Bloom Gets to Work
I want to take this opportunity to give you a brief
update on what has been happening here and at the
Capitol. My schedule has been packed, meeting
with many of you, my constituents, as well as a
multitude of community and organizational leaders.
This is exactly what I envisioned doing when elected,
opening strong lines of communication with the
people of our community.

Though it’s an exciting time in the


House, with so many new faces, it’s
sobering to think of the tough fiscal
challenges our state will face.
Much of my legislative agenda will be
working on transforming Pennsylvania
into a state where job-creating
businesses are eager to locate. I will
strive to fuel effective economic growth
initiatives, and I’m hopeful we can create
real traction toward tort reform and
ending lawsuit abuse. Tax reform, right-

Reforming Government
As I said I would do, I’m refusing to accept a free state car
or mileage reimbursement for my trips to Harrisburg or around
the district, I’m turning my COLA (cost of living increase) back
to the state treasury, and most importantly in terms of taxpayer
dollars saved, I’ve completed paperwork to remove myself
from the overly generous state pension system for legislators.
I have begun posting my monthly legislative expenses on
my website. At any time, you can go on my website and see
where I have spent your tax dollars for the previous month.
Further pushing for government transparency, I have co-
sponsored House Bill 15, the PennWATCH bill, which requires
state government to post all its expenses online in a free,
searchable database. This is an idea which has saved millions
of taxpayer dollars in states with similar laws!

Bloom Lands Top Committee Choices
Much of the real action in the PA House happens in our committees. I ended up being assigned my top two
choices, Agriculture & Rural Affairs and Environmental Resources & Energy. I will also be serving on two other
important committees; Labor & Industry and Urban Affairs. Overall, I’m extremely pleased.
Agriculture & Rural Affairs – The agricultural way of life is in jeopardy. Yet a safe, reliable domestic food
supply is essential to our national security and well-being. Even in these tough economic times, agriculture is
still the number one industry in our state.
Environmental Resources & Energy – Pennsylvania is the emerging keystone of American energy
independence, with the development and sensible stewardship of our vast natural gas resources. Pennsylvania
natural gas is already fueling a desperately needed wave of economic and job growth throughout our state,
while moderating energy costs for individual consumers and productive industrial enterprises in Pennsylvania
and beyond.
Labor & Industry – During the legislative term, we will likely be voting on key pro-economic growth initiatives,
like fixing our prevailing wage laws and transforming Pennsylvania into a right-to-work state. Here in our
community, I’ve seen one too many major employers packing up and moving out of Pennsylvania to states
with favorable right-to-work and labor laws.
Urban Affairs – While many parts of our community are rural in character, we have our own significant urban
centers and neighborhoods experiencing many of the same challenges as Pennsylvania’s biggest cities: drugs,
homelessness, crime, blighted properties, etc.
Whether voting in committee, or on the House floor, I’m using a four-question assessment to gauge my
support of bills before me for consideration: Does it cut government, does it cut taxes, does it grow freedom,
and/or does it grow jobs? That’s what you sent me to do, and if the bill doesn’t pass muster, it won’t have my
support.
