How do you define gifted?
“National Association for Gifted Children (NAGC)
defines ‘gifted’ as individuals who demonstrate
outstanding aptitude (an exceptional ability to learn
or reason) or competence (documented
performance or achievement in the top 10% of the
population) in one or more domains.”

Purpose of Program/Benefits:
▪Students who show signs of giftedness need to be challenged in school.
▪According to the authors, “Educators must, to be effective and ethical, provide educational experiences that reflect
the inescapable fact of individual differences in how and how well school students learn at a given time in a given
subject (Sternber, 2005, p. 1).

Types of Gifted Programs:
G.A.T.E. – Gifted and Talented Education

Students in grades 3-5 who score at or above 98th percentile on NNAT-3 or KBIT-2

T.A.G.S. – Title 1 Alternative Gifted Services

Only available at Title 1 elementary school. These students score between the 90th-97th
percentile on NNAT-3 or KBIT-2

Title 1: “The federal education law that provides funding to elementary and secondary schools for
programs and services to help economically disadvantaged students to succeed. -

Gifted children can be referred by
a teacher or parent
•Once referred, second grade students at Title 1 schools take online screening tests in January
and February.

•GATE testing done August through April.

•CCSD students are only tested twice a year, six months apart.

•If a child gets in, they do not retest each year.

•GATE/TAGS will follow students to other schools within CCSD.

•If child moves out-of-state, they may have to retest in their new state.

•If TAGS student transfers to a non-Title 1 school, services will end.

Naglieri Nonverbal Ability Test-3rd Edition – (NNAT-3)
•Uses abstract shapes and designs to assess a student’s nonverbal reasoning and general
problem-solving skills
•48 questions, 30 min
Kaufman Brief Intelligence Test-2nd Edition – (KBIT-2)
•Individually administered
•2 components:
o Verbal Knowledge (receptive vocab)
o Riddles (verbal comprehension, reasoning, and vocab knowledge)
