HSE-Regulatory Tracking Procedure


Cairo–HSEQ–P–02

1.0 Purpose

To ensure that Suez Oil Company identifies, has access to, and evaluates the national
laws and legislations and International organizational requirements that apply to the
HSE aspects of its activities, products and services.

2.0 Scope of application

This procedure covers laws, regulations and other requirements established in


Egypt/local authority level that applies to the HSE aspects of Suez Oil Company
activities, services and products. SUCO puts these requirements into account when
setting its HSE objectives.

3.0 Responsibility

HSE Division is responsible for operating this procedure. Legal Affairs division is
responsible for providing the recently issued governmental laws and decrees relevant
to the Company activities.

4.0 Procedure

SUCO obtains all the recently issued laws and decrees relevant to the Company
activities from the following resources:

Subscription in the Arab Organisation for Encyclopedia (Counselor Hassan El


Fakahany) which provides the Legal Affairs division with the recently issued laws
and decrees.

An annual magazine is issued by the Bar Association including all laws and decrees
for the passed year.

Copies of these laws and decrees are provided to the Legal Affairs division.

The laws and decrees are reviewed upon receipt by Legal division to recognize
applicable subjects and, if any, submit a copy to the relevant department(s).

HSE Manager is responsible for tracking applicable laws and regulations, identifying
those related to SUCO activities, products or services. HSE Manager is also
responsible for evaluating the potential impacts of these laws and regulations on the
organization and its products, activities and services.

The HSE Manager employs a variety of techniques and information sources to track,
identify and evaluate applicable laws and regulations. These include but not limited
to information / regulation provided by the Egyptian General Petroleum Corporation
(EGPC), the Egyptian Environmental Affairs Agency (EEAA), international
standards and codes which regulate oil & gas industries practices, internet,
communications with the Egyptian regulatory agencies, company HSE meetings;
periodic HSE meetings and periodic environmental training. HSE manager monitors
these information sources on a regular basis to ensure that new issues are identified
on timely basis.

As necessary, a representative from legal department may be called for to assist the
HSE manager in evaluating applicable laws and regulations or in developing
programmes in response to applicable laws and regulations.

HSE manager disseminates information on applicable laws and regulations (and their
potential impacts on the company’s activities, products and services) to appropriate
personnel. The determination of which company’s personnel must be informed and
the method for providing this information is at the discretion of the HSE manager,
based on the circumstances of the case. Register of HSE Legislation form (Cairo
HSE F-01) could be used as appropriate.

HSE manager compiles and maintains copies of significant applicable HSE laws and
regulations. Where necessary copies of such laws and regulations are distributed among
other departments.

HSE manager ensures that ready access is available from other sources, such as those
listed above.

If site audits indicate that additional laws and regulations must be tracked and
evaluated, HSE manager ensures that these activities take place.

5.0 Required Records

An updated register of HSE legislation records is maintained, at HSE division, as per


record control procedure. Records and reviews are retained for a minimum of two
years.
