models in most sectors of the economy. The rate at which technological breakthroughs are making their
way into our lives is historically unprecedented, and they aaffect
ffect virtually all industries.

Bangladesh also being a part of this present digital world is involving itself for the further development of
its present condition in all of ins and outs. The
The industrial sectors here are engaging themselves highly to
bring further advancement in all departments. And for this the IT sector is playing the vital role.
Bangladesh has developed its industry to steady level in recent years by the dint of its techno technology.
Apparently, if we observe the total condition as a whole, then the rapid improvement and the increased
speed of technology has accelerated the overall development of the world in all sectors. Most mentionable
t emergence of 4th Industrial Revolution (4IR) which includes
the accelerated turn was observed after the
the robotics, artificial intelligence (AI),
(AI), nanotechnology, quantum computing, biotechnology, The
Internet of Things (IoT),, decentralized consensus, 3D printing and autonomous vehicles. In short, the
whole scenario has taken a drastic change and turn towards the future development.

This diagram shows the manufacture and supply of garments products to the customers in Bangladesh. The
supply chain considers all the stages and p
processes
rocesses of preparation, production and distribution accordingly.
More specifically the change in the supply chain is the main core of this development and prospers. Supply
chain is the basis of any business and industry, as this fact deals with the products reaching to the
customers from the collection of raw materials. Technological innovation has also been a critical enabler
on the supply side. Manufacturers have leveraged software solutions to reduce costs, improve quality and
increase speed to market, all of which have opened new markets and driven unprecedented economic
growth.

Under these situations, what Bangladesh has to do, is that to adopt the further recent technology to level up
and accelerate its production and development of the industry. Most importantly involve the factors and
stages of supply chain with the objective to cope with the present world.

Industrial Revolutions
Till now the world has experienced Four Industrial Revolutions at times depending on the technology available, used
and demand.

1st Industrial Revolution: This was the beginning of a new era and new way to the advancement.It took place
in 1784. And this revolution started with the steam engine and mechanized cotton industry.

2nd Industrial Revolution: With a great of advancement, the 2nd IR came into existence from 1870. Here the
widespread use of machines came into being in manufacturing along with the greater use of electricity.

3rd Industrial Revolution: The internet played the role of spades in case of technological advancement. Under
this IR the internet came into the industrial sector and also the first use of computers in industrial manufacturer side.

4th industrial Revolution: This is the present revolutionary system where the technology met Artificial
Intelligence(AI), and took a dramatic turn in case of all kinds of advancements and developments. The whole
industry is now seeing an outcome with more efficiency and effectivity in short and systematic way.
 The BIG IDEA

Our whole idea will be divided into 2 steps. The first step will be concerned including Bangladesh and
Foreign training. And the second step will be both concerning Bangladesh but in two parallel processes
and regions.

Category of Bangladesh Apparel Industry(BAI): We categorized all BAI on basis of production

rate. There will be 3 types of BAI.

 Platinum Tier (above 80,000pcs/Day)

 Gold Tier (20,000-80,000pcs/Day)
 Silver Tier (Below 20,000pcs/Day)

To introduce the 4th IR to the garments industry, we devised the following plan which would bring the
4IR without causing too much stress to the existing economical system.

Step-1
Primarily, Government or BGMEA set up a plan of following 2 years and we expect, this plan will be
implemented from August 2019. We need divide their set of vision into two-way process. One is
concerned with the activities in our country and the other one will be done in abroad.

0 to 2 months:
Within this time, we will run both work in a parallel way. On one side, our people will go to aboard and
start their training. And on the other hand, foreign experts will arrive in Bangladesh.

2 to 4 months:
Meeting will be arranged with all BAI Head committee and foreign experts.
On the other side the Bangladeshi experts will continue their training for 7th months i.e. from 2 to 9
months in abroad.

4 to 8 months:
This time will be involved in doing survey and on 8th month Platinum RMG survey and report will be
published.

