SUBJECT : STRICT COMPLIANCE TO HEALTH AND SAFETY PROTOCOLS

The recent surge of COVID 19 cases at the DAR Central Office has prompted the
issuance of Memoranda No. 265 and 266, dated 28 July 2020 by our good Secretary
and the Undersecretary for Legal Affairs Office, respectively, both requiring for the
active involvement of everyone to adhere to set health protocols of the IATF which
were captured in our own Memorandum Circular No. 15, Series of 2020.

The Office of the undersigned, through the Administrative Service, has been ensuring
that necessary measures be installed at the DARCO to comply with said protocols.
Doing so, however, has taken its toll on the budget of the said office which has also
given up PhP 24.705 million of its current allocation to comply with NBC 580 of the
DBM. Our sector has actually surrendered a total of PhP 32.0 million to the DBM from
our current and 2019 continuing released allotments, which limit us to fully cover the
entire DARCO’s COVID-related safety requirements.

It is for this reason that all offices are being requested to review their respective
remaining budget for this 2nd semester, to identify sources of funds which can be re-
allocated for COVID 19 - related expenses to implement the health and safety
protocols per MC No. 15, s 2020. It is imperative that we do our share in ensuring the
safety of our respective personnel, which necessitates the pooling of our available
resources to comprehensively comply with the required health protocols at the
DARCO.

For this purpose, there is a need to revise the approved Work and Financial Plans
(WFPs) of the DARCO offices/units, for current and/or 2019 continuing allocations, to
effect the re-allocation of funds for “COVID-19 related expenditures to comply with
IATF and MC No.15 health and safety protocols”. Considering that such re-allocation
of allotment /funds shall not result to the increase in the overall budget of an
offfice/unit, the approval of the revised WFP/s shall be approved by the head of the
sector only. Please submit your revised WFP/s on or before 15 August 2020.

The approved Revised WFP/s shall be submitted to the Office of the undersigned, for
the Administrative Service to program the funds for protocol compliance and for the
FMS-Budget Division to be guided on the proper charging from these funds.

Your full cooperation is enjoined to enable us, here at the DARCO, to look after the
safety of our employees.
