Executive Order Road Clearing
WHEREAS, the President of the Philippines has made a clear directive during his 2019
State of the Nation Address that all local officials are enjoined to exercise their powers essential
to reclaim public roads which are being used for private ends and in the process, rid them of
illegal structures and constructions;
WHEREAS, the Department of the Interior and Local Government (DILG) has issued
Memorandum Circular No. 2019-121 dated 29 July 2019 directing all Local Chief Executives to
implement the Presidential Directive, develop strategies to address displacement issues and to
revoke permits that give authority to private entities to occupy public roads alleys and other
thoroughfares;
WHEREAS, the same DILG Memorandum demanded results within sixty (60) calendar
days which much be documented and reported together with the efforts of the Local Government
Unit/(LGU) to sustain the same;
WHEREAS, there is an utmost necessity to form and organize the Municipal Road
Clearing Task Force to implement and operationalize the directive of the President and the DILG
as well as the mandate of existing laws and ordinance:

SECTION 2. Functions. The Municipal Road Clearing Task Force shall have the
following function:
1. Plan and map out a strategy to implement the Presidential directive and DILG
Order to reclaim public roads which are being used for private ends;
2. Develop a program of action to address displacement issues, giving sufficient
warning to the violators and according them opportunity to voluntarily remove
illegal structures;
3. Revoke permits that give authority to private entities to occupy public roads alleys
and other thoroughfares;
4. Direct and authorize the municipal taskforce, the PNP personnel, the Joint
inspection team, and/or municipal engineering office to remove or demolish
illegal structures obstructing public roads alleys and other thoroughfares as well
as to confiscate goods sold in illegal structures including those sold in mobile
carts or vehicles;
5. Prepare and inventory of roads within the jurisdiction of the Municipality of Sta.
Maria;
6. Ensure tangible results within sixty (60) calendar days which must be documented
and reported together with the efforts to sustain the same;
7. Coordinate with any other departments and offices for the effective
implementation of the Executive Order:
