1"1 Administrative order No. 25 (Ao zs) lnter-Agenry Task Forcel (IATF)
Memorandum Circular (MC) No. 2020-1 dated June 2, 2020 prescribes the
criteria and conditions for:the grant of the PBB for FY 2020; including the
following pqttinent provisions on the I5O QMS certification requirement:

a. on item 4.0 (Good Governance conditions) in relation to item b.VI of

Annex 2 (Guideline on Transparency Seal)

1.2 The GQMC, pursuant to Executive order (Eo) No. 605, s. zo07:: is
responsible for steering ancl providing policy direction in tlre
intplementatiorr of the Gi:vernment Quality Management program wlrose
primary objective is to pronrote and enhance public sector perl-ormance
throrlglr the adoption of lSO 9001 QMS in all agencies of governrnent.

Accordingly, the GQMC lias been tasked to validate the agencies,

compliance vuitlr the aforcsaid ISO 900112015 QF1S certificatiorr
reguiremeni.

Tlris MC is beir"rg issued to prescribe the guidelines on tlre validation by the GetvlC,
iht'ough the Systems and Pro$ucti.rity Iniprovement Bureau (SPIB) of - the
Departrnent of Burlget and Management (DBIvl), as one of the secretariats of tlre
Committee.

3.O COVERAGE

This l4C covers all the above-mentioned government entities consistent with Itenl
Z'0 of AO 25 IATF MC No. 2020-1., but subject to the provisions on the separate
targets and guidelines for SUCs, GOCCs, LWDs and LGUs as statecl in ltems
3'2.c,3.2,d, 3,2.e and 3.2.f, respectively, of said Ao 25 IATF MC No. 2020-1.

consiclered, letters of attestation issued by CBs inclicating that
certification/recertification audits have been completed but still subJect to
approval of'their Certificate Decision Maker3 will not be considerecl as
ccrrpliance to the ISO eMS requirements,

4.2 The ISO g$0L12015 QMS and TQM certifications/recertifications,

as indicatecl in the certificaLe, must be valid as of December 3L, 2OZO.

Accordingly, certifications/recertifications with an effectivity date starting

January L, LAZL onwards shall not be considered as compliance urith
said requirement for flre Fy Z0Z0 pBB cycle.

,:l .3 The scope ol'the QMS indicated in the agency's ISO 9001 certificate shall
cover at least one (1) critical frontline service or core process as mandated
under its existing pertinent laws.

For frontline agencies, Lhe critical frontline seruice or core process pertains
to an agency service most demanded by citizens and busirresses, wirich are
targeted for improvements as indicatecl under Sections 5.2 ancl 5.3 of the
AO 2s IATF MC No, 2020-1..

4,oI The ISo 9001:2015 Qtvls ceftil'ications musl be issued by any of the cBs
accredited by the IAF member.

However, the cBs wlrich are c.luly accr.edited hy the Department of

Trade and rndustry - Philippine Accreditation Bureau (DTr-pAB) to
cettify the agencies'ISO QMS shall be pr,eferred. The DTI-PAB, aside fronr
being an IAF member, is the recognized national accreditatiori body irr the
Phiiippines pursuant to Executive Order No. 802, s. 2009'r.

4.5 The CBs contracted slrall have been accredited to audit and certify QMS for
the specified scopes whiclr are deemecl relevantto the nature and functions
of the agency, e.9., accreditation under ISO 9001 QMS for IAF 36 (pubtic
Administratlon), iAF 37 (Eclucation), and/or IAF 38 (Health and Social
vVork).
