calculators will be allowed during the contest.
6. Contestants shall write down the answers on the sheets provided for them. Scratch
papers and only one (1) pencil will be provided by The Solution.
7. Contestants must raise the answer sheets upon the signal of the quiz master.
8. Only the team captain can complain or raise a question during the competition. In
case there is a complaint in their answer, they must show a reliable source (such as
books and newspapers) of their answer to the panelists. If someone other than the
team captain complained, the answer will be invalid or the complaint will not be
entertained.
9. In case of a tie, a sudden death question shall be asked and the contestant that
correctly answers first shall be considered as the winner. The main theme of the tie
breaker will be announced on the day of event.
10. The highest scorer will be hailed as the 1st place, the second top scorer will have
the 2nd place, and the third top scorer will be awarded as the 3rd placer.
D. DISQUALIFICATION
1. Contestant caught in any act of cheating or any form of dishonesty shall
automatically be disqualified.
E. ATTIRE
1. Contestants are required to wear their organization shirt. Failure to comply will
mean a one (1) point deduction to their total Quiz Bee score.
