Chief Judge Baucum — lam writing with regards to the overcrowding of people that is occurring at the Regional Justice Center and, in particular, the Las Vegas Justice Court (LVJC). It is the Governor's Office's understanding that there are grave concerns about in-person appearances still occurring despite the recent statewide pause implemented by Emergency Directive 035. The Governor has requested that | reach out to you — as the Chief Judge of the LVJC — to urge you to immediately issue a clear directive that all in- person appearances in the courthouse be suspended entirely, unless absolutely essential. This includes evictions proceedings, which are non-essential during this pause. This pause should also be applied to filings and appearances, unless absolutely essential. The Governor's Office would also urge that all documents be allowed to be filed electronically, by email, or by regular mail to avoid having individuals required to come to courthouse to file their documents. Furthermore, we would also urge that the constable temporarily pause serving documents that require visits to the courthouse. The limitations on public gatherings is essential to contain the rapid spread of COVID-19 within your community and throughout Clark County and the State. There's been recent media coverage of the overcrowding at the Las Vegas Justice Court (see this article from the Nevada Current). Furthermore, a recent LVRJ article notes that an administrative order has halted all out-of-custody hearings until next year, yet continued in-person hearings for evictions. The overcrowding of people within the LVJC during this statewide pause is a public health issue, and the Governor urges you to direct that all in-person appearances (including evictions) be suspended during this statewide pause for the express purpose of helping to contain the spread of COVID-19.
