ODISHA [RSA REPORT]

(PART 1: ROAD INFORMATION)

State: Odisha
District/ Division: Sundargarh District/SundargarhDivision
Block: Hemgir
Road Number (Core Network): MRL-12

Number or DPR reference number: PKG NO.- OR 30-686

Road Name:
Telendihi to Rajbahal
Total Length in Km 12.960Km
RSA Stage: Pre-DPR stage
(PART 2: AUDIT INFORMATION)
Date of Audit: 02/09/2020
Inspection Team and Participants
From PIU: From PIC:
Er. LambodarNayak, AEE, PIU Er.UmakantaPani, PIC Road Safety Consultant
Er. DolagobindaBhoi, JE, PIU SatyanarayanRana,PIC Road Safety Associate
Background to Inspection:
The proposed road takes off from Telendihi and connects Rajbahal village. The road proposes to offer
round the year connectivity to 12708inhabitants including 6750 male and 5958 Female The alignment
is on the existing track. The entire road passes through plain terrain. Being a through route, the
movement of vehicles is moderate to medium. This calls for adequate measures to ensure road safety.
The road safety audit is carried out at Pre-DPR stage to identify vulnerable locations and action points
as per suggestions of the community.
Road Safety Audit (RSA) Process:

Executive Engineer, Rural Works Division, Sundargarh, was intimated one week in advance
about date of visit of RSA team from PIC. He was requested to instruct the concerned AEE
and JE to participate in the audit process with copies of DPRs. A pre audit meeting was held
to explain points of observation, spot verification, measurement and record review. The
formats part I, II and III along with issue based RSA Checklist prepared by PIC were shared
and the PIU was requested to complete the post audit compliances at the PIU end on part III
of the RSA format.

There was a thorough discussion on the scope of work related to Pre-DPR stage, Construction
Stage and Post-Construction Stage. PIU personnel were sensitized about the importance of
Road Safety issues and requested to be proactive in suggesting improvements. There was a
concern expressed on budget constraint for provisioning required number of road
appurtenances but it was clarified that there could be additional allocations on the ground of
genuine need. Date and time of audit was finalized in consultation with the PIU.

(PART 3: ROAD SAFETY AUDIT FINDINGS)

Safety Issue No: 1

Location/ Chainage
0/000kmStarting point

Description of Road Safety Issue:The proposed road starts from Telendihi and has a T-
junction. The point which may cause accident during traffic volume increases.
Road Safety Risk:Scale: 1 - very low, 2- low, 3 – medium, 4 – high, 5 – very high
Exposure to Safety Risk: (Estimated as potential for traffic conflicts (e.g. braking,
swerving, etc.) caused by the issue) 4
Probability to Cause Accident: (Estimated as probability of traffic conflict resulting in
an accident) 4
Consequence of Accident: (Estimated likelihood of personal injury or death caused by
accident. Involvement of pedestrians/bicyclists versus vehicle would have severe
4
consequence. If trucks are involved, the consequence would be even more severe. High
speed of potential impact would have severe consequence)
Resulting Road Safety Risk: (Combined rating equals sum of exposure rating plus
probability rating plus consequence rating divided by 3. Higher the combined rating, 4
greater the urgency of attending to the road safety issue.)
Recommendations:

1 The junction should be design with bell mouth shape

2 Cautionary signage should be provided at all the three sides.

Road Safety Risk: Scale: 1 – very low, 2- low, 3 – medium, 4 – high, 5 – very high
Exposure to Safety Risk: (Estimated as potential for traffic conflicts (e.g. braking,
swerving, etc.) caused by the issue) 3
Probability to Cause Accident: (Estimated as probability of traffic conflict resulting in
an accident) 3
Consequence of Accident: (Estimated likelihood of personal injury or death caused by
accident. Involvement of pedestrians/bicyclists versus vehicle would have severe
