IPA - Online is a new instrument used by the PIAA, developed by German
and Romanian experts within the Twinning Project (www.iacs-twinning-ro.com),
on the basis of the LPISWEB (http://lpis.org.ro).
Using IPA Online, an EU support claimer can perform online the digitization of
agricultural parcels and fill in the area declaration. The only prerequisite is that
the claimer has access to the Internet. Via a user name and a password provided
by the PIAA, the claimer is able to draw and precisely measure his parcels on
the ortho-photo plans.
The following data concerning the digitized parcel needs to be included: parcel
number, land use category, declared crop and area.
ADVANTAGES to claimers:
1.The claimer needs no paper maps;
2.The result is an accurate measured parcel;
3.The risk of submitting an incorrect application is smaller;
4.The data consistency is checked by the system, which leads to the reduction
of errors. The total area is calculated automatically;
5.The claimer can access the website from any place in the world;
6.The claimer has sufficient time to finalize the support application, with the
possibility to interrupt the process and to resume the digitization anytime;
7.The results are available at any given moment. The claimer can save the
area declaration and the maps on his computer or he can print them any time;
8.The year following the first digitization, the claimer only updates the drawings,
which leads to time saving.