9 to 10 months:
In this 1-month time in Bangladesh, we will order and Letter of Credit (LC) of some advance machines by
Platinum RMG with the help of foreign experts. Alongside in abroad inspections of machines and
confirming import will be executed. (First we work with Platinum RMG because they have
comparatively good cash in their company stock)

10 to 11 months:
Between this time interval the Bangladeshi experts who were training in abroad will come back to
Bangladesh. On the other hand, somegold and silver RMG will be visited by foreign experts. And the
machine shipment time will be 3 months.

11 to 13 months:
During this time Bangladeshi & Foreign 4IR experts will collaborate and start firm building process,
named as “Venture Firm”.

Meanwhile the ordered machines from foreign will arrive and the installation starts.
30% of the trained engineers will install the machine for 2 months and begin the production. So eventually
the first production from 4IR machine will start on the15th month. These 30% trained engineers will
train the platinum RMG engineers and also work as troubleshooting team in this time period.

13 to 19 months:The joint venture will give training to existing BD technical experts.

19 to 21 months:
The existing firm will be enlarging in BD. The Joint Venture & Technology Company will take place
and continue their work further.
Alongside after the training completed in Platinum RMG, those 30% trained engineers will go back to
their main company.
**We will carry out our plan concerning the Gold and Silver tier industry too with a view to developing
as a whole. As they are also a part of our plan and industry. Our SRC team will make them realize how
much they can be benefited with our plan of 4IR. We will visit their 3IR, inspect and guide them for
further development. And Platinum RMG will continue their 4IR machine import in exponentially
increasing process from their extra profit of 4IR installation.

 Unemployment Solution
The unemployment problem is the greatest concern of our present Bangladesh. The emergence of 4IR
would give an immense impact even in this sector. Through primarily this may take the jobs of few, as the
advanced machine will be replacing the human work force. But with the emergence of new sectors and
technology we will be able to employ more people afterwards.

Short term:(0 to 3 years)

1. Import and Export Job:The I&E job will be increased as the production will be increased
considering both service and products. This will increase the employment of 15% unemployed
people.
2. Technically advanced people:The emergence of IR will take the technical side to a great
advancement, which later on will decrease the unemployment by 20%. As people will be required
to operate the machines and new technologies.
3. IntermediateRaw MaterialsCompany: The advance era will engage 20% of the
unemployed more as this takes the whole scenario towards a great turn.
4. Free lancing types web page: BGMEA will start a web page to set direct connection
among the seller and buyer. And only registered company under BGMEA will be able to access this
page. This page will give enough info on the basis of different segmentation. This company will
decrease unemployment by 10%.
5. Buying House:More people can be appointed by the buying house. Almost considering 15% of
the unemployed ones.
6. Main Raw materialsproduction: As the production rate will increase, so demand of Raw
material will be increased. So we have to increase raw material production. This may drop the
unemployment by 20% of the existing rate.

1. 4IR machine building:After the emergence of 4IR to our country, this will create huge
opportunity for people to involve themselves in this 4IR machine buildings.
2. Heavy material production:Using the 4IR Technology we will be able to produce the heavy
material ourselves rather than importing it from abroad. And this will also create job opportunities
for many.
3. Effluent Treatment Plant (ETP):We will be able to establish more ETPs by the dint of
modern technologiesand also create job sectors for manufacturing, installing, operating and
servicing for these.

We will take care of the privacy issue through the recruitment process of our cyber security cell.

Recruitment process
On the 10th month of our plan, we will go for the circular for cyber security specialists. We will accept
circular for 1-month time. The recruitment process will continue for 2 months in the time period of 11th to
13th month.The screen out process will be executed for 1 week of the 11th month.Later on, the tests will be
arranged for selecting the eligible and workable candidates on the 2nd week. After testing, we will go for
background check out (both educational and personal) for security purpose for the next whole 1 month.
And later on, we will take 2 weeks’ time for decision making in order to recruit.

Every company will have a cyber-security cell by their own to maintain their information and documents
as well as cyber security. Our security cell will be the legal security adviser in case to help and look over at
times and critical situations.

Rationality Degree

The executing period of this plan is 21 months but we will receive our first 4IR production within 15
months. This plan will not only allow us to enter the 4IR era, but also will open a huge gate of
opportunities ahead.
