INTERVENTION AGENCY FOR AGRICULTURE


PAYMENT SCHEMES IMPLEMENTED BY THE PAYING AND
The Paying and Intervention Agency for Agriculture (PIAA) is a public
institution subordinated to the Ministry of Agriculture, Forests and Rural

Development and, as from the 1 of January 2007 is responsible with the
management of support schemes and market measures funded from the
European Agricultural Guarantee Fund (EAGF) and from the state budget.
The support is granted as single area payments administered by the
Integrated Area and Control System and within market measures
implementing the commercial mechanisms according to the Common
Agricultural Policy (CAP).

The support schemes implemented by the PIAA are:

Direct payment schemes, granted as support mechanisms to farmers:

• Single area payment scheme;


• Complementary national direct payments vegetal sector;
• Complementary national direct payments animal sector;
• Separated scheme for sugar;

Compensatory payments:

• Support for less-favoured areas mountain areas (LFA);


• Support for less-favoured areas other than mountain areas (LFA
other and LFA specific);
• Agri-environment payments:

• Package 1 “High Nature Value Grassland”;


• Package 2 “Traditional Farming”;
• Package 3 “Grassland supporting important birds”;
• Package 4 “Green Cover crops”.

Support measures

• Restructuring and conversion of vineyards;


• Determined use of grapes, concentrated grape must and rectified
concentrated grape must;
• Compulsory distillation of wine by-products and optional distillation
of wine;
• Support scheme for the primary processing of flax and hemp for fibre;
• Financing recognition plans of producer groups in the fruits and
vegetables sector;
• Financing operational programs of producer organisations;
• Support scheme for the butter for non-profit making organisations;
• Support for the School milk scheme;
• Support scheme for the silkworm breeders;
• Support scheme for the sugar industry restructuring.
